From visas to jets, US and China are finding new trade leverage
US President Donald Trump brought many of the same grievances to his second trade war against China, but the economic battleground that has emerged since then is making it harder to avoid a rupture this time around.
While tariffs kicked off the dispute, it is the new trade weapons being unsheathed by both sides that have come to define the latest standoff.
And if the damage done so far is any indication, the scars will prove more enduring – no matter the outcome of trade talks in London that will continue into a second day on J une 10 .
From higher education to jet engines, the scope of connections between the world's two biggest economies that they are weaponising – or threatening to use as leverage in negotiations – is also much broader than last time.
That could also make a deal more complex to navigate.
'The US side has bundled together too many problems with the trade and economic agenda,' said Dr Sun Chenghao, a fellow at the Center for International Security and Strategy at Tsinghua University in Beijing.
'I don't believe that achieving a comprehensive package agreement through just one or two rounds of dialogue is realistic.'
Here are all the ways the US and China are trying to gain leverage:
US visas
One tool the US has wielded this time is the threat of pulling the visas of the 270,000 Chinese students studying in the US.
Late in May , Secretary of State Marco Rubio said Chinese students' visas would be 'aggressively' revoked, including for people with connections to the Communist Party or studying in critical fields.
Future applications from China and Hong Kong will also face heightened scrutiny, he said.
Following the call with President Xi Jinping last week, Mr Trump then said it would be an 'honour' to have Chinese students in the US, although it is far from clear what that will mean in practice.
Jet engines, chip design software
Before Mr Trump returned to the Oval Office, the US had already imposed increasingly wide-ranging sanctions on various Chinese people and companies.
It was also stepping up its bans on exports of both semiconductors and the tools to make them, including by pressuring allies such as Japan and the Netherlands to do the same.
Building on those controls, the US Commerce Department rolled out a recent spate of measures targeting chip design software, jet engine parts, chemicals and nuclear materials, even as the details are not all public. The department also stated that using a new chip made by Huawei anywhere in the world could violate US export controls, although it subsequently changed that language.
The Trump administration expects that 'after the handshake' in London, 'any export controls from the US will be eased and the rare earths will be released in volume' by China, Mr Kevin Hassett, head of the White House's National Economic Council, told CNBC on June 9 .
Mr Hassett's comments from Washington were the clearest signal yet that the US is willing to offer such a concession, though he added that the US would stop short of including the most sophisticated chips made by Nvidia Corp used to power artificial intelligence.
Ethane
The US administration is increasing barriers for exporters to sell the chemical ethane to China, in what looks to be an attempt to leverage a product where the US is as dominant as China is in rare earths.
Thanks to the shale gas revolution, the US is the largest producer of ethane, which is used for making some plastics.
China is its top customer, with US supply making up over 99 per cent of the ethane it bought in the first four months of 2025.
It was so important that China quietly exempted ethane from the tariffs announced earlier in 2025 .
Even so, the Commerce Department has already indicated it plans to deny permission to export to at least one firm. That could make life harder for the vast constellation of plants along the eastern seaboard that Chinese firms built to take advantage of cheap US gas.
Taiwan arms sales
Another area where the US might put pressure on China is by stepping up sales of arms to Taiwan, which is claimed by Beijing.
Underscoring the prominence of the issue is the specific mention of Taiwan in the call between Mr Trump and Mr Xi, according to the Chinese readout afterward.
Two US officials familiar with the matter said they expect US approvals for arms sales to Taipei over the next four years to surpass those in Mr Trump's first term, according to a Reuters report late i n May .
Those sales could further inflame tensions between the US and China.
Mr Trump's first term was marked by 22 military sales notifications for Taiwan valued at almost US$19 billion (S$24 billion) , including backlogged cases and funding for maintenance of existing systems, according to a 2024 report from the Cato Institute, compared with about US$8.7 billion during the Biden administration.
Chinese export controls
Beijing has learned from the effectiveness of US export controls, setting up its own system to limit and curb sales of 'dual-use goods' that can have both civilian and military applications.
That effort intensifie d in 2025 , with Beijing ordering exporters to start applying for licences to ship seven different rare earth elements and products made from them, including high performance permanent magnets that are essential for production of cars and tech products.
Chinese state media this week denied that the new controls were an attempt to use China's dominance in the element's production as leverage against the US. But the measures were announced at the same time as a package of sanctions aimed at the US in response to tariffs.
China is also using the same licensing regime for other key minerals such as gallium, germanium and antimony, widening that to others including bismuth, tungsten and some rare earths earlier in 2025 .
Some exports fell after licencing was required and eventually grew again but have not reached levels seen before they were added to the control list.
After the call with Mr Xi, Mr Trump said he expected no problems with the supply of magnets.
China does seem to be issuing licences faster, although there is no indication that it will remove the requirement to get a licence, meaning it could slow or stop issuing them again at any time.
Jet deliveries
One new tool that Beijing used was to order a halt to deliveries of Boeing Co. jets, prompting at least one Chinese airliner to return a plane.
While the ban was lifted later, with the company sending a 737 Max jet to China last week, the tensions have left the first major aircraft order from China since 2017 in limbo.
