Sarawak funding powers Quality Concrete's showing

KUCHING: The Sarawak government's big funding for water infrastructure projects has greatly benefitted concrete product manufacturer Quality Concrete Holdings Bhd , particularly in the rising demand for the company's high-density polyethylene (HDPE) pipes.
In the 12-month period to Jan 31, 2025 (FY25), Quality Concrete's sales of own manufactured HDPE and M-PVC pipes surged by an impressive 126.8% to RM19.6mil from RM8.65mil a year ago.
'This growth was fuelled by increasing demand stemming from Sarawak's comprehensive water infrastructure enhancement plans, which include a RM1.1bil pipe replacement initiative and RM6bil rural treated water supply programme spanning the next five years,' said group executive chairman Tiang Ching Kok.
He said the HDPE pipes were widely utilised for water reticulation and as protective channels for underground utilities, such as telecommunication and electrical cabling.
In addition, Quality Concrete also manufactures multi-layer unplasticised polyvinyl chloride (UPVC) pipes, engineered with high-impact resistance to meet the demanding requirements of sewerage networks and water supply systems.
These products, essential components in municipal infrastructure, play a pivotal role in water distribution, flood mitigation and utility service provision in both urban and rural developments.
Tiang said the company's construction arm has expanded its presence in the water infrastructure sector by submitting proposals and forming strategic partnerships with leading technology providers to design, build and operate water treatment plants, particularly in underserved areas in Sarawak.
'These efforts signal our readiness to tap into high-impact, government-driven opportunities aligned with national priorities,' he said in the company's annual report.
He said Quality Concrete continues to explore new business models and strategic collaborations within the water infrastructure sector.
Through ongoing engagements with established technology providers, the company aims to diversify its revenue base by expanding into municipal and rural water treatment solutions. This includes the deployment of modular systems, containerised units and hybrid treatment models tailored to underserved communities.
Tiang said in 1Q26, the company's construction division secured three new contracts worth RM295mil, with three other major projects ongoing.
'The division is well positioned to capitalise on national infrastructure priorities, including the Sarawak-Sabah Link Road, Jendela broadband expansion and various flood mitigation and water infrastructure upgrades.
'Furthermore, potential involvement in strategic infrastructure projects, such as Kuching's proposed deepsea port and new airport, present opportunities for long-term order book growth,' he added.
As a core pillar of the company's operations, the manufacturing segment has ready-mixed concrete (RMC) plants located in Kuching, Sibu, Mukah and Batang Igan.
The RMC plants produce custom-grade ready-mixed concrete tailored to meet diverse project specifications, as well as precast concrete piles integral to foundation works to cater for both government-driven infrastructure development and the private sector projects such as residential building projects.
As part of its strategic expansion,the group has recently ventured into the production of hot mix asphalt to support ongoing and future road construction projects.
'This new capability includes the manufacturing of high-quality hot mix asphalt for public roads and infrastructure, enabling seamless collaboration with the company's road maintenance division for a more integrated and efficient project delivery.
'The move also strengthens vertical integration within the company, enhancing operational synergy and providing greater control over key inputs for its road development and rehabilitation contracts,' said Tiang, pointing out that asphalt prices have gone up by about 15% since 2020.
In 2020, Quality Concrete was awarded a 10-year concession to maintain state roads in Sri Aman and Betong divisions in southern Sarawak.
'Government plans to expand concession scopes could lead to recurring income while the group's solid performance and operational track record position it well for the 2028 concession renewal, and future bids for federal road maintenance projects, including sections of the Pan Borneo Highway,' Tiang said.
In addition to its core business of manufacturing (also involving production of sawn timber and engineered wood products) and construction, Quality Concrete also has a property development arm with a landbank of 81ha located in Kuching and Johor Baru.
Tiang said once property market conditions stabilise, the company plans to unlock value of the landbank by undertaking mid-income housing and mixed-use township projects, particularly in the fringe area's Kuching city's fringe areas.
Going forward, Tiang said a key strategic priority for Quality Concrete is to intensify efforts to secure higher-margin infrastructure and concession-based projects, particularly in sectors such as road maintenance, water treatment infrastructure and essential public works that promise long-term income stability and robust returns.
'The company is also actively evaluating opportunities under public-private partnership frameworks, with a growing emphasis on playing an integrated role in the project value chain through potential adoption of design, build, operate and transfer or design, build and operate models, where appropriate,' he added.

