
Ford and Smith divided over Trump response at premiers' summit
At a premiers' summit in Huntsville on Tuesday, Ford refused to rule out an electricity export tax, while Smith firmly said no.
'We don't want to see export taxes on energy or export restrictions. It would have a devastating impact on Alberta and on Canada,' Smith said at a joint press conference. 'The Americans have a bigger hammer if they cut off [the Enbridge Line 5 pipeline]. Not only does that harm Ontario, it also harms Quebec.'
Ford took a different view. 'Everything's on the table,' he said. 'We'll see how this deal goes and we'll see what he [Trump] has to say on August 1.'
President Donald Trump has said he will impose tariffs of up to 50 per cent on dozens of countries, including Canada, starting Aug. 1. Prime Minister Mark Carney downplayed the deadline, saying Canada's focus is on getting the best deal possible, no matter how long it takes.
Ford, however, urged an aggressive response.
'We need to make sure we match tariff for tariff, dollar for dollar, and hit them back as hard as we possibly can,' Ford said. 'There's one thing President Trump understands — it's strength. He doesn't understand or appreciate weakness. He will roll over us like a cement roller if we show an ounce of weakness. We need to send a strong message.'
At a premiers' summit in Huntsville on Tuesday, Ford refused to rule out an electricity export tax, while Smith firmly said no.
Ford and Smith, along with Saskatchewan Premier Scott Moe, signed a Memorandum of Understanding on Tuesday to build pipelines, rail lines and trade infrastructure aimed at reducing Canada's reliance on US markets.
The premiers also called for repealing nine federal regulations they see as barriers to resource development, including Bill C-69, the tanker ban, the oil and gas emissions cap, federal carbon pricing and clean electricity rules.
The federal government hasn't proposed an energy export tax, but experts say Canada should consider one. A 15 per cent levy on oil and gas could match Trump's tariffs, raise billions and support workers and green investments.
'The provinces are just bystanders'
Earlier this year, Ford briefly introduced a 25 per cent electricity export tax targeting Michigan, New York and Minnesota. He dropped it after Trump threatened to raise tariffs on Canadian steel, aluminum and cars. Still, Ford says the tax could return if trade talks fail.
'We don't have to take a back seat to anyone in the world, and we sure as heck don't have to take a back seat to President Trump,' Ford added.
Smith, however, says using Alberta's oil as leverage in a trade fight is not an option; the province exports most of its oil to the US and she wants that trade to remain stable.
In 2023, Canada exported four million barrels of crude oil per day — 97 per cent of it to the US — and Alberta accounted for 87 per cent of that. The exports were worth $125 billion.
Ontario, meanwhile, sends electricity to US states such as Michigan and New York, powering more than 1.5 million American homes and businesses. US governors have warned that new energy taxes could raise costs and damage cross-border energy ties.
Fred Lazar, an economics professor at York University's Schulich School of Business, says Ford's tax idea is politically risky and argues this is a federal matter — not one provinces should try to handle alone. 'This is really a dispute between Canada and the US. The provinces are just bystanders,' Lazar said. 'Politically, they may have their own incentives, but practically, there's nothing they can do that would compel the US to change its policies. All it would do is make life harder for Ottawa.'
Lazar believes the best move is for provinces to avoid taking action on their own and let Ottawa lead the negotiations. 'They're better off talking tough, doing nothing and letting Carney work it out.'
Sheldon Williamson, a professor at Ontario Tech University, said the Ford–Smith split weakens Canada's bargaining power. 'While both leaders want to push back against US tariffs, diverging approaches — especially on energy exports — undermine any unified Canadian stance,' he said. 'Without cohesion, it becomes harder to exert meaningful pressure on Washington or to present a credible domestic front to Ottawa.'
For Ontario, the stakes are high. Its auto sector is deeply integrated with the US supply chain. 'A broad-based tariff regime could be economically devastating,' Williamson said.
He warned that although an electricity export tax may seem like an easy lever, 'it could backfire by raising prices for US consumers, inviting retaliation and damaging Ontario's own cross-border energy ties.'

