Morocco advances e-government with new digital identity agreement
The Ministry of Digital Transition and Administrative Reform and the General Directorate of National Security (DGSN) signed a framework agreement on Friday in Rabat to advance e-government and expand the secure use of digital identity linked to the new electronic National Identity Card.
Signed by Minister Amal El Fallah Seghrouchni and the Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, the partnership aligns with the Royal High Directives and the «Digital Morocco 2030» strategy. It aims to improve citizens' access to public services through strengthened institutional cooperation.
The agreement sets out a legal and organizational framework to enhance coordination between the two parties. It will enable the rollout of identity verification services through the national trusted third-party platform and foster interoperability across public administrations.
It also seeks to accelerate the digital transformation of the public sector by replacing physical procedures with seamless, secure digital services—placing user experience at the heart of this shift.

This event, chaired by the Secretary of the Russian Security Council, Sergei Shoigu, was marked by the presence of Russian Foreign Minister Sergei Lavrov and an opening address via videoconference by Russian President Vladimir Putin, who emphasized that the new global security architecture must be fair and equitable and that all countries should be provided with strong guarantees to ensure their own security without compromising the interests and security of others. Hammouchi also noted that fair and equitable cooperation between countries is the key to the success of any security structure aimed at confronting current strategic threats and challenges. "The duty of vigilance underlying our proactive efforts and shared responsibility requires the exchange of information on all identified or potential security threats, as well as their secure and immediate sharing in the interest of our collective security, based on a win-win principle," he said. On the sidelines of this international event, which featured a series of multilateral security-focused meetings, the Moroccan official held bilateral talks with the heads and members of several security and intelligence services from brotherly and friendly nations, including the Federal Security Service (FSB) of the Russian Federation. Top Moroccan security officials traveled to Moscow this week to represent the North African country at a major international security conference. Morocco calls for shared security cooperation During the forum, Hammouchi urged countries to work together to address growing strategic risks and threats, pointing out that neutralizing these dangers starts with creating a shared security structure that cannot be divided. 'National security and intelligence services must contribute through close cooperation and coordination with their counterparts in various countries around the world,' he said. The Moroccan official stressed that fair and equal cooperation between countries determines whether any shared security structure succeeds in facing strategic threats and challenges in today's world. 'In an open world characterized by constant movement of people across national borders and marked by criminal entities and virtual criminal infrastructure networks, we must create shared security fronts capable of containing and keeping pace with international preparations for security threats,' Hammouchi noted. International Criminal Networks Target Morocco Hammouchi outlined striking statistics that reveal the international connections of strategic threats, noting that Moroccan security services arrested 62 foreigners from 25 different countries during 2024 and the first three months of 2025. According to the security official, these individuals tried to infiltrate through border crossings while fleeing international arrest warrants issued by competent authorities in countries across four continents, namely Europe, Asia, Africa, and America. 'The basic observation is that all these arrested foreigners were involved in serious threats and crimes,' Hammouchi explained. The arrested individuals' crimes included connections to armed criminal groups, premeditated murder in the context of settling accounts, cybercrime, sexual assault on children, money laundering, and illegal drug trafficking. Hammouchi noted that most of these internationally wanted individuals benefited from networks that forged identity documents and travel papers. This facilitated their movement and travel across national borders between countries, highlighting the organized nature of international crime. This visit reflects Morocco's distinguished position and active role in international security cooperation.