KUCHING, Aug 5 — Sarawak will soon adopt a new fire safety compliance framework in line with national reforms under the new Fire Services Act, said Fire and Rescue Department (Bomba) director-general Datuk Seri Nor Hisham Mohammad. He said the changes, which will take effect on January 1, 2026, will empower certified professionals to take on greater enforcement responsibilities and will mark a major shift in how fire safety compliance is managed across the country, including in Sarawak. 'Currently, enforcement is carried out mostly by the Fire Department through inspections and issuing notices. However, once the new Act takes effect, these responsibilities will be gradually transferred to certified Fire Safety Managers,' he told reporters after officiating the Bomba Southern Zone Industry Lead Body (ILB) Seminar at the Borneo Convention Centre Kuching (BCCK) here yesterday. Nor Hisham said under the new system, Fire Safety Managers and Fire Safety Officers will be trained and certified to ensure compliance within their respective premises. If they fail in their responsibilities, their certification can be revoked and they may also face fines under the new legislation. The reforms are part of a broader effort by the government to reduce direct enforcement by 25 percent every three years under the Public Service Delivery Reforms, while encouraging industries to take greater responsibility for their own compliance. 'The exact amount of the fines is being finalised in meetings this week as we formulate the subsidiary regulations under the Act. This approach, known as the 'self-regulated approach', allows industries to self-regulate, which is a more progressive step forward as Malaysia moves towards developed nation status.' As part of this initiative, he said the Fire and Rescue Department has been appointed as the ILB for the fire safety sector by the Human Resources Ministry for the 2025–2027 period. The ILB, in collaboration with the Human Resource Development Corporation (HRD Corp) and the Department of Skills Development, will be responsible for overseeing training, certification, and auditing of fire safety professionals. 'In today's seminar (for example), more than 600 participants from the industry community in southern Sarawak registered to learn about the new system and their roles in it. 'The ILB will also act as an auditor to monitor and ensure that Fire Safety Managers and Officers continue to comply with the standards. Any actions taken by them must be approved by the department. If not, it will be considered an offence under the new Act,' he said. Fire Safety Officers will undergo a three-day technical course, while Fire Safety Managers will be required to complete a five-day training programme focused on building inspections, evacuation planning, reporting, and maintenance. 'These managers will prepare regular internal reports. If the reports are deemed credible, the department may renew the fire certificate without a full physical inspection,' said Nor Hisham. However, periodic inspections will still be carried out every two to three years to verify the accuracy of the submitted reports and ensure compliance on the ground, he said. He also confirmed that buildings requiring a fire certificate such as BCCK must appoint a certified Fire Safety Manager. 'For organisations that manage multiple buildings, like JKR Sarawak, we will allow a certified manager to be responsible for a group of buildings, rather than appointing one for each facility,' he explained. Nor Hisham also said the upcoming changes are not just about enforcement, but also about improving industry standards and public safety. 'This is a shared responsibility, and with the right people certified and trained, we can ensure a safer environment for everyone,' he said. — The Borneo Post

KOTA KINABALU, Aug 4 — The Human Resources Ministry (KESUMA) has begun reviewing 28 labour laws under its jurisdiction to update outdated provisions and align them with current best practices, its minister Steven Sim said. He said the review involves several key legislations, including the Employment Act 1955, the Sabah Labour Ordinance and the Sarawak Labour Ordinance, some of which have been in place since before independence. 'We must understand that the labour and human resources sector is one of the oldest and most historical in our governance. 'Some of our labour laws date back decades. The Employment Act is from 1955, the Sabah Labour Ordinance from the 1960s, and the Sarawak Labour Ordinance from the 1950s. So, all these need to be revisited and reviewed,' he said. Sim was speaking to reporters after attending the Sabah state-level Trade Union Day gathering, officiated by Chief Minister Datuk Seri Hajiji Noor. Also present were the Congress of Unions of Employees in the Public and Civil Services (CUEPACS) president Datuk Dr Adnan Mat and Department of Trade Union Affairs (JHEKS) director-general Mohd Asri Abdul Wahab. Sim gave an example of a provision that had already been amended - the clause under the Sabah Labour Ordinance that prohibited women from working night shifts, which was repealed last year. 'We may not be able to complete the review within this year, but we will try our best to ensure our labour laws are up to date and aligned with current best practices,' he said. When asked if the government planned to abolish the Sabah and Sarawak Labour Ordinances and merge them under the Employment Act, Sim said there were no such plans for now, as those ordinances contain provisions specific to each state. 'The intention is to harmonise and align the rights of all workers. However, the Sabah and Sarawak Labour Ordinances include provisions and consultation processes with the state governments that are not found in the Employment Act,' he explained. Sim also said that apart from this labour law review initiative, KESUMA is set to table the landmark Gig Workers Bill in Parliament this month, aimed at extending legal protections to gig economy workers. — Bernama

Minister Aaron Ago Dagang said he hoped the move would encourage more corporate entities to support corporate social responsibility programmes that strengthen social harmony. Aaron also called on more NGOs and companies to take an active role in organising community development programmes centred on unity, saying that developing unity was a collective effort involving all citizens, including the corporate sector, civil society and local communities. 'Social integration that directly impacts the well-being of local communities also strengthens the public's confidence in (our) shared responsibility to build the nation's future,' he said. 'In the spirit of Malaysia Madani, this cross-sector collaboration is vital to achieve a sustainable and effective unity ecosystem,' he added when launching the Borneo Unity Ride 2025 Tour here today. The bicycle ride spans 15 days and covers more than 1,500km from Kudat to Teluk Melano in Sarawak.
