Kerala: Even six years after getting titles, tribals of Nelliyampathy denied right to pay land tax
The land ownership titles, or pattayas, were distributed in 2018 to 127 tribal families from the Malasar and Irular communities during a highly publicised government function in Palakkad by the then government. The gesture was seen as a long-overdue acknowledgement of their fight for land, which began in 2002 - a few weeks ahead of the well-known Muthanga land agitation.
'It took 16 long years for the authorities to finally allot one acre each to 127 families,' 52-year-old Manoharan told TNIE.
'Today, 186 families are living on the land, which was once part of the state-run Nelliyampathy Orange Farm. But even now, we can't pay land tax in our names. What kind of ownership is this?'
The problem, according to officials, lies in the fact that the allotted land was originally classified as a forest village. The subdivision records necessary to complete the transfer of ownership are still being prepared. As a result, local village offices have refused to process tax payments, citing jurisdictional limitations under the forest department.
'This is not just about land tax. It's about dignity, recognition, and the right to live without fear of eviction,' said V S Prasad, a local political leader who has been supporting the tribal community's demands. 'Without proper documents and recognition, these families remain vulnerable, despite the pattayas in their hands.'

Otherwise, there is a possibility of a newcomer getting an opportunity and coming with an amateur movie. I don't want that to happen and suggested the need for training. I said all these for the betterment of movies and the best use of the opportunity provided by the government,' he said, stressing that his concern was for the future of cinema, not against any community.

Maharashtra's Akola district emerges as new link in the fake passport racket case; MP ATS grills Afghan kingpin
BHOPAL: Eastern Maharashtra's third largest city -- the communally and politically sensitive Akola – has emerged as the fourth major link of the recently busted inter-state fake passport racket allegedly run by an Afghan man from Jabalpur district of Madhya Pradesh. Sohbat Khan, the alleged mastermind of the racket, is revealing key details during questioning by the Madhya Pradesh Police's anti-terrorism squad (ATS). As per sources privy to the probe, Sohbat's questioning has revealed that a place of worship in Akola district of Maharashtra was a common meeting place of Afghans living in India. It was in Akola, where Sohbat possibly came in contact with Akbar and Iqbal, two other Afghans, who have been illegally living in West Bengal and have managed to get fake Indian passports with the help of the alleged racket operated by Sohbat and local contacts in MP's Jabalpur district. 'When the first three arrests were made in the case, there were just three cities/states on our radar, including Jabalpur (MP), West Bengal and Chhattisgarh. But Sohbat's grilling and the disclosure of Akola in Maharashtra playing an important part in his linkages with Afghan men living illegally in India, has made eastern Maharashtra's communally sensitive city too a part of our investigations,' a senior cop associated with the probe told TNIE on Monday. Sources added that before coming to Jabalpur in around 2010, Sohbat had lived in parts of Maharashtra also, including Nagpur and Akola. So far six arrests have been made in the case by the MP ATS. While four of the arrests, including Sohbat Khan, his two key aides Dinesh Garg (a forest guard working at the district collectorate's election cell), Chandan Thakur (who claims to be an advocate) and Mahendra Kumar Sukhdan have been arrested from Jabalpur, two others Akbar and Iqbal (both Afghans living illegally in India) have been arrested by the ATS from West Bengal, including Howrah.

Kerala govt, Governor set to begin talks for consensus on VC appointments
THIRUVANANTHAPURAM: With the Supreme Court directing both the state government and the chancellor (Governor) to kick-start the process to appoint permanent vice-chancellors (VCs) in universities at the earliest, both sides are set to begin discussions to arrive at a consensus on the matter. Higher Education Minister R Bindu and Law Minister P Rajeeve are scheduled to meet Governor Rajendra Arlekar on Sunday at the directions of CM Pinarayi Vijayan. 'The government will try its best to resolve the deadlock,' Bindu told TNIE. As per highly placed sources, the constitution of search committees for selection of permanent VCs in a few universities will be taken up as a preliminary step. Of the 14 state universities, the Acts of seven varsities lay down that the chancellor shall constitute the search committee. However, the Acts of seven other universities are silent on who is the authority to constitute the panel. 'The second category mostly includes varsities that are newly established or under departments such as agriculture, fisheries, veterinary and health,' said a top source. 'The chancellor will allow the government to form search panel in such varsities to start the process. However, the Raj Bhavan will insist that the search committee be constituted as per UGC regulations,' the source added. As per the UGC regulations, the three-member panel will have nominees of the UGC chairman, the chancellor and the university syndicate. 'If the government agrees to this proposal, it would be an admission that the University Amendment Bill, that aims to alter the composition of search committees in its favour, is now a closed chapter. But there is no other choice as the President has withheld assent to the Bill,' said a government source. The preliminary steps by both parties will serve as a chance for either sides to demonstrate their intent in appointing permanent VCs through consensus.
