Morocco's Digital Transition Ministry, DGSN Sign Deal to Boost E-Government and Digital ID Use
The initiative aims to develop e-government and promote the widespread use of the technical features and secure services enabled by the digital identity linked to the new generation of the national electronic identity card.
The agreement was signed by the Minister Delegate in charge of Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, and the Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, according to a joint press release.
It is in line with the High Royal Guidelines aimed at developing the e-government system and promoting the use of modern technologies to facilitate citizens' access to public services. It also forms part of the implementation of the "Digital Morocco 2030" strategy.
The pact stems from both institutions' shared will to enhance the quality of public services delivered to citizens through functional complementarity between administrations and institutions.
It also seeks to establish a legal and organizational framework for the partnership and cooperation between the Ministry and the DGSN, while also fostering the development of e-government and providing identity verification services offered by the national trusted third party platform.
Additionally, it aims to strengthen joint institutional efforts to accelerate the public sector's digital transformation and support the development of comprehensive, high-quality digital public services. The focus is to enhance the user experience by replacing physical in-person procedures with digital documentation.

UIR, Cisco Partner to Establish AI and Cybersecurity Excellence Center
Marrakech – Cisco and the International University of Rabat (UIR) have signed a Memorandum of Understanding to create a Cisco EDGE Incubation Center at the university. The partnership will focus on cybersecurity and artificial intelligence, aiming to position UIR as a strategic hub for development and innovation. The signing ceremony was attended by key figures, including Meryem Medaghri Alaoui, General Director of Cisco Morocco, and Noureddine Mouaddib, UIR President. Katsoudas added that the collaboration aligns with Cisco's global vision to train three million skilled professionals across Africa to support a secure and inclusive digital future for all. This partnership comes at a time when Morocco is rapidly strengthening its tech infrastructure – anchored by the national Digital Morocco 2030 strategy, which aims to heighten digital exports, double the digital workforce to 240,000 jobs, and drive public‑service modernization through AI-enabled digitization. Recently, a separate agreement was signed in Rabat between several ministerial departments, the Moroccan Agency for Investment and Export Development (AMDIE), and the French company Onepoint to establish a center of excellence in data and artificial intelligence in the Casablanca-Settat region. This initiative will recruit 500 Moroccan engineers by 2029, bolstering national expertise in artificial intelligence, middleware, and data management, and positioning Morocco as a premier high-value offshoring hub and continental reference for technological innovation. The UIR-Cisco collaboration will include programs such as the Cisco Networking Academy to train the next generation of technology leaders, in what the joint press release describes as a shared commitment to advancing Morocco's innovation ecosystem.

Morocco, Dubai Join Forces to Expand GITEX Africa Impact
In Rabat, leaders from Morocco's Digital Development Agency (ADD) and the Dubai World Trade Center (DWTC) joined forces to advance the bold vision of securing Africa's position at the forefront of the global digital economy. Amine El Mezouaghi, Director General of the ADD, welcomed today Trixie LohMirmand, Executive Vice President of the DWTC and CEO of Kaoun International, for a courtesy visit that carried the weight of a deepening partnership. It was an opportunity to reflect on the first three editions of GITEX Africa Morocco, which has quickly become a continental reference, and to shape the direction of its upcoming fourth edition. Drawing more than 52,000 visitors, the event solidified Morocco's standing as a major digital hub in Africa and a growing force on the global tech stage. Attendance increased by 16% compared to last year, reflecting rising international interest. With 1,450 exhibitors from 138 countries, including 740 startups, 260 of which are Moroccan, the fair offered a diverse showcase of innovation. 2026 Finance Bill Sets out Main Priorities
The Finance Bill for the 2026 fiscal year sets out four main priorities, in application of High Royal Guidelines, outlining the framework of a new phase, according to the guidance note for the bill addressed by the Head of Government to ministerial departments. According to the note, the bill involves bolstering the Kingdom's development, achieving a balance between economic development and social and spatial justice, enshrining the bases of the social State and accelerating major structural reforms, as well as preserving the stability of public finances. These guidelines set the course for bolstering the Kingdom's emergence by leveraging growth, investment, and reform to strengthen economic resilience and enhance national competitiveness, the same source adds. They also highlight the priority given by His Majesty King Mohammed VI to spatial justice, through bridging social and spatial disparities, in line with a balanced and inclusive development approach at the national level. Morocco is therefore entering a new phase of transformation based on promoting employment, strengthening basic social services, preserving water resources, and integrated territorial development, the guidance note further emphasizes. The 2026 Finance Bill also aims to bolster economic growth, in line with the Royal Guidelines set out in His Majesty the King's speech on the 26th Throne Day, through sustained investment, strengthening Morocco's global industries, and industrial growth to permanently position the Kingdom among global value chains. This bill further places reducing social and spatial disparities at the heart of its action, covering in particular the promotion of employment, strengthening of basic social services, adopting a proactive and sustainable water resource management model, and launching integrated territorial upgrading projects. Strengthening of the State's social action towards a more targeting and efficient approach, through generalizing direct aid, expanding social coverage, access to housing and boosting households' purchasing power, remains one of the government's priorities.
