Century-old home facing demolition fell off Perth heritage list in move that divided council
The 120-year-old Outram Street home facing demolition to make way for Gina Rinehart's $250 million West Perth development was on the cusp of being added to Perth's heritage list until former lord mayor Basil Zempilas intervened.
In a statement to this masthead, the City of Perth revealed the property had been identified as part of a two-year-long survey of culturally significant places for its database between 2021 and 2022.
The expansive 4000-page review, mandated under the state's heritage laws, canvassed more than 700 properties the city's officers recommended be added or updated in its records.
City officers inspecting the property found the single-storey Federation-style home at 27 Outram Street in West Perth was substantially intact — having retained the original timber porch, doors, fireplace and tiles — and ruled it worthy of inclusion due to its historical significance.
Perth-based consultants Planning Solutions, engaged by Hancock Prospecting – which had purchased the property for $4.23 million in 2021 – penned a strongly worded letter to the city on November 30, 2022.
In it, the consultants acknowledged the 1904 home built had 'moderate significance', but demanded assurances its status would not be elevated in a way that saw it subject to development constraints.
The consultants, which were among 21 to write a letter of objection to the city's plans, then gave a public deputation against the inclusion of the home and Hancock Prospecting's 1980s headquarters, which had been identified for its association with mining pioneer Lang Hancock.
The city's officers stared down those who objected to the inclusion of 16 properties, including 27 Outram Street, recommending the council adopt the survey in its original form.
But when it came time for council to endorse the survey at a meeting on March 28, 2023, Zempilas stepped in, moving an alternate motion that scrubbed the properties from the list.

WA government to spend $4 million on new driver licensing centre to reduce significant wait times
It's hoped the construction of a new driver's licensing centre in Perth's south-east can make a dent in the significant wait times for people obtaining their permits across the city. The state government will spend $4 million on a new centre to service growing demand in the Armadale and Byford areas as part of an election commitment, but it is yet to determine the exact location. Locals must currently travel 30 to 40 minutes to access licensing services at centres in Cannington or Success. Driving services in WA have come under fire in recent years, following reports of participants having to wait months to sit a driving test. The Department of Transport was also forced to tighten security around test booking systems, following reports of people bulk booking and reselling test appointments. Assistant Transport Minister Jessica Stojkovski said progress had been made to address the concerns. 'One of the issues that we were finding were essentially bots were going on and booking up a lot of the driver assessment time slots,' she said. 'There's been a lot work done by the Department of Transport to stop that practice. 'We have actually seen really good availability around the metro area and into the regions for those driver assessments.' The Department of Transport's Chad Simeons agreed, saying it was possible to find test appointments within a week of booking. 'We've opened the Joondalup Centre which is a driver assessment centre, so that's helped a lot,' he said. 'We've put on new driver assessors as well, and in fact if I was to log on now and try and get a practical driving assessment, I can get one within a week, permitted I want to travel anywhere in the metropolitan area.' It's in addition to extended trading hours at the Cannington, Mirrabooka and City West centres, which will be open from 7.15am to 5.30pm on weekdays during an eight-week trial. No additional staff will be employed to accommodate the two-hour extension, but about 40 new positions have been created to assist with the increase in service demand. The same three centres last year completed a six-day trading trial with more than 12,800 people making use of the weekend hours. Mr Simeons said measures to relieve pressure on the industry have reduced average customer wait times from 26 minutes to 19 minutes in the past 12 months. Ms Stojkovski said an increase in interstate migration had contributed to the boom in demand. 'When somebody comes here from interstate they do actually need to transfer over their driver's licence,' she said. She said the state government would consider implementing extended hours elsewhere in WA as part of the trial evaluation. A construction or project completion date has yet to be set for the new licensing centre.

Youth circus sticks the landing to run Circus Oz centre
The national youth circus will take over the operation of one of Australia's biggest circus training centres, originally built for Circus Oz. The Flying Fruit Fly Circus, Australia's only full-time circus school for primary and secondary students, will operate the site at Collingwood in Melbourne, the Victorian government announced on Friday. The company is based in Albury-Wodonga and tours internationally, with graduates working in top global circuses such as Cirque du Soleil. It makes Flying Fruit Fly Circus the biggest operator of professional circus facilities in Australia, according to chief executive Richard Hull. The company entered a public tender to run the site, in part to ensure it would not be repurposed, he said. "It's about being able to secure an amazing circus facility in Melbourne for our sector and for our circus community," said Hull. "Our concern was that through this tender process, it could have been easily lost to another art form or another use altogether." The government-owned facility was originally built with Circus Oz and opened in 2014. In 2021, Circus Oz lost millions in ongoing government funding as part of the National Performing Arts Framework. The once-successful company was wound down, losing staff and cancelling projects, and has since been run on a much reduced scale. Access to the Melbourne facility for the rest of the circus community has also been limited, creating frustration and further controversy in the industry. It has not been available for hire at all since around March. Circus Oz will remain a tenant in the building, which will be named Circus Centre Melbourne.