Ford acknowledges water bomber pilot shortage, launches request for national fire plan
Premier Doug Ford has acknowledged that his province has a shortage of pilots trained in the difficult task of flying water bombers over forest fires, as blazes continue to rage across northern Ontario. Earlier in the season, the union representing front-line firefighters said planes in the province were grounded because Ontario didn't have enough pilots to fly the water bombers it currently owns. It's a claim the Ministry of Natural Resources confirmed to Global News, although it did not say exactly how many planes are grounded or how often. On Tuesday, at a meeting of the nation's leaders in Muskoka, Ont., Ford said there were pilots in the province, but suggested they don't have the training to fight fires. 'We have lots of pilots, but you have to also understand you can't just have any pilot with these water bombers,' he said. The Ford government has said it is ordering new water bombers, but the premier complained they take up to four years to build. How views of the Supreme Court have changed since 2022 abortion ruling, according to AP-NORC polling
WASHINGTON (AP) — Americans' views of the Supreme Court have moderated somewhat since the court's standing dropped sharply after its ruling overturning Roe v. Wade in 2022, according to a new poll. But concern that the court has too much power is rising, fueled largely by Democrats. The survey from The Associated Press-NORC Center for Public Affairs Research found that about a third of U.S. adults have 'hardly any confidence at all' in the court, but that's down from 43% three years ago. As the new AP-NORC polling tracker shows, about half of Americans have 'only some confidence' in the court, up from 39% in July 2022, while a relatively small number, about 1 in 5, have 'a great deal of confidence,' which hasn't shifted meaningfully in the past few years.

Montreal group campaigns to restore US foreign aid to Times Square
A Montreal-based organization promoting democracy and digital rights is using a billboard in New York's iconic Times Square to urge Americans to resist cuts to US foreign aid. "A retreat by the United States will mean that the weight balances in favour of digital authoritarianism, and away from what are essentially Canadian values," said Alex Dalessio, executive director of eQualitie. The organization works to advance digital security for civil society and media around the world, allowing people in oppressive states to circumvent censorship and surveillance to communicate securely. Dalessio's group has partnered with the American branch of Transparency International to post a 10-second message urging Americans to "support foreign aid" on a video billboard in the heart of Manhattan over 90 days. "Instability abroad puts American jobs and safety at risk," the billboard message says, adding that foreign aid builds "a stronger America." The message will be displayed more than 11,000 times. Dalessio said the campaign isn't "targeted" at the administration of US President Donald Trump and noted that European countries are also cutting back on foreign aid. His organization says it's politically neutral but wants Americans to think about the impacts of the US pulling back from foreign aid after decades of funding development work that has helped spread democratic values around the world. "Regardless of who made these changes to foreign aid, we would have made this message," Dalessio said. "The role of foreign aid, in the advancement of tools that support informed and educated democracies around the world, cannot be overstated." Trump tasked billionaire Elon Musk with gutting the United States Agency for International Development earlier this year, slashing its workforce and eliminating 83 per cent of USAID 's programs. The cuts have led to sudden halts in medical trials, hunger in refugee camps and cutbacks in access to HIV treatment and contraceptives in poorer countries. Dalessio said it's not clear yet what kind of impact those cuts have had on efforts to fight political repression abroad. Washington subsequently restored funding to some of the programs it had cut, while others went through what Dalessio described as "significant" layoffs. "We felt to some extent like there were a lot of articles about it, but there wasn't a lot of action being taken," he said. Transparency International fights corruption abroad by assessing governance in various countries, while eQualitie works to empower those trying to build strong civil societies. Their work involves training locals to use technology to hold their governments to account and push back on repression. Dalessio said that repressive states have been using technology to surveil citizens and block their access to outside news "as an extension of state power … to manage dissent, to direct election outcomes, or to influence the population at large." "This is certainly becoming normalized," he added. "We're seeing it in on every continent." Dalessio said he hopes the US reverses the cuts and that Canada joins its peers in "leaning in and supporting some of these programs." He argued that foreign aid spending could even count toward NATO's military spending target for defence-related infrastructure, since instability leads to costly conflict. NATO itself has said that hostile states are actively undermining democracies and neighbouring states. "What's going on in the US will have implications for democracy worldwide," Dalessio said.
