How sensors, software, and other tech could help Ohio's aging power grid
A new state law will require Ohio utilities and regulators to consider how technology might offer cost-effective options for improving the state's aging electric grid.
Ohio's grid, like those in many states, faces rising repair and maintenance costs, growing demand from data centers and other new customers, and increased risks as climate change fuels more frequent severe weather and outages. House Bill 15, signed last month by Republican Gov. Mike DeWine, calls for a focus on software and hardware solutions to boost the safety, reliability, efficiency, and capacity of existing infrastructure.
Clean energy advocates are hopeful the investments will also allow the grid to accommodate more renewable energy and battery storage projects, which can suffer costs and delays related to transmission bottlenecks.
'This is a really, really great inclusion in the bill,' said Chris Tavenor, an attorney at the Ohio Environmental Council, an advocacy group.
Advanced transmission technologies that utilities must contemplate under HB 15 include things like sensors that allow lines to safely carry more electricity when conditions are favorable, a concept known as dynamic line rating. Digital controllers can remotely adjust the amount of power flowing through different parts of the grid, while topology optimization software can reroute power around congested areas, like a navigation app for electricity.
A key benefit of these technologies is that they can be used with existing infrastructure. When wires do need to be replaced, advanced conductors provide an energy-saving option. Those conductors use carbon composites or other materials to carry more electricity with less loss of that energy, compared to traditional wires of similar diameter.
A high-tech approach can create space on the grid for more renewable energy to come online. That would lessen the need to run expensive, polluting coal-fired power plants, said Rob Kelter, a senior attorney with the Environmental Law & Policy Center, a legal advocacy organization based in the Midwest.
Besides helping to mitigate climate change, less pollution would help people's health as well, Tavenor said.
Under HB 15, owners of high-voltage power lines must file annual reports showing which advanced transmission technologies they considered as part of their five-year forecasts. Those companies will also need to identify areas of the grid with congestion, and compare the cost of addressing it with traditional versus advanced technologies.
The reports will be available to the public, and interested parties may ask the Public Utilities Commission of Ohio to hold a hearing on whether utilities properly reported transmission information and whether they should be able to recover costs from customers.
The Ohio Power Siting Board must also require companies to consider technology solutions before it approves any new transmission projects. Companies would have to file reports and expert testimony to support any decision to forego advanced technologies in favor of conventional projects, Kelter said.
Advocacy groups and other stakeholders 'would have a chance to similarly argue that those technologies are available and that they're cost-effective, and that they would be able to alleviate congestion and delay the need for new transmission lines,' Kelter added.
The law requires the Public Utilities Commission of Ohio to study the costs and benefits of the various technologies, including how to streamline their deployment. That report will be due by March 1 next year.
Some Ohio utilities have already been exploring the potential for advanced transmission technologies. In 2023, AES installed 42 dynamic-line-rating sensors at towers along five transmission lines owned by its Ohio and Indiana utilities. The companies shared early results last year showing that installing the sensors was cheaper and faster than replacing power lines, and using the sensors increased the system's electricity-carrying capacity.
American Transmission Systems, a subsidiary of FirstEnergy, is planning to spend nearly $900 million on dozens of transmission projects across Ohio in the coming years. 'We are currently reviewing House Bill 15 and exploring how its provisions around advanced transmission technologies could be integrated into our planning to strengthen the power grid for Ohio customers,' said FirstEnergy spokesperson Lauren Siburkis.
Many of the law's potential benefits hinge on how the Ohio Power Siting Board and Public Utilities Commission of Ohio implement its terms when making decisions on siting and electric rates, Tavenor noted.
The law's advanced technology provisions only apply to high-voltage parts of the grid that move electricity over long distances. It doesn't require utilities to consider high-tech approaches to improving the local distribution lines that deliver electricity to homes and businesses.
So, for example, AEP Ohio won't need to consider advanced transmission technologies in its latest rate case filed on May 30, spokesperson Laura Arenschield said. That's because AEP wants to use the 2.14% increase in base rates to pay for improvements to its local distribution system, not the AEP transmission network.
Similarly, the new law won't address grid inequities affecting disadvantaged communities in FirstEnergy's Ohio territory, which the Interstate Renewable Energy Council described in a report released earlier this year.
Even so, investments that use existing system capacity more effectively can still promote equity by reducing the need to build all-new transmission lines. Siting such infrastructure 'can be incredibly invasive and inequitable, harming both communities and ecosystems,' said report author Shay Banton, who is a regulatory program engineer and energy justice policy advocate at the Interstate Renewable Energy Council.
