Morocco's Digital Transition Ministry, DGSN Sign Deal to Boost E-Government and Digital ID Use
The Ministry of Digital Transition and Administrative Reform and the General Directorate of National Security (DGSN) signed a framework agreement on Friday in Rabat to strengthen their institutional partnership. The initiative aims to develop e-government and promote the widespread use of the technical features and secure services enabled by the digital identity linked to the new generation of the national electronic identity card. The agreement was signed by the Minister Delegate in charge of Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, and the Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, according to a joint press release. It is in line with the High Royal Guidelines aimed at developing the e-government system and promoting the use of modern technologies to facilitate citizens' access to public services. It also forms part of the implementation of the "Digital Morocco 2030" strategy. The pact stems from both institutions' shared will to enhance the quality of public services delivered to citizens through functional complementarity between administrations and institutions. It also seeks to establish a legal and organizational framework for the partnership and cooperation between the Ministry and the DGSN, while also fostering the development of e-government and providing identity verification services offered by the national trusted third party platform. Additionally, it aims to strengthen joint institutional efforts to accelerate the public sector's digital transformation and support the development of comprehensive, high-quality digital public services. For local merchants, this means unprecedented access to cutting-edge digital tools, specialized training programs, and technical support systems designed to bring even the smallest shopkeepers into the digital age. At the heart of the domestic initiative sits the Moroccan Retail Tech Builder platform, a hub for commercial innovation that will bridge the gap between traditional commerce and emerging technologies. Meanwhile, the partnership also strengthens ties with scientific research through the 'JAZARI Institute' initiative, placing Morocco at the forefront of commercial technological advancement. The 'One Shop Store Export' offers tailored support to exporters navigating international waters, while the website ' displays national products to worldwide audiences. Perhaps most innovative is 'Tijaria,' an AI-powered interactive platform that delivers real-time intelligence on international opportunities to Moroccan businesses. This agreement builds on Morocco's growing digital momentum. Just one day prior, El Fallah Seghrouchni signed a separate agreement with the United Nations Development Programme to launch a digital sustainable development course and establish a center of excellence in artificial intelligence and data science, positioning the country as a regional tech hub serving both Arab and African countries. To ensure these ambitious plans translate into meaningful change, officials have established both a strategic steering committee and a monthly monitoring committee to oversee implementation. After end of Ramadan, Morocco to return to GMT+1 on April 6
With the end of Ramadan, which concluded on Sunday, March 30, 2025, Morocco will switch back to GMT+1 on Sunday, April 6, 2025, at 2:00 AM, moving the clocks forward by 60 minutes. This date was announced well in advance. In a statement, the Ministry of Digital Transition and Administrative Reform had confirmed the switch to GMT for Ramadan on Sunday, February 23, 2025, at 3:00 AM, while also reminding the public of the return to GMT+1. This adjustment follows the provisions of decree 2.18.855, issued on October 26, 2018, regarding legal time.
