NALSA launches Veer Parivaar Sahayata Yojana to aid defence personnel, families

Srinagar, Jul 26 (PTI) The National Legal Services Authority (NALSA) on Saturday launched the Veer Parivaar Sahayata Yojana 2025 here to strengthen legal aid for defence personnel.
Justice Kant said Veer Parivaar Sahayata Yojana 2025 marks a historic step in NALSA's 30-year journey of delivering justice to the marginalised.
'Members of our armed forces and their families face legal hurdles like any other citizen — whether land disputes, service entitlements, or matrimonial issues — but their unique service conditions make access to justice more difficult. This scheme is our solemn pledge to stand beside those who protect our borders, ensuring that their rights are not left unprotected,' he said.
He outlined the three pillars of the yojana — a dedicated network of legal services clinics at Zilla, Rajya, and Kendriya Sainik Boards; trained nodal officers, legal aid counsels and PLVs (including ex-servicemen) to assist families in a compassionate and timely manner; and digital access and online redressal mechanisms such as e-Lok Adalats and online mediation to ensure speed and convenience.
Justice Kant said the Constitution, through Article 39A, mandates equal access to justice for all, and 'if we fail to extend this support to our jawans and their families, we fail in our constitutional duty'.
'This yojana is our way of saying that just as they safeguard our freedom, we safeguard their dignity and rights,' he said.
Union Minister of State (Independent Charge) for Law and Justice Arjun Ram Meghwal commended NALSA's initiative, stating that the scheme resonates with the government's commitment to inclusive justice, digital empowerment, and fast-tracking cases involving defence personnel.
Chief Justice of the High Court of Jammu and Kashmir and Ladakh, Justice Arun Palli, praised the scheme and emphasised the need for judiciary-led technological interventions to prioritise and fast-track such cases, ensuring that the limited leave time of defence personnel is not spent in prolonged legal processes.

MGP flags concerns over footpath encroachments, delay in Kukkarhalli lake rejuvenation
The city-based NGO Mysore Grahakara Parishat (MGP) has raised serious concerns about the growing footpath encroachments in the city and the delay in rejuvenation work at Kukkarhalli lake and Poornaiah canal. The civic group has called for a coordinated and transparent approach from the district administration, pointing to legal, administrative, and safety challenges. The recent fatal accident of a senior citizen who was run over by a KSRTC bus near Vivekananda Circle, has reignited the debate on pedestrian safety, with MGP questioning the ability of authorities to ensure unobstructed footpaths in the face of rising street vending. The MGP pointed out that the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, which allows licensed vendors to operate, and a more recent Supreme Court directive from May 2025, which directs governments to remove encroachments to uphold the right to safety under Article 21, seemed to be contradictory in nature. In a letter addressed to Deputy Commissioner G. Lakshmikanth Reddy, MGP stated the legal contradiction between the central law and the Supreme Court order could hamper enforcement to clear footpath encroachment. Bhamy V. Shenoy founding working president of the MGP, and S. Shobana, working president of the NGO, raised apprehensions whether the Mysuru City Corporation (MCC) has the capacity to provide alternate vending locations to all 7,000 licensed vendors in the city. Mr. Shenoy and Ms. Shobana also wondered whether there is a system in place to verify the authenticity of vendor permits and how MCC plans to prevent corruption in issuing or overlooking licenses. It urged authorities to act against the many unlicensed vendors from footpath encroachment. In a bid to address the issue in an accountable manner, MGP has proposed the formation of a Pedestrian Safety Committee with representation from elected leaders, vendor associations, NGOs, police, urban planners, and MCC officials. The MGP said while pedestrian safety and removal of footpath encroachment was necessary, one could not overlook the economic imperatives of the vendors and hence mooted the idea of offering incentives to those who relocate to new areas. This was necessary given the difficulty of replicating foot traffic and business opportunities that some streets currently provide, said the MGP. The attention of Mr. Reddy was also drawn to Kukkarhalli lake rejuvenation project and the MGP underlined the imperatives of restoring the lake and the canal system by removing the encroachments obstructing the natural flow of water. Urging the Deputy Commissioner to expedite the tendering process, the MGP said there was sufficient local expertise with extensive knowledge of the lake and the feeder canal and it should be tapped while drawing the new DPR for the project.

Hubballi-Dharwad Mayor Jyoti Patil promises clean, pro-people governance
Newly-elected Mayor Jyoti Patil has emphasised that she will work towards providing clean and pro-people governance by taking everyone into confidence and also taking steps to mobilise additional resources for facilitating more development works in the twin cities. She was making her maiden speech in the monthly council meeting of Hubballi-Dharwad Municipal Corporation amid sloganeering by the opposition Congress members on Wednesday. 'My priority is to take up time-bound programmes and deliver governance on the doorsteps of the people,' she said. The Mayor said that the corporation will take up the project of raising Miyawaki Forest in the land to be cleared by biomining in the dumping yards of the twin cities. Land bank The Mayor said that she will work towards expediting the process of re-auction of the corporation's stalls that have been leased out and utilise the funds mobilised through sale of land that has been leased out to create a land bank on the outskirts of the twin cities. The Mayor listed out the other works, including the implementation of waterless urinals project, enhancing green cover by developing 728 parks in the twin cities through public participation, afforestation projects, holding e-Swattu camps, development of storm-water drains, people-friendly zonal offices, housing for pourakarmikas, development of villages under the municipal limits and others. She also proposed instituting awards for the best councillors and officers who contribute towards development of the corporation and sought the cooperation of the members and officials in executing her plans. Several BJP councillors, including floor leader Iresh Anchatageri, Thippanna Majjagi, Viranna Savadi, Ramanna Badiger, Rajanna Koravi, Shivu Menasinakai, Radhabai Safare, and others spoke in reply to her speech along with AIMIM members Nazeer Ahmed Honyal and Waheda Rehman Kittur.
