
Sarawak funding powers Quality Concrete's showing
KUCHING: The Sarawak government's big funding for water infrastructure projects has greatly benefitted concrete product manufacturer Quality Concrete Holdings Bhd , particularly in the rising demand for the company's high-density polyethylene (HDPE) pipes.
In the 12-month period to Jan 31, 2025 (FY25), Quality Concrete's sales of own manufactured HDPE and M-PVC pipes surged by an impressive 126.8% to RM19.6mil from RM8.65mil a year ago.
'This growth was fuelled by increasing demand stemming from Sarawak's comprehensive water infrastructure enhancement plans, which include a RM1.1bil pipe replacement initiative and RM6bil rural treated water supply programme spanning the next five years,' said group executive chairman Tiang Ching Kok.
He said the HDPE pipes were widely utilised for water reticulation and as protective channels for underground utilities, such as telecommunication and electrical cabling.
In addition, Quality Concrete also manufactures multi-layer unplasticised polyvinyl chloride (UPVC) pipes, engineered with high-impact resistance to meet the demanding requirements of sewerage networks and water supply systems.
These products, essential components in municipal infrastructure, play a pivotal role in water distribution, flood mitigation and utility service provision in both urban and rural developments.
Tiang said the company's construction arm has expanded its presence in the water infrastructure sector by submitting proposals and forming strategic partnerships with leading technology providers to design, build and operate water treatment plants, particularly in underserved areas in Sarawak.
'These efforts signal our readiness to tap into high-impact, government-driven opportunities aligned with national priorities,' he said in the company's annual report.
He said Quality Concrete continues to explore new business models and strategic collaborations within the water infrastructure sector.
Through ongoing engagements with established technology providers, the company aims to diversify its revenue base by expanding into municipal and rural water treatment solutions. This includes the deployment of modular systems, containerised units and hybrid treatment models tailored to underserved communities.
Tiang said in 1Q26, the company's construction division secured three new contracts worth RM295mil, with three other major projects ongoing.
'The division is well positioned to capitalise on national infrastructure priorities, including the Sarawak-Sabah Link Road, Jendela broadband expansion and various flood mitigation and water infrastructure upgrades.
'Furthermore, potential involvement in strategic infrastructure projects, such as Kuching's proposed deepsea port and new airport, present opportunities for long-term order book growth,' he added.
As a core pillar of the company's operations, the manufacturing segment has ready-mixed concrete (RMC) plants located in Kuching, Sibu, Mukah and Batang Igan.
The RMC plants produce custom-grade ready-mixed concrete tailored to meet diverse project specifications, as well as precast concrete piles integral to foundation works to cater for both government-driven infrastructure development and the private sector projects such as residential building projects.
As part of its strategic expansion,the group has recently ventured into the production of hot mix asphalt to support ongoing and future road construction projects.
'This new capability includes the manufacturing of high-quality hot mix asphalt for public roads and infrastructure, enabling seamless collaboration with the company's road maintenance division for a more integrated and efficient project delivery.
'The move also strengthens vertical integration within the company, enhancing operational synergy and providing greater control over key inputs for its road development and rehabilitation contracts,' said Tiang, pointing out that asphalt prices have gone up by about 15% since 2020.
In 2020, Quality Concrete was awarded a 10-year concession to maintain state roads in Sri Aman and Betong divisions in southern Sarawak.
'Government plans to expand concession scopes could lead to recurring income while the group's solid performance and operational track record position it well for the 2028 concession renewal, and future bids for federal road maintenance projects, including sections of the Pan Borneo Highway,' Tiang said.
In addition to its core business of manufacturing (also involving production of sawn timber and engineered wood products) and construction, Quality Concrete also has a property development arm with a landbank of 81ha located in Kuching and Johor Baru.
Tiang said once property market conditions stabilise, the company plans to unlock value of the landbank by undertaking mid-income housing and mixed-use township projects, particularly in the fringe area's Kuching city's fringe areas.
Going forward, Tiang said a key strategic priority for Quality Concrete is to intensify efforts to secure higher-margin infrastructure and concession-based projects, particularly in sectors such as road maintenance, water treatment infrastructure and essential public works that promise long-term income stability and robust returns.
'The company is also actively evaluating opportunities under public-private partnership frameworks, with a growing emphasis on playing an integrated role in the project value chain through potential adoption of design, build, operate and transfer or design, build and operate models, where appropriate,' he added.

