
Ministers aim to export London's academic success to England's struggling schools
Bridget Phillipson, the education secretary, said her school improvement plan was 'taking the best' of the previous Labour government's successful London Challenge, which revolutionised the city's school system, and applying the techniques to flagging schools throughout England.
This week's A-level results raised alarm at the widening gap between results in London and regions outside the south-east of England, particularly in the Midlands and the north-east, where improvements in top grades have been stagnant.
The Department for Education is to double the number of schools being supported by its regional improvement for standards and excellence (Rise) programme, which identifies 'stuck schools' with repeated poor inspection reports, and aim to transform them through expert assistance from experienced school leaders and partnerships, as well as up to £200,000 over two years in extra funding.
Phillipson said: 'This week's exam results were a time for celebration, but they also laid bare the yawning attainment gaps at A-level that continue to cast a shadow over so many areas of the country.
'It's appalling that young people across the north-east, the East Midlands and West Midlands continue to be held back compared to their peers in London.
'That's why, as part of our plan for change, we are putting a laser focus on those areas of the country, and those schools where performance is weakest, with our new school improvement teams – taking the best of the renowned London Challenge and applying it to areas like the north-east, to make sure that every single child, wherever they grow up, has the life chances they deserve.'
The rollout of the Rise programme is backed by the former education secretary David Blunkett and Sir Kevan Collins, the government's school improvement tsar, who were involved in the London Challenge after it was launched in 2003.
Lord Blunkett applauded the early intervention in schools through the Rise teams, saying the policy would 'narrow the gap and create a more equal start in life, so crucial to releasing the talent, creativity and self-reliance of young people'.
In London, the government used data to identify schools with the most glaring problems, and then worked with local authorities to overhaul each school's leadership and culture, while also working with parents and wider communities to tackle specific issues in boroughs such as Tower Hamlets, where Collins was a senior leader. By 2010, London had a higher proportion of schools rated as good or outstanding by Ofsted than any other area of England.
The initial phase of Rise began earlier this year, after 600 schools were identified as urgently needing support. More than 200 were matched with advisers and partners, and must create an approved plan for transformation before receiving up to £200,000 in extra funding spread over two years.
The DfE said a further 200 schools would be added 'very quickly' in the autumn, when the new school year commences, as a sign of the government's recognition of the urgency.
Collins said: 'The emphasis [of Rise] is all about pace, because the one thing about schools that start to decline, the slide becomes embedded. They can't recruit great staff, people start leaving, attitudes become habitual. You need to be radical to turn that around, and the longer you leave it, the harder it is. This is what is so shameful about these schools being left like this for so long.'
He added: 'One of the things about the London Challenge was that it was very high-profile and with a sense of endeavour – everyone was leaning into it, it had massive national leadership. There was a big effort, a clear effort, and that is what we are trying to replicate with Rise.'
Jon Coles, the director of the London Challenge when it launched under the leadership of Tim Brighouse, and who is now the chief executive of the United Learning academy trust, said: 'The history of the London Challenge shows that you can make a big difference, that these things are not inevitable.
'Twenty years ago, inner London performed less well than every region in the country. And now the only place that outperforms inner London is outer London.
'So things can change. But it requires people to decide they are going to work together, have a great strategy, take tough decisions, collaborate beyond boundaries, in order to make things better for children.'
Thursday's A-level results showed the gap between the best- and worst-performing regions widened again this year, with 32% of entries in London gaining the top A* or A grades, compared with fewer than 23% in north-east England.
Young people in the north-east of England are also less likely to take A-levels than their peers in London and the south-east. Research published by the DfE in July showed that more than half of children in inner London eligible for free school meals at the age of 15 went on to higher education by the age of 19, compared with 22% in the north-east and the east Midlands.

