Chief minister Yogi Adityanath on Friday reviewed a draft of the Uttar Pradesh Footwear, Leather and Non-Leather Sector Development Policy 2025 amid a move to adopt a cluster-based development model as a core strategy that could generate 22 lakh new jobs. He called for a result-driven policy to unlock the full potential of the state's micro, small and medium enterprises (MSMEs). The initiative comes when Uttar Pradesh is taking steps to position its footwear, leather, and non-leather manufacturing sector on the global map.
Chairing a meeting of the MSME department, Adityanath emphasized the importance of identifying regions in the state best suited for industry-specific development.
He highlighted the state's strong base of skilled artisans, raw materials, and industrial hubs like Agra, Kanpur and Unnao.
Currently, India ranks as the second-largest producer and consumer in the world in the leather sector, with the state playing a significant role.
Over 200 operational tanneries are located in Kanpur and Unnao, while Agra is recognized as the 'Footwear Capital' of the country.
Integrating production, design, research, and training on a single platform could not only attract large-scale investments, but also generate employment opportunities for lakhs of youth, the chief minister said.
He stressed on the need to develop key infrastructure like flatted factory complexes to offer modern, efficient workspaces for industrial units.
During the meeting, officials apprised the CM that the proposed policy could generate around 22 lakh new jobs in the coming years.
The chief minister said the policy should not only promote leather and non-leather footwear manufacturing units, but also extend special incentives to ancillary units producing components like buckles, zips, soles, insoles, laces, dyes, chemicals, heels, threads, tags and labels.
He advocated support for units manufacturing specialised machinery for leather stitching, cutting, moulding, and production of non-leather safety shoes.
This integrated approach would help establish a complete and localised 'design-to-delivery' ecosystem within the state, the chief minister said.
He also underlined the need for robust strategies for skilling, packaging, and marketing to enhance product quality and competitiveness.
The meeting also included a discussion on the proposed Uttar Pradesh Industrial Asthan Policy, which aims at streamlining and improving the process of industrial land allotment, lease execution, construction, and production in the state.
Officials present at the meeting cited several challenges in the current system, including inefficient land utilisation, lease execution complexities, unauthorised mortgaging and subletting, and idle plots.
The new policy aims to eliminate these hurdles by introducing a transparent, streamlined, and time-bound system.
Plot allotment will be conducted via e-auctions or other transparent methods, with land prices determined area-wise. However, land rates for anchor units will be set by the state government.
'A clear, simplified, and accountable process—from land allotment to lease execution, construction, and production—would provide confidence to investors and catalyze industrial growth,' the chief minister said.
He also suggested the adoption of a 'lease rent model' to ensure optimal utilization of limited industrial land, minimize capital expenditure for investors, and accelerate development.
Adityanath also advocated incentives such as capital subsidies, stamp duty exemptions, and electricity and logistics support, along with a single-window approval system.
He directed officials to develop an integrated online portal for applications and disbursement of incentives to ensure a fully digital, seamless and trackable policy implementation process.

(REPRESENTATIVE IMAGE) Those aware of the development said the 293 provisions proposed to be decriminalised are part of nearly 15-20 acts and the proposed law would ensure that the penalties are commensurate with the seriousness of the crime. The Uttar Pradesh Revenue Code, the laws for urban local bodies that include the municipal corporations, the Fire Services Act, the Tree Protection Act, labour laws and the laws for industry have provisions for imprisonment for minor offences. The proposed new law will decriminalise them. Under the proposed new law, there will be provisions for compounding of minor offences. The provisions for imprisonment up to about six months will be replaced by a fine of a few thousand of rupees or to a lakh or so. 'We propose to enact a new law to decriminalise 293 of 294 provisions of law as part of the state government's efforts to provide an industry-friendly atmosphere and relax provisions for the ease of doing business. No relaxation will be made in the provisions for imprisonment if the offence causes health hazards or directly affects human lives,' said a senior officer of the state government. The state government is working on bringing the new law on the pattern of the Jan Vishwas Adhiniyam that the Centre enacted in 2023, those aware of the development said. Chief minister Yogi Adityanath has time and again asked the officers to remove irritants in the ease of doing business. Chief secretary SP Goyal also chaired a meeting convened on Tuesday to review the progress under the flagship Compliance and Reduction and Deregulation 2025 initiative. Efforts to ease the regulations and create an industry-friendly ecosystem are part of this initiative. A senior officer said the draft of the new law is being finalised and once approved by the state cabinet, the proposed legislation may be moved in the monsoon session of the state legislature commencing on August 11.