Hartanah Kenyalang hopeful of securing more Sarawak infrastructure projects
KUALA LUMPUR: Sarawak-based building and infrastructure construction company Hartanah Kenyalang Bhd expects to secure 10% to 15% of projects with an aggregate contract value of RM451 million that it has tendered for by the end of 2025. 'Many of the projects are open tender, so there are many tenders involved. However, one of the projects related to power substation, I believe we will have a better chance (of securing),' managing director Seah Boon Tiat said after the listing of the company under the construction sector on the ACE Market of Bursa Malaysia today. He noted that Sarawak produces 3.5 gigawatts of green energy and this is expected to increase to 10 gigawatts in 2030. 'This energy will go to the substation, so our job here is tendering for substation projects and this will benefit our company. We have started tendering for these projects since last year,' Seah said. He added that the Sarawak government has allocated RM1 billion allocated for the development of bridges and road projects. 'Currently we are doing one project and have tendered for another one bridge project as well. It's a design and build type project ... so hopefully we have some chances to follow through with them,' he said. The company has also tendered for water projects in Sarawak, including water treatment plants. Hartanah Kenyalang made a muted debut on the ACE Market, opening at its initial public offering (IPO) price of 16 sen per share. Its share price closed at 14.5 sen. The company raised RM19.3 million through a public offering of 198.4 million shares, representing 32% of its enlarged share capital of 620 million shares. Its IPO was oversubscribed by 5.33 times. At listing, Hartanah Kenyalang's indicative market capitalisation was about RM99.2 million. Hartanah Kenyalang has recorded strong financial growth, with revenue increasing from RM34.1 million for financial year ended Oct 31, 2021 to RM127.6 million for financial year ended Oct 31, 2024, a compounded annual growth rate (CAGR) of 55%. During that period, profit after tax increased at a CAGR of 24%, growing from RM4.8 million to RM9.2 million. TA Securities Holdings Bhd is the principal adviser, sponsor, sole underwriter and sole placement agent of Hartanah Kenyalang's IPO. 'Today, with RM19.3 million in funding raised from our IPO exercise, we are going to utilise approximately RM3 million of the IPO proceeds to purchase six new excavators in order to increase our capacity and productivity,' Seah said. 'We also plan to expand into offering design and build services for our building construction services segments and infrastructure construction services segments by investing in the Building Information Modelling (BIM) System.' Deputy managing director Seah Boon Kee said BIM helps architects coordinate their designs for a building, reduce errors of construction and speed up the process of construction. 'Thus far, we have one state archived project where we use BIM.'

Hartanah Kenyalang raises RM19.3 million from ACE Market debut

KUCHING (June 9): Sarawak-based construction company Hartanah Kenyalang Berhad has successfully raised RM19.3 million through its initial public offering (IPO) on the ACE Market of Bursa Malaysia this morning. The stock opened at 16 sen, unchanged from its initial IPO price of 16 sen per share. Non-independent executive director and deputy managing director Seah Boon Kee said the company is satisfied with the debut despite ongoing global trade tensions. 'So far, it seems okay to us at this moment. Of course, the current market sentiment is affected by trade issues between two major global economies. 'But we believe this does not reflect the true value of our company. As the price is stable at this moment, so far so good,' he told reporters at a press conference after the listing. Hartanah Kenyalang is an investment holding company, while its wholly owned subsidiary, Hartanah Construction Sdn Bhd, provides building construction services focused on institutional and non-residential buildings and infrastructure works such as bridges and roads. The group has been operating in Sarawak's construction industry since 2010. Seah said the company's primary focus remains on government projects. 'We are mainly focusing on government contracts, especially from departments like Public Works Department (JKR), Sarawak Rural Water Supply Department (JBALB) and Sarawak Energy Berhad (SEB). 'We are also looking at other sectors (beyond government projects) to diversify our base, but the majority of our work still targets Sarawak government projects. 'Sarawak is booming right now, and we want to have this opportunity to grow together with Sarawak,' he said, adding that the group has no immediate plans to expand beyond Sarawak. 'Our concentration will still be in Sarawak for now,' he added. Managing director Seah Boon Tiat in a statement said the company sees strong prospects in the state as the Sarawak government has allocated around RM1 billion for the construction of roads and bridges to enhance infrastructure and connectivity. 'As of April 30, 2025, we have tendered for various projects worth a combined RM451 million. 'One of these is a bridge project using the design and build method, incorporating Building Information Modelling (BIM) into our operations. This will allow us to move up the construction value chain and improve our competitiveness,' he said. Ahead of the listing, Hartanah Kenyalang's shares saw strong demand from public investors with applications exceeding the available public portion by 5.33 times. From the RM19.3 million raised, RM3 million will go towards the purchase of six new excavators to boost capacity and productivity. RM10.5 million will be allocated for project working capital, mainly for payments to subcontractors and suppliers. Another RM2.1 million will be used to repay bank loans and RM3.8 million for listing expenses.

Sibu flood mitigation Phase 4 awaits SPA green light, Bukit Assek rep calls for swift approval
SIBU June 9 — The design for Phase 4 of Sibu flood mitigation project is complete and currently awaiting approval from the Sarawak Planning Authority (SPA), said Bukit Assek assemblyman Joseph Chieng. Joseph expressed hope that the tendering process will commence this year, enabling the project to begin in 2026. 'Now it's subject to SPA approval, then we can proceed straight to tender. I hope we can tender it this year and start work next year,' he said. He highlighted that Phase 4 of the project addresses a vital 'missing link' between Jalan Aman and Kampung Hilir, and aims to protect approximately 618 hectares of central Sibu, including Bukit Assek. He said this to reporters when met during a sacrificial meat distribution event at Masjid Al-Muhajirin Sentosa yesterday, held in conjunction with Hari Raya Aidiladha. Also in attendance were Sarawak United People's Party (SUPP) Bukit Assek chairman Datuk Chieng Buong Toon and mosque chairman Ramli Hussin. During the event, Joseph contributed one cow to the sacrificial ceremony, which saw a total of seven cows slaughtered for distribution to families in need. 'We respect the values of Islam, particularly compassion, charity, and helping the poor. These are universal values shared by all, regardless of religion, background, or race,' he said.
