Calls for ‘farcical' North Berwick parking plans to be shelved

East Lothian Council had expected to have parking meters operating on the seaside town centre's streets last month but have hit snags getting planning permission from their own officers.
Now the local authority has confirmed that earlier proposals to phase in the scheme by introducing off street charges in car parks, due to be introduced last April, have also been delayed after it was not practical to start charging people until the meters were in place.

Since April 13, planning applications have been lodged seeking permission to install the meters in the conservation area. However, five have had to be withdrawn – one of them twice – while the rest remain undecided.
The local authority insists the withdrawal of several of the applications is 'normal practice' in the planning process but declined to go into details over what was wrong with the initial proposals beyond saying it was due to 'accessibility of the proposed locations'.
The pavements in some of North Berwick's town centre streets are narrow and already become clogged with tourists during busy periods.
[[North Berwick]] is the first of five East Lothian towns due to see parking charges brought in with consultations ongoing over similar plans for Dunbar, Tranent, Haddington, and Musselburgh.
East Lothian MSP Paul McLennan, who served as a councillor on the local authority before being elected to Holyrood said, in his experience, the number of application withdrawn was not normal.
McLennan said the North Berwick scheme should be put on hold while consultations in other towns were being carried out.
He said: 'The process has been poorly planned and in North Berwick it should be halted until decisions are made elsewhere in East Lothian.'
Fellow East Lothian MSP Craig Hoy, who also served as a councillor and has been an outspoken opponent of town centre parking charges across the county, described the North Berwick situation as "farcical'.

He said: 'This is farcical. It goes to show that East Lothian Council hadn't thought through either the impact of parking charges on residents or the practical consequences of installing parking metres in historic and conservation areas in the town.'
An East Lothian Council spokesperson said: 'Following ongoing consultation work, the proposed placement of a small number of parking meters was changed.
"This was in relation to accessibility of the proposed locations. As is normal practice in the planning process, the previous applications were withdrawn and new applications for the amended locations were submitted.'
On the decision not to introduce car park charges in April as originally proposed, they said: 'Off-street charges haven't been introduced. We are seeking to deliver the overall proposal at the same time rather than in parts.'

Van Dop insists the club won't sell on the cheap - having already knocked back a more substantial bid from FC Twente: "There was a question (from FC Twente), and that was about Jakob Breum. That's negotiable, but only if the price is right. "And we couldn't reach an agreement on that. What I did find positive was that his thoughts were certainly higher than the official offer Celtic ever made. ‌ "I've told Celtic that we won't be accepting their offer. I spoke to Breum's agent on the phone Monday morning, and he hopes he'll go that route. "We're certainly not the most difficult club, but it has to be a good fit. "And if we can't reach a financial agreement, we also have the right to say: well, it's not going to happen." ‌ Asked if the club had set an asking price in the region of £5.1million, he cryptically added: "We've set a ceiling." Donald Trump has officially opened a new golf course at his Aberdeenshire resort, saying he would play a quick round before returning to Washington DC to 'put out fires all over the world'. The US president teed off at the New Course in Menie in front of a crowd including golfers, the Scottish First Minister and the Scottish Labour leader. Mr Trump also made reference to late James Bond actor Sir Sean Connery's reported support for his golf resort – even attempting to recreate the actor's voice. Just before hitting the first ball at the New Course, the US president told those gathered on a grandstand: 'We started with a beautiful piece of land, but we made it much more beautiful. 'The area has really welcomed us. If you remember at the beginning there wasn't quite a welcome, but it wasn't bad. 'But with time they liked us more and more, now they love us and we love them.' Mr Trump added: 'I look forward to playing it today. 'We'll play it very quickly and then I go back to DC and we put out fires all over the world. 'We did one yesterday – you know we stopped the war. We've stopped about five wars. 'That's much more important than playing golf. As much as I like it, it's much more important.' At the ribbon-cutting ceremony, the president thanked his son Eric for his role in creating the new 18-hole course, adding: 'This has been an unbelievable development. 'The land, they said it couldn't get zoned, it was an impossibility. 'And Sean Connery said 'let the bloody bloke build his golf course'. 'Once he said that everything came into line. Critics say the Trump developments in Scotland have not delivered as many jobs as promised and work at the Menie site has caused environmental damage. Members of the media watched the opening ceremony from a grandstand, with music played beforehand including Roxanne, Thriller, and Surfin' USA, plus music by the Script and Elvis. The president has already played several rounds of golf during his Scottish trip, teeing off at his other resort in Turnberry, South Ayrshire, on Saturday, Sunday and Monday. Earlier on Tuesday, Mr Trump hit out at the UK's taxes on North Sea oil, saying the natural resource is a 'treasure chest' for the country. He wrote on Truth Social: 'They have essentially told drillers and oil companies that, 'we don't want you'. 'Incentivize the drillers, fast. 'A vast fortune to be made for the UK, and far lower energy costs for the people!' The US president's fifth and final day in Scotland on Tuesday follows a meeting and press conference with Sir Keir Starmer on Monday. As they met at Turnberry for bilateral talks on trade and the situation in Gaza, Mr Trump and Sir Keir took part in what proved to be a lengthy media event, with the president discussing a number of topics. The Republican Party leader spoke of his 'great love' for Scotland and said he wanted to see the nation 'thrive'. The president also hosted a dinner at Menie with members of his family and guests including the Prime Minister. A demonstration took place in Balmedie, near the resort, on Monday. A small number of protesters sat at the roadside in the centre of the village, surrounded by cardboard signs bearing anti-Trump slogans.

But on Tuesday Mr Sarwar was in a grandstand at Trump International Golf Links in Aberdeenshire as an invited guest of the US president, who opened a second course at the club. 'I disagree with the politics of Donald Trump, I will continue to disagree with much of the politics of Donald Trump, I'll continue to press on issues that I care about both here at home and right across the globe,' he said. 'But what we're doing here today is not endorsing a politician – I have strong political disagreements with the politics of Donald Trump, just as the prime minister has different politics to the president. 'What we're doing here today is recognising the significant investment in Scotland. 'This is a great facility here in Scotland which we want to attract people from right across the globe to come and visit, as well as other parts of the country. 'And we want to demonstrate to people that Scotland's a great place to do business. 'If the most powerful man in the world and possibly the most famous man in the world is helping project Scotland as a good place to do business, then that can only be a good thing, regardless of what people think of the politics.' Pushed on whether an accusation of racism can be described as a 'disagreement', Mr Sarwar did not answer. He said: 'When you have big political disagreements, particularly when you have two countries who share so much in common in terms of heritage, culture, then you still have to have strong person-to-person relationships, strong community-to-community relationships, you've still got to have business-to-business relationships and you've still got to maintain strong ties, even if you disagree on politics, because that's in the national interest.'