Hyderabad: Deputy chief minister Bhatti Vikramarka and industries minister D Sridhar Babu on Wednesday met Union MSME minister Jitan Ram Manjhi in New Delhi and urged him to extend Central aid for two industrial parks in the Madhira constituency, and 119 MSME parks in all the assembly constituencies in Telangana. The Telangana govt sought prior approval from the Centre to submit project proposals under the MSME-CDP (Cluster Development Programme) for financial assistance to develop these parks. "Proposals have been submitted to set up industrial parks in Yendapally (Madhira mandal) and Remidicherla (Errupalem mandal) in Khammam district. Plans have been drawn up to develop these parks in 85 acres and 60 acres, respectively. The locations are strategically significant due its proximity to NH 65 (Hyderabad–Vijayawada corridor) and have excellent connectivity to nearby towns, railway networks, and ports," Bhatti informed the Union minister. These parks are being designed to support various manufacturing sectors and are expected to generate at least 5,000 direct and 15,000 indirect employment opportunities," Bhatti further said. "We are expecting Central financial support under the MSME-CDP scheme. The MSME parks will include hostels, kitchens, toilets, testing centres, and other common facilities. Business development, product innovation, and market strategy services will also be made available. Support will be extended to women-led enterprises through the Streenidhi scheme, providing loan assistance to empower such units and expand livelihood opportunities for women," Bhatti said. Currently, under the MSME-CDP scheme, the Telangana govt is already implementing 25 projects with the support of the Union MSME ministry. These include industrial parks, flatted factory complexes, and Common Facility Centres (CFCs), all of which are playing a key role in strengthening the MSME ecosystem in the state. Telangana is seeking Central assistance under the relevant schemes to establish dedicated MSME parks in each Assembly constituency. Through these progressive initiatives, the Deputy CM and industries minister expressed confidence that Telangana will emerge as a key contributor toward India's vision of achieving a $30 trillion economy.

As part of a broader strategy to shield domestic industry from US tariffs, the Ministry of Corporate Affairs (MCA) is planning to ease compliance reforms for medium, small and micro enterprises (MSMEs), according to official sources. 'We are looking at it very seriously and taking inputs from the MSME ministry as well,' a government source said. The MCA may also consider amendments to the existing Companies Act for simpler certification processes for MSMEs and doing away with certain compliances for such companies, sources said. Some of the measures which were recommended in the expert committee report regarding Company Law in 2022 included reducing fines and penalties which are designed keeping larger companies in mind. Suggestions made by the Federation of Indian MSMEs (FISME) include exemption for unlisted companies up to a turnover of ₹1,000 crore from mandatory Corporate Social Responsibility (CSR) obligation to provide them with greater flexibility in their board structure and reduce their compliance costs. The MSME body has sought relaxation in the requirement to appoint independent and women directors, which it says can be costly and time-consuming for unlisted companies, especially those with limited resources. With a global environment marked by trade tensions and geopolitical volatility, the government is expected to look for ways to support domestic industries. 'Direct assistance to MSMEs and assistance through processes - both are important since macro-economy may not be impacted much by tariffs, but MSMEs will face some challenges and require support from the government,' said Madan Sabnavis, chief economist, Bank of Baroda. Sabnavis said that help with administrative hassles may not give direct support to MSMEs, but would still bring ease of doing business for the sector. Experts said that the government should allow self-certification or deemed acceptance for various procedures under Companies Act, instead of demanding a host of documents from MSMEs. 'They could do risk profiling and have automated acceptance for smaller companies. Departments across governments often ask for the same data and if there was better sharing of information between ministries, it would also ease compliance burden on MSMEs,' an industry expert, who did not wish to be named said. According to the Ministry of Statistics & Programme Implementation, MSME contribution to the country's GDP was marginally lower in 2023-24 to 31.1 per cent, compared to 31.3 per cent in the previous year. Under the present Companies Act, MSMEs are granted certain exemptions. For instance, the requirement that the cash flow statement should be part of the financial statement has been made optional. Small companies are not required to rotate auditors and disclosures, such as auditor's report on internal financial controls do not apply to MSMEs. Small companies are also exempt from requirements of pre-certification of forms by professionals. All companies with authorised capital up to ₹15 lakh or with up to 20 members where no share capital is applicable are charged zero fees for incorporation.