A furious council has discovered hundreds of asylum seekers were shipped into its city despite telling the Home Office it could not take any more. Portsmouth City Council found that 55 private rental properties were being used to house a minimum of three asylum seekers each last week. The migrants have been staying in homes of multiple occupation (HMO) - not council housing. It comes just two years after James Hill, Portsmouth's director of housing, told the Home Office that the 'system's capacity was such that we couldn't support additional asylum seekers'. But when a public meeting was hosted in July by Amanda Martin, the Labour MP for Portsmouth North, figures showed the number of private rentals being used to house migrants had increased from 10 at the end of 2019 to 58 in April 2024, The Times first reported. The council confirmed with the Home Office last week that the number is now at 55, according to the newspaper. The data was uncovered by Ms Martin after Clearsprings Ready Homes wrote to a parliamentary committee this year amid an inquiry into accommodation for asylum seekers. Portsmouth City Council said it was never notified about the use of the properties to house migrants. A spokesperson said: 'We were previously not aware of the number of properties being used in the city. 'We have made it clear that the processes [the Home Office] has are not adequate and they should be formally notifying a senior officer.' A Home Office spokesperson said: 'We are continuing to expand the use of dispersal accommodation as part of our strategy to reduce reliance on costly hotels and deliver a more sustainable and cost-effective asylum system. 'This approach is being implemented in close consultation with local authorities across the UK to ensure dispersal is balanced and community needs and concerns are taken into account. 'This Government inherited an asylum system in chaos, with tens of thousands of asylum seekers stuck in the backlog being housed by the taxpayer. At its peak, less than two years ago, there were 400 asylum hotels in use at a cost of almost £9million a day. 'We have taken urgent action to fix the system – more than doubling asylum decisions and cutting the backlog by 41 per cent. 'The cost of asylum hotels was reduced by almost a billion pounds in 2024/25 compared to the previous year, and we have put in place the major reforms which will allow us to end the use of asylum hotels entirely by the end of this Parliament.' The news comes amid nationwide protests against the housing of illegal immigrants. Last month, demonstrations escalated with tense stand–offs in cities including Portsmouth. More than 40 anti–immigration demonstrators confronted almost 30 activists holding Stand Up to Racism placards outside the Royal Beach Hotel. Some on the anti–immigration side hung a banner which said 'protect our children' outside the hotel. DWP confirms exactly when it will launch huge benefits crackdown that means banks can identify fraudsters
THE Government has confirmed when it's planning to bring in controversial new powers aimed at cracking down on benefits fraudsters. Banks will be drafted in to help identify benefits cheats and convicted fraudsters could be stripped of their driving licences under the new Department for Work and Pensions (DWP) plans. 1 New Government documents have revealed it's planning to bring the measures under the Public Authorities (Fraud, Error and Recovery) Bill in April 2026. The DWP has said it will be the "biggest fraud crackdown in a generation". It's estimated the new powers could save taxpayers £1.5billion over five years. Last year, an estimated £7.4billion was lost to benefits fraud - around 2.8% of total welfare spending. A further £1.6bn (0.6%) was overpaid due to unintentional errors by claimants, while £0.8bn (0.3%) was overpaid because of errors by the DWP. Chancellor Rachel Reeves has been trying to boost the public purse after it was revealed she needs to plug a £50billion hole in public finances. The new measures mean banks will help to identify customers who might have breached benefit eligibility rules, such as exceeding the £16,000 savings limit for Universal Credit. They will share limited data with the DWP but can't provide transaction details, so officials won't be able to see how benefit claimants spend their money. The DWP also won't gain direct access to claimants' bank accounts, but it will receive cases flagged for investigation. Financial institutions face penalties if they overshare information beyond what's permitted. DWP will have access to YOUR bank accounts to tackle debt as Brits told 'get back to work' in major push on unemployed Airlines and other third-party organisations might also have to provide information to help detect benefit claims made from abroad that could violate eligibility rules. According to the Government documents, any information "will not be shared on the presumption or suspicion that anyone is guilty of any offence". However officials will gain authority to recover money directly from fraudsters' bank accounts. As well as this, persistent benefit fraudsters who fail to repay their debts could face driving bans lasting up to two years. DWP minister Liz Kendall has pledged to clamp down on benefit cheats, saying back in March: "The social security system that we inherited from the Conservatives is failing the very people that it is supposed to help and is holding our country back. "The facts speak for themselves. One in 10 people of working age are now claiming a sickness or disability benefit. Almost one million young people are not in education, employment or training - one in eight of all our young people." The DWP has said it will have strong safeguards in place, including new inspection and reporting mechanisms. DWP staff will also receive comprehensive training before using the new powers. However campaign groups have warned the powers could invade claimants' rights to financial privacy and it could also lead to legitimate claimants being wrongly investigated. In a letter to Kendall last year, the directors of Big Brother Watch and Age UK described the plans as "mass financial surveillance powers" which they said would "represent a severe and disproportionate intrusion into the nation's privacy".

