2026 Finance Bill Sets out Main Priorities

The Finance Bill for the 2026 fiscal year sets out four main priorities, in application of High Royal Guidelines, outlining the framework of a new phase, according to the guidance note for the bill addressed by the Head of Government to ministerial departments. According to the note, the bill involves bolstering the Kingdom's development, achieving a balance between economic development and social and spatial justice, enshrining the bases of the social State and accelerating major structural reforms, as well as preserving the stability of public finances. These guidelines set the course for bolstering the Kingdom's emergence by leveraging growth, investment, and reform to strengthen economic resilience and enhance national competitiveness, the same source adds. They also highlight the priority given by His Majesty King Mohammed VI to spatial justice, through bridging social and spatial disparities, in line with a balanced and inclusive development approach at the national level. Morocco is therefore entering a new phase of transformation based on promoting employment, strengthening basic social services, preserving water resources, and integrated territorial development, the guidance note further emphasizes. The 2026 Finance Bill also aims to bolster economic growth, in line with the Royal Guidelines set out in His Majesty the King's speech on the 26th Throne Day, through sustained investment, strengthening Morocco's global industries, and industrial growth to permanently position the Kingdom among global value chains. This bill further places reducing social and spatial disparities at the heart of its action, covering in particular the promotion of employment, strengthening of basic social services, adopting a proactive and sustainable water resource management model, and launching integrated territorial upgrading projects. Strengthening of the State's social action towards a more targeting and efficient approach, through generalizing direct aid, expanding social coverage, access to housing and boosting households' purchasing power, remains one of the government's priorities. Morocco Seals Agreement to Invest MAD 38 Bln in Airport Infrastructure

In a bid to bolster Morocco's airport infrastructure, Morocco's Government and the Moroccan Airports Authority (ONDA), sealed, on Thursday in Rabat, a memorandum of understanding covering the 2025-2030 period, for a total investment of MAD 38 billion. Under this strategic agreement, whose signing ceremony was chaired by the Head of Government, Aziz Akhannouch, the airport capacity in Marrakech, Agadir, Tangier, and Fez will be expanded, and a new HUB terminal and runway will be built at Mohammed V Airport in Casablanca, at a cost of MAD 25 billion, according to a press release from the Head of Government's office. The same source added that MAD 13 billion will also be allocated to maintenance, modernization, and land acquisition, ensuring the agility and longevity of the network. ONDA is committed to embodying a new generation of public service, focused on excellence, innovation, and positive impact. On this occasion, Akhannouch stated that this agreement falls within the framework of supporting the development momentum and preparing the air transport sector to be at the level of the country's ambitions and the challenges it is set to face in the coming years, thanks to the Enlightened Vision of His Majesty King Mohammed VI, may God assist Him. The government chief also stressed that this agreement is set to bolster the progress that elevated Morocco to the rank of a regional platform and international air hub, as well as contribute to providing the Kingdom with a modern and performing infrastructure at the service of economic growth, territorial integration and social inclusion, in execution of High Royal Guidelines. The agreement is also set to lay the foundation for a modern, resilient and sustainable airport model, in keeping with the 'Airport 2030' strategy, designed to support the rise in power of Morocco's flag carrier, Royal Air Maroc, handle air traffic growth and strengthen airport infrastructure, as a key lever to develop several sectors, particularly tourism, in view of the Kingdom's hosting of the FIFA World Cup and Morocco's post-2030 outlook. The agreement was inked by the Minister of Tourism, Handicraft, and Social and Solidarity Economy, the Minister of Transport and Logistics, the Minister Delegate in charge of the Budget, as well as the Director General of the National Agency for Strategic Management of State Participation and the Director General of ONDA. Inaugural National AI Conference Kicks off in Rabat