Boeing had expected to deliver another 50 planes to China when the latest trade spat erupted in April, with Beijing countering Mr Trump's new levies by hiking tariffs that priced the US-made jets out of the market for Chinese carriers. BLOOMBERG

Police make 'mass arrests' in LA during nighttime curfew
[LOS ANGELES] Los Angeles police began arresting people in the city's downtown late Tuesday (Jun 10), as groups gathered in violation of an overnight curfew after a fifth day of protests against Donald Trump's immigration crackdown. Looting and vandalism in the second-biggest US city have marred the largely peaceful protests over ramped-up arrests by immigration authorities. The demonstrations, which began on Friday, and isolated acts of violence prompted Trump to take the extraordinary step of sending in troops, over the objection of the state governor. The protests again turned ugly after dark on Tuesday, but an hour into the overnight curfew only a handful of protesters were left downtown, with police making several arrests as they warned stragglers to leave. 'Multiple groups continue to congregate on 1st St between Spring and Alameda' within the designated downtown curfew area, the Los Angeles Police Department (LAPD) wrote on X late Tuesday. Earlier, Los Angeles Mayor Karen Bass said she had issued the curfew 'to stop the vandalism, to stop the looting.' One square mile (2.5 square kilometers) of the city's more-than-500 square mile area will be off-limits from 8:00 pm and 6:00 am (0300 to 1300 GMT) for everyone apart from residents, journalists and emergency services, she added. One protester told AFP the arrest of migrants in a city with large immigrant and Latino populations was the root of the unrest. But at a military base in North Carolina, Trump was painting a much darker picture. 'What you're witnessing in California is a full-blown assault on peace, on public order and national sovereignty,' the Republican told troops at Fort Bragg. 'This anarchy will not stand. We will not allow an American city to be invaded and conquered by a foreign enemy.' California Governor Gavin Newsom, a Democrat who has clashed with the president before, said Trump's shock militarisation of the city was the behaviour of 'a tyrant, not a president.' In a filing to the US District Court in Northern California, Newsom asked for an injunction preventing the use of troops for policing. The statement came after China's Foreign Minister Wang Yi met with African officials in the city of Changsha located in southern Hunan province. The White House, in its April 2 "Liberation Day" tariff announcement, imposed some of the highest tariffs on several African countries. That included levies of up to 50% on goods from Lesotho, 47% for Madagascar, 40% for Mauritius, 38% for Botswana and 31% for South Africa, the continent's biggest exporter to the U.S. The China-Africa statement, made on behalf of China, 53 African countries and the African Union Commission said it "firmly opposed any party reaching a compromise deal at the expense of the interests of other countries." "We call on all countries, especially the United States, to return to the right track of resolving trade differences through consultation on an equal, respectful and reciprocal basis," the statement said. China is willing to implement zero-tariff measures for the 53 African countries that it has diplomatic relations with, the statement said, apart from Eswatini, the only African country that supports Taiwan. China's relations with African countries have strengthened as its own economy slows and it has emerged as Africa's biggest lender. In recent years, China has stepped up cooperation in areas from agriculture to infrastructure. The continent offers a much needed avenue for Chinese state-owned infrastructure firms struggling for projects as indebted local governments hold off on spending, and as a market for its electric vehicles and solar panels, areas where the U.S. and EU say China has over-capacity. Bessent emerging as a contender to succeed Fed's Powell
[NEW YORK] A growing chorus of advisers inside and outside the Trump administration are pushing another name to serve as the next chair of the Federal Reserve: Treasury Secretary Scott Bessent. President Donald Trump said on Friday he would name a successor 'very soon' to replace Jerome Powell, whose term as Fed chair ends in May 2026. The small list of candidates under consideration has included Kevin Warsh, a former Fed official whom Trump interviewed for the Treasury secretary role in November, according to people familiar with the matter. But Bessent – who is leading Trump's effort to kickstart the US economy with sweeping changes to trade, taxes and regulation – is also now one of the contenders for the job, said the people, who requested anonymity to discuss private conversations. Formal interviews for the position have not begun, two of the people said. 'I have the best job in Washington,' Bessent said in response to a request for comment. 'The president will decide who's best for the economy and the American people.' A senior administration official, who spoke on the condition of anonymity, disputed the reporting without providing further specifics. As Treasury chief, Bessent would traditionally play a key role in the search and interview process for the next Fed chair. 'He's a dark horse candidate,' Adams said, adding that Warsh – who served as a governor on the Fed board from 2006 to 2011 – would also be a good choice. Asked specifically about Warsh on Friday, Trump said: 'He's very highly thought of.' Bessent has been at the forefront of negotiations on a US-China trade deal, arguably the most important of the pacts the president is seeking to forge as part of his effort to reshape the global trade landscape. 'Scott Bessent proved he could implement President Trump's agenda during an incredibly turbulent first six months,' said Steve Bannon, former chief White House strategist and outside adviser to the president. 'He's not just the star of the cabinet, but a safe pair of hands for global capital markets.' The president, who first nominated Powell to the job in 2017, has regularly complained that the Fed chief has been too reluctant to cut borrowing costs. Trump pushed Powell to lower interest rates in a White House meeting last month. Powell and Fed officials have held interest rates steady in 2025, arguing a patient approach to policy is appropriate amid economic uncertainty caused by Trump's expanded and evolving use of tariffs. Fed policymakers have said they expect the announced tariffs to weigh on economic growth and boost inflation. Whoever the Senate confirms for the post will have to prove to the world that the Fed's independence from political meddling remains intact. Trump has said many times that Powell is making a mistake by not lowering rates, and has previously said that he should have a say on rate decisions, raising questions over whether markets would see the next pick as beholden to him. Bessent or Warsh 'would be given the benefit of the doubt from the financial community' that they would preserve the independence of the Fed's rate-setting authority, IIF's Adams said. Economist and Trump ally Arthur Laffer said Bessent 'is wonderful, but he already has a job. And his specialty is not monetary policy.' 'As I told the president, I think Kevin Warsh is just perfect for the job,' he said.
