Bihar SIR form collection touches nearly half-way mark in 14 days; 17 more days to go: ECI
The Special Intensive Revision (SIR) in Bihar is progressing well, with 3,70,77,077 Enumeration Forms, which is 46.95 per cent of the total of 7,89,69,844 (nearly 7.90 crore) electors in Bihar, collected (at 6:00 PM) in the first 14 days since the issuance of SIR instructions on June 24.
In the first two weeks of the exercise, 7.90 crore forms were printed, and over 97 per cent of forms (7,70,44,990) were distributed to electors. Also, 18.16 per cent of the forms have been uploaded to the ECINET. A large number of prospective electors prefer to submit the Enumeration Forms along with the eligibility documents as specified in SIR order dated 24.06.25
Now, the effort is to collect the remaining half of the enumeration forms and eligibility documents with still 17 more days before July 25.
In the last 24 hours, i.e. from 6.00 PM yesterday, 82,78,617 Enumeration Forms have been collected, which amounts to 10.5 per cent collected in a single day. Maintaining the same momentum on the field and with just about 50 per cent of forms remaining to be collected, the exercise could be completed well within time.
With the addition of 20,603 Booth Level Officers (BLOs) on the ground, the collection effort has been further expedited. Already, 77,895 BLOs have been going house-to-house to help the electors fill out their Enumeration Forms and collect them. BLOs have already completed the first of their mandated three visits to each household and the second visit is underway.
Nearly 4 lakh volunteers, including government officials, NCC cadets, NSS members, etc., are also working in the field to facilitate the elderly, PwD, sick and vulnerable populations in the SIR process. Besides, EROs covering all 243 ACs, 963 AEROs, 38 DEOs, and the CEO of the state are at the ground level to facilitate the electors to submit their forms.
District Presidents of all recognised political parties have also stepped up the appointment of Booth Level Agents (BLAs) and they are actively participating on the ground. As of date, 1,56,626 BLAs have been appointed, up from 1,38,680 at the beginning of the exercise. They can, even now, appoint more BLAs as per 25.2.1 of the Manual on Electoral Rolls. (ANI)

Tejashwi issued a warning to PM Modi and home minister Amit Shah, saying, "We will not let anyone snatch democracy from Bihar."

ECI begins uploading omitted voter names in Bihar
Synopsis Following a Supreme Court directive, the Election Commission of India has begun publishing lists of voters omitted from draft electoral rolls in Bihar, categorized as Absentee, Shifted, Dead, or already registered. These lists are available on district electoral officer websites, enabling verification and objection filing with Aadhaar proof. PTI New Delhi: Four days after the Supreme Court's directive, the Election Commission of India (ECI) has started publishing the names of voters omitted from the draft electoral rolls following the Special Intensive Revision (SIR) in Bihar. The lists are now available on the websites of the respective district electoral officers (DEOs).The omitted voters are broadly categorised as Absentee, Shifted, and Dead (ASD), along with those marked as "Pahle Se Panjikrit" (already registered). The inclusion of EPIC numbers has made it easier for genuine voters to search for their names. As per the information available, anyone dissatisfied with their omission can file an objection, accompanied by a copy of their Aadhaar card. Initial data from Bihar's Seemanchal region shows that the number of omitted voters under each category varies significantly from booth to example, at a booth located at Madhya Vidyalaya, Dalmalpur, Uttar Bhag, in the Amour Assembly seat (Purnea district, part of Muslim-dominated Kishanganj Lok Sabha seat), out of 228 total voters, 117 have been listed under Absentee, 65 under Dead, 39 under Shifted, and 7 under Already at Madhya Vidyalaya, Champa Bareli booth in the Baisi Assembly seat, 76 voters have been marked as omitted - 38 as Absentee, 22 as Shifted, 15 as Dead, and 1 as Already Registered. At Kanya Madhya Vidyalaya, Madhbani (Uttar Bhag), located in the Purnea Assembly seat, 161 voters were listed, with 40 marked as Absentee, 82 as Dead, and 35 as opposition parties had demanded that the ECI release separate lists of voters in each of the ASD categories who were omitted from the rolls."It will now be easier for us to verify which voters do not fall under the ASD categories in different booths. There are living voters who have been marked as dead," said Abhay Sinha, Purnea district general secretary of RJD, the state's main opposition the publication of the omitted voters' list, Sinha added that the RJD's BLA 2 representatives, stationed across various booths, will now actively verify the omissions. "We have very little time for this task. We may request the ECI to extend the deadline for submission of objections and claims," he said.

Give affidavit within 7 days or apologise: CEC to Rahul
NEW DELHI: Chief Election Commissioner Gyanesh Kumar on Sunday set a seven-day deadline for leader of opposition in LS Rahul Gandhi to either submit a declaration under oath along with proof of electoral roll irregularities alleged by him, or apologise to the nation as his 'vote theft' claims are rendered baseless and invalid. "There is no third option," said a combative Kumar while addressing his first press conference as CEC. He was flanked by election commissioners S S Sandhu and Vivek Joshi. "If one does not point out errors within these timelines and also fails to file an election petition within 45 days to challenge the result, but still tries to mislead the voters with false allegations of 'vote chori', is this not a subversion of the Constitution?" asked Kumar. "A lie, if repeated several times, does not become a truth." "The voter knows the motive behind such baseless allegations," the CEC said while accusing parties of firing from the Election Commission's shoulder. 'List of 65L deleted from Bihar rolls uploaded within 56hrs of SC order' Stating that EC has uploaded the list of 65 lakh voters deleted from Bihar's draft electoral roll within 56 hours of SC's directive, CEC Gyanesh Kumar on Sunday exhorted electors and political parties in the state to file their claims and objections in the remaining 15-day timeframe, saying flagging any errors after Sept 1, shall be pointless. Justifying its decision to undertake SIR exercise in Bihar, EC said all the political parties had, for the past two decades, been demanding that imperfections in electoral roll be corrected. "Acting on this demand, EC decided to take up SIR, starting with Bihar," he told a press conference here, while adding that the timeline for SIR in other poll-bound states will be announced "at the appropriate time". Slamming the "vote theft" allegations levelled by opposition parties and their chiefs, EC said the electors, party representatives and booth level officers on the ground are working in a harmonious and transparent manner, endorsing the exercise with their signatures and video testimonials. "It is a matter of concern that endorsements of district presidents and booth level agents of parties are either not reaching their state level and national leadership, or the latter have chosen to overlook these, and are trying to spread misinformation," said Kumar. Clearing the air on timing of SIR, the CEC said that since the annual summary revision was with respect to Jan 1, 2025, April 1 was too early to start the next revision, while Oct 1 would have been too close to the assembly poll due in Bihar in Nov. As regards allegations of hundreds and thousands of voters being registered on the same address, Kumar said in the absence of proper numbering of houses/addresses by the panchayats/municipalities and also the presence of unauthorised settlements, it has been an accepted norm for EC/BLO to register voters from notional addresses, often carrying 'zero' house number. Electoral roll excerpts shared by EC with TOI, of Assam in 1966, Rajasthan in 1980, UP in 1985, show their house number as either missing or as '01'.
