FM Outlines Govt. Approach to Boosting Moroccan Diaspora's Role in Development
Recognizing the vital role of Moroccans living abroad in the country's development, Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates Nasser Bourita emphasized Monday the government's approach to preserving their identity and safeguarding their rights.
Speaking during a question session at the Lower House, Bourita noted that these efforts focus on providing the community with adequate administrative services and facilitating their effective contribution—as investors and skilled professionals—to Morocco's economic growth.
Bourita emphasized that Moroccans living abroad are held in high regard by HM King Mohammed VI, highlighting the Royal Speech of November 6, 2024, which called for a renewed approach to addressing the issues of the expatriate community.
In this regard, he noted that, as an integral component of the Moroccan nation, addressing their issues should never be circumstantial or ad hoc but should rather build on the achievements made, such as the Marhaba operation.
He added that the government is acting on the clear Royal Instructions outlined in the speech by working on proposals to restructure institutions and put the Sovereign's goals into action.
On a separate note, Bourita pointed out that the Kingdom does not benefit from the added value of Moroccan businessmen and investors living abroad, especially considering that only 10% of the transfers from this community—exceeding MAD 117 billion—are allocated to investment.
He noted that the High Royal Guidelines contained in the speech, which addressed both the institutional framework and the creation of the Mohammadia Foundation for Moroccans Residing Abroad, gave this issue a central place.
The minister further called for involving Moroccans of the world in the development and implementation of laws, including those related to investment, in order to better take into account their specificities and constraints, and to benefit from their expertise.
"The High Royal Instructions have been clear in this regard: Moroccans of the world are capable of significantly contributing to the country's development as investors, provided that procedures are adapted to their specificities."

Textile: Valerius Morocco's New $10.27 Million Plant to Create 1,640 Jobs
Doha – Valerius Morocco inaugurated its new clothing manufacturing facility in Salé on Thursday. The ceremony took place in the presence of Morocco's Minister of Industry and Commerce, Ryad Mezzour. The project represents a total investment of MAD 102.72 million ($10.27 million). It will generate 1,640 new direct and indirect jobs in the region. The establishment of this manufacturing unit stems from an investment agreement signed between Valerius Morocco and the Moroccan government on July 27, 2021. This agreement was formalized under the Industrial Development and Investment Fund (FDII). In Lisbon in 2023, Morocco and the Portuguese textile group Valerius Texteis signed a MAD 1 billion ($100 million) agreement for a textile recycling project expected to create 1,500 jobs. Speaking at the inauguration, Minister Mezzour talked about the strategic importance of the textile sector to the national economy. 'With 227,460 jobs and MAD 45.9 billion ($4.59 billion) in export turnover, the textile sector occupies a strategic place in the national economy,' he stated. The minister noted growing interest from foreign investors, particularly Portuguese companies looking toward Morocco. 'Our country represents a strategic choice for Portuguese textile manufacturers seeking co-production opportunities to strengthen their proximity supply chains,' Mezzour added. Hammani Amahzoune, General Manager of Valerius Morocco, emphasized the benefits of the partnership. 'This partnership allows us today to produce for major brands and companies, whether based in the United States or Europe,' he said. Integrating design and creativity to boost Moroccan textile's global standing According to Amahzoune, quality is a major asset for the company. He revealed that Valerius Morocco has invested in equipment of European and American origin to excel in quality and attract more orders. He also stressed the importance of continuous training of human resources, which has generated interest from major international textile brands. Valerius Morocco is a joint venture between Moroccan company SG3H and the Portuguese international industrial group Valerius Group. The partnership combines expertise in industrial manufacturing, design, creativity, R&D, and marketing within the textile sector. The project falls within the Fast-Fashion ecosystem. Through this initiative, Valerius Morocco aims to strengthen its position as a manufacturer of women's and children's clothing, focusing on finished products that integrate design and creativity. Minister Mezzour expressed hope that this collaboration signals a fruitful partnership between Moroccan and Portuguese textile industries. He anticipates that the relationship will extend to other initiatives, such as the use of recycled fibers and ecological dyeing processes to reduce carbon footprint. After updating Morocco's map to include the Sahara, France revises the Kingdom's total area
France continues to update its official data on Morocco following its recognition of Moroccan sovereignty over Western Sahara. After publishing the kingdom's complete map, including the southern provinces, on October 29, 2024, French diplomacy has now updated Morocco's official area on its website—raising it from 446,550 km² to 710,850 km². This update reflects the political decisions made by Paris, notably following the letter sent by President Emmanuel Macron to King Mohammed VI on July 30, 2024. Earlier this week, the French ambassador inaugurated a visa application office in Laayoune, marking another step in this policy shift. This opening follows the announcement of a €150 million investment in Morocco's Saharan provinces, made by the Director General of the French Development Agency (AFD) during a visit to Laayoune. It's worth recalling that in February, both the President of the Senate, Gérard Larcher, and the Minister of Culture, Rachida Dati, visited Laâyoune and Dakhla separately.

Valencia Economic Delegation to Visit Tangier in June
Doha – A high-level economic delegation from Spain's Valencia region will visit Tangier on June 2-3, aiming to strengthen bilateral economic and commercial ties with Morocco. The mission is organized by the Valencia Chamber of Commerce, the Tangier-Tetouan-Al Hoceima Chamber of Commerce, and Morocco's Consulate General in Valencia. Led by Marian Cano, Valencia's regional minister for Innovation and Industry, the delegation will include representatives from key sectors, including agri-food, textiles, tourism infrastructure, sports facilities, construction, transportation, and financial services. CaixaBank will be among the financial institutions represented. In a demonstration of the commitment of Valencia's main economic institutions to structured bilateral cooperation, the heads of the Chambers of Commerce of Valencia, Alicante, Orihuela, and Alcoy will also participate. These Catalan investments will create over 700 direct jobs in Tangier, Tetouan, and Kenitra across several sectors, including automotive, waste management, industrial packaging, and construction materials. Sánchez Llibre announced that Catalan investments will continue flowing to Morocco, with another delegation of about twenty Catalan companies planning to visit within a year.
