An audit has unearthed a massive overbilling scam involving eight electricity distribution companies (DISCOs), which collectively extorted over Rs244 billion from consumers in an attempt to mask inefficiencies, losses and theft in the system.
According to documents obtained by The Express Tribune, the audit report exposes serious financial irregularities in the operations of DISCOs in Islamabad, Lahore, Hyderabad, Multan, Peshawar, Quetta, Sukkur and the former tribal areas.
The report reveals that no action was taken against any officials responsible for the illegal billing, even though overbilling was carried out systematically to cover up transmission losses, power theft and poor operational performance.
In a shocking revelation, even agricultural tube wells and deceased individuals were not spared. Multan Electric Power Company (MEPCO) alone sent power bills worth Rs496 million to dead customers.
Additionally, zero-unit consumers were charged for over 1.22 million units.
The report states that in just one month, five of these companies slapped 278,649 consumers with overbilled amounts totalling Rs47.81 billion. For the entire fiscal year 2023–24, consumers were billed for an extra 904.6 million electricity units.
Despite the companies' claims that the overcharged amounts have been refunded, no documentary evidence was provided to audit authorities.
The audit observed that these companies failed to produce any records verifying refunds, raising concerns about transparency and accountability.
Among the most egregious cases was Quetta Electric Supply Company (QESCO), which overbilled agricultural consumers by over Rs148 billion during FY2023–24, purportedly to hide operational lapses.
Similarly, ten DISCOs billed an additional Rs18.64 billion across 1,432 feeders.
In total, Rs22 billion worth of overbilling was imposed solely to offset line losses, the audit reveals.
While some refunds were issued, such as Rs5.29 billion for incorrect meter readings and Rs2.18 billion in multiple credit adjustments by Peshawar Electric Supply Company (PESCO), the lack of supporting documentation continues to cast doubt on the credibility of these claims.
Audit authorities have now formally sought clarifications from all eight DISCOs, but so far, the distribution companies have failed to provide the requested records.

In letters addressed to Nepra Registrar, the Bin Qasim Association of Trade and Industry (BQATI), Korangi Association of Trade and Industry (KATI), and Pakistan Tanners Association (PTA) raised concerns over the prolonged unavailability of KE's FCA request. The Associations anticipate a significant negative adjustment in May FCA, which could offer relief to industries struggling with high energy costs. However, the federal government is reportedly aiming to implement a uniform FCA policy across the country — an approach that could delay or reduce the impact of FCA adjustments specific to K-Electric's consumers. FCA: Nepra, Karachi stakeholders oppose PD proposal In April 2025, the Power Division attempted to block KE's FCA adjustment under the pretext of a uniform national FCA policy, despite the absence of formal approval from the Federal Cabinet. Nepra declined to act on the Power Division's request, citing the lack of official government authorization. 'We wish to express concern over the continued non-availability of K-Electric's FCA petition for May 2025 on Nepra's official website. Given the significant impact of monthly FCA adjustments on the cost structure of industrial operations, timely public access to this petition is essential for transparency, stakeholder engagement, and financial planning,' the Associations said in a joint statement. They urged Nepra to upload the petition promptly and schedule the associated public hearing at the earliest opportunity. 'We hope the regulatory process will proceed independently and remain free from external delays or influence, in line with Nepra's statutory role as an autonomous and impartial regulator. Your prompt attention to this matter will be greatly appreciated by the industrial community of Karachi,' the letter stated. A gang of criminals comprising five armed outlaws, including a woman, looted shops after breaking the locks in Gulshan-e-Hadeed and fled with valuables worth millions of rupees. Reportedly, the gang, in a car, reached the market, broke the locks of a jewellery shop, a mobile phone shop and a retail shop, and decamped with gold ornaments, cash and other valuables. SHO Steel Town Aslam Baloo told The Express Tribune that the incident occurred at 5:30am on Monday. A female member engaged the guard in talks and in the meantime her accomplices overpowered him. They then broke the locks, and stole five tolas of gold, Rs150,000 in cash from the jewellery shop and the retail shop.

Armed snatchers in the city's upscale localities have adopted a novel technique to conceal weapons by hiding pistols in leather slits strapped below their knees, enabling them to evade police checks with alarming ease. The tactic, reportedly inspired by online content and aided by AI-based tips on avoiding detection, has surfaced in areas including Hayatabad, Dalazak Road and Ring Road. Members of Ababeel Force were unable to detect firearms during routine frisking, despite weapons being worn directly on the body. According to police sources and young suspects' own confessions on social media chat groups, the new gangs often target cafes, tea points and juice bars in affluent zones. They scout potential victims, usually youth with high-end smartphones, before executing the heist via motorcycles. Instead of strapping pistols to their waists or backs, the offenders tuck compact firearms inside narrow leather pouches worn close to the ankle, slipping past conventional pat-downs. A senior officer with over a decade of experience in K-P's counter-terrorism and investigations told The Express Tribune that technological evolution, including AI, has drastically altered how crimes are committed. "Drug smuggling based on live location sharing is already a challenge. Now, AI-driven street crimes are surfacing where even non-organised youth gangs are imitating techniques used by terrorist outfits," he said. Another officer disclosed that not only petty criminals but terrorists too have adapted. "In Chamkani, the suicide bomber wore a half-jacket, not the typical full-body explosive vest, a change that helped him deceive surveillance. This shift in patterns highlights the urgency to modernise police procedures." He said that current methods of body searches and checkpoints were outdated in light of evolving criminal innovation. "Modern policing has to catch up fast."