Meet the Afghan girls building robots at home after the Taliban stopped their education
In the sweltering heat of Kabul, a group of young women, who have been barred from higher education for the past three years, gather in one of their homes to work on a new project. Calling themselves 'Voices of Hope,' the group's members are former computer science students who refuse to abandon their pursuit of knowledge, despite the Taliban's sweeping ban on female education. They are using the internet and artificial intelligence to reconnect with the subject they once studied at university. In a country where even a walk in the park is off-limits for them, they have created their own community of learners behind closed doors. Their education was interrupted in December 2022, when a Taliban ban forced them to abandon their studies. The young women were all in their second semester of computer science studies at a private Afghan university. Initially, they clung to the hope that public outrage and international pressure might prompt the regime to reverse its decision. Instead, the Taliban, who had seized power in 2021, issued even harsher decrees, further tightening restrictions on women and making their lives even more difficult. Asrar Parsa, the 25-year-old leader of Voices of Hope, told Independent Persian that the university ban caused a wave of despair. But she and 20 of her classmates decided to keep going, turning to online educational resources to continue studying at home. Since then, the team has taken on several projects in their desire to learn, grow and keep their dreams alive. Among their achievements are building two robots from scratch. They cost about 30,000 Afghanis (roughly $430 or £330) to build, paid for by the group members themselves. Under Taliban rule, women are not allowed to go outside without a male guardian. The team has one male member: Asrar's 28-year-old brother, Navid Parsa, a computer science graduate who is their link to the outside world. He runs errands for the group and brings in supplies from the city. The group started off with 20 members. But over time, 14 dropped out due to economic hardship and a growing sense of hopelessness. Asrar explains: 'Our goal was to keep the light of hope alive in our hearts, to stay motivated, and to learn about AI. But most of the team became disheartened and gave up.' However, some chose to stay. 19-year-old Hadiya Ahmadi, says she suffered from depression and anxiety after universities shut down. But working on small projects and learning how to use AI with the support of the group helped her feel better. Over the past two years, the team has used what they learned in their first year of university and supplemented it with online tutorials. They've built two robots and several other devices. One robot can recognise 20 different objects, including humans, and is controlled remotely. The team tested its movement on a kitchen table. It's powered via radio frequency and bluetooth and can be operated through four different apps. Asrar says if developed further, it could be used in search and rescue operations after earthquakes or explosions. The team is also working on building a drone. If successful, they hope it could be used for tasks like collecting rubbish, delivering emergency medicine, or transporting small items across Kabul. For Asrar, Hadiya, and the rest of the group, tinkering with wires and batteries and listening to online lessons is about more than just robotics or AI. In a time when, under Taliban laws, even a woman's voice and face are deemed awrah (something to be hidden), these sessions are a way to cope with the mental and emotional toll of their isolation. Asrar says these gatherings are a way to escape 'the pain and grief brought about by their current situation'. The meetings offer hope, she explains:'When we're together, it feels like not everything is lost. We still have the power to learn and grow.' Hadiya adds that meeting the group two to three times a week has had a positive impact on her mental well-being. They study AI, build robots, and talk about their hopes for the future. She says she feels better now than she did when her university first closed down: 'Seeing the results of our work makes us happy. It makes us feel that our education isn't over yet and we can still try to reach our goals.' They draw inspiration from another Afghan robotics team, known as 'The Afghan Dreamers', which was founded in 2017 and gained widespread attention both at home and abroad. Focused on technology, engineering, and robotics, the team became a symbol of talent and hope in the face of social and political restrictions. After the Taliban returned to power and banned education and employment for women and girls, team members left the country and now continue their work in exile. For Voices of Hope, the Afghan Dreamers serve as an inspiration. But unlike them, Asrar's team has not yet received any support from external organisations. Despite all the obstacles, they hope to one day showcase their work in international exhibitions, and find opportunities to keep chasing their dreams. The Taliban have strictly enforced their ban on education for girls over the age of 12, claiming that they are adhering to 'Sharia law'. These decrees, especially those denying women access to education and jobs, have drawn widespread international condemnation. But Taliban leader Mullah Hibatullah Akhundzada has dismissed international pressure as 'pointless.' Over the past four years, Mullah Hibatullah has repeatedly emphasised the importance of 'education within the framework of Sharia and Islamic principles'. However, not once has he addressed the topic of education or employment for women and girls in Afghanistan.