The inaugural National AI Conference, held under the High Patronage of His Majesty King Mohammed VI, was launched on Tuesday in Rabat, bringing together a distinguished group of public and private sector stakeholders, experts, and representatives of international organizations. Organized by the Ministry of Digital Transition and Administrative Reform under the theme "An efficient and ethical AI strategy to serve our society," the conference aims to outline a national strategy for sovereign AI, one that is tailored to the needs of the population and strategic sectors, and aligned with the High Royal Guidelines. Over two days, this landmark national gathering involves representatives from various ministries and public institutions, the private sector, investment and sovereign funds, Moroccan startups, as well as international figures from academia, civil society, and the Moroccan diaspora. The conference is structured around 13 thematic areas where AI is expected to have the most transformative impact for Morocco. These include administrative reform and modernization, education and new learning methods, sports, healthcare and precision medicine, smart agriculture, and fisheries production. Other key themes include Industry X.0, security and sovereignty, culture and creativity, media and democracy, international cooperation, governance, trust and ethics, innovation and startups, as well as infrastructure and investment. The first day of the conference focuses on sector-specific technical sessions and demonstrations by innovative AI-driven startups, while the second addresses the political dimensions and international cooperation related to AI. The closing ceremony will provide a platform to present the key recommendations emerging from the two days of discussions and to formalize several memorandums of understanding with both national and international organizations. Recognizing the vital role of Moroccans living abroad in the country's development, Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates Nasser Bourita emphasized Monday the government's approach to preserving their identity and safeguarding their rights. Speaking during a question session at the Lower House, Bourita noted that these efforts focus on providing the community with adequate administrative services and facilitating their effective contribution—as investors and skilled professionals—to Morocco's economic growth. Bourita emphasized that Moroccans living abroad are held in high regard by HM King Mohammed VI, highlighting the Royal Speech of November 6, 2024, which called for a renewed approach to addressing the issues of the expatriate community. In this regard, he noted that, as an integral component of the Moroccan nation, addressing their issues should never be circumstantial or ad hoc but should rather build on the achievements made, such as the Marhaba operation. He added that the government is acting on the clear Royal Instructions outlined in the speech by working on proposals to restructure institutions and put the Sovereign's goals into action. On a separate note, Bourita pointed out that the Kingdom does not benefit from the added value of Moroccan businessmen and investors living abroad, especially considering that only 10% of the transfers from this community—exceeding MAD 117 billion—are allocated to investment. He noted that the High Royal Guidelines contained in the speech, which addressed both the institutional framework and the creation of the Mohammadia Foundation for Moroccans Residing Abroad, gave this issue a central place. The minister further called for involving Moroccans of the world in the development and implementation of laws, including those related to investment, in order to better take into account their specificities and constraints, and to benefit from their expertise. "The High Royal Instructions have been clear in this regard: Moroccans of the world are capable of significantly contributing to the country's development as investors, provided that procedures are adapted to their specificities." Morocco's Digital Transition Ministry, DGSN Sign Deal to Boost E-Government and Digital ID Use

The Ministry of Digital Transition and Administrative Reform and the General Directorate of National Security (DGSN) signed a framework agreement on Friday in Rabat to strengthen their institutional partnership. The initiative aims to develop e-government and promote the widespread use of the technical features and secure services enabled by the digital identity linked to the new generation of the national electronic identity card. The agreement was signed by the Minister Delegate in charge of Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, and the Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, according to a joint press release. It is in line with the High Royal Guidelines aimed at developing the e-government system and promoting the use of modern technologies to facilitate citizens' access to public services. It also forms part of the implementation of the "Digital Morocco 2030" strategy. The pact stems from both institutions' shared will to enhance the quality of public services delivered to citizens through functional complementarity between administrations and institutions. It also seeks to establish a legal and organizational framework for the partnership and cooperation between the Ministry and the DGSN, while also fostering the development of e-government and providing identity verification services offered by the national trusted third party platform. Additionally, it aims to strengthen joint institutional efforts to accelerate the public sector's digital transformation and support the development of comprehensive, high-quality digital public services.