Building less brand-new transmission can also save consumers money. Ohioans have generally paid for transmission maintenance and upgrades through a 'rider' on their bills. For the average AEP Ohio consumer, that extra charge is roughly $40 per month. HB 15, however, aims to get rid of single-issue riders, so in the future, utilities will instead have to consider transmission costs through rate cases that consider all utility costs and expenses and are heavily scrutinized by regulators. That could also lead to lower costs or at least smaller increases.
'Ohio utility consumers already are burdened by billions in utility transmission projects,' said Maureen Willis, who represents the interests of Ohio's utility customers in her role as the state's consumers' counsel. 'By adopting advanced transmission technology, these costs can be reduced, staving off unnecessary 'gold-plating' by utilities, giving consumers more bang for the buck. We strongly advocate for this approach to transmission spending.'

Trump moves to ax power plant rules
The Big Story The Trump administration is moving to ax all climate rules alongside Biden-era and pollution rules for power plants. © AP Photo/Charlie Riedel, File The moves come as the Trump administration looks to promote fossil fuels and are expected to worsen global warming and air pollution. The Environmental Protection Agency (EPA) is proposing to find that power plants' greenhouse gas emissions 'do not contribute significantly to dangerous air pollution' and therefore should not be regulated. In effect, this proposal would overturn Biden-era rules that required existing coal and new gas plants to capture at least 90 percent of their carbon emissions and tighten restrictions on coal plants' releases of mercury and other toxic metals. The climate rule that the Trump administration is proposing to ax would have prevented an estimated 1.4 billion metric tons of carbon dioxide emissions between the years 2038 and 2047 — emissions equivalent to taking more than 300 million gas-powered cars off the road for a year, according to Biden-era projections. Senate GOP seeks to cut SALT cap, triggering fight with House
Senate Republicans indicated on Wednesday they are prepared to reduce the size of a key tax deduction in President Trump's 'big, beautiful bill' that was backed by moderates in the House, setting up a battle within the GOP over the divisive issue. The fight had long been expected, with senators saying they thought the state and local tax (SALT) deduction cap in the House-passed bill was too large and too expensive, but the hardening of the plan in the upper chamber threatens to delay progress on the bill and raises further questions about meeting the GOP's self-imposed July 4 deadline. 'There's a gap between where we are and where the House is. … [It's] likely going to be a lower number,' said Sen. Steve Daines (R-Mont.), a top adviser to Senate Majority Leader John Thune (R-S.D.), adding that the Senate GOP has not yet zeroed in on what that number will be. Senate Republicans emerged from a conference meeting Wednesday where key committees laid out their portions of the bill and lawmakers discussed numerous changes on the table. Several contentious issues remained unresolved, with only two legislative weeks to go until the July 4 recess. But multiple senators told The Hill that the chamber appears ready to chop down the $40,000 SALT cap, which was painstakingly negotiated between Speaker Mike Johnson (R-La.) and House GOP moderates from New York, New Jersey and California who have warned not to touch it. Senate Finance Committee Chairman Mike Crapo (R-Idaho), one of the members who led the meeting, was insistent that the cap would fall below $40,000, one Senate Republican said. It's unclear exactly what number Republicans in the upper chamber are eyeing, but Bloomberg News reported it was $30,000. 'There was never a number specifically discussed other than the House's [$40,000] — and it's a lot,' Sen. Kevin Cramer (R-N.D.) told reporters. 'No surprise that there's an interest in reducing it.' The current cap sits at $10,000, which was set in place in the 2017 Tax Cuts and Jobs Act. Senate Republicans have been fine with an increase in the cap, but many believed the $40,000 total for individuals making $500,000 or less was overzealous. A number of Senate Republicans have balked at some of the cost-cutting proposals in the bill the House sent and are looking for other ways to save money. Not a single Senate Republican hails from a high-tax blue state that would benefit from a higher SALT deduction cap. But the $40,000 figure was painstakingly negotiated by Johnson and House moderates, several of whom threatened to tank the whole bill over it. And any Senate changes would been to be approved by the House. For weeks, Republicans in the SALT Caucus have warned that they will not accept a lower cap. 'The compromise has already been made in the House. $40,000 is the figure that unlocks the rest of the bill,' Rep. Nick LaLota (R-N.Y.), a SALT member, told The Hill. 'It's not a number to be bargained down from.' The Wednesday conference meeting, led by Crapo and Agriculture Committee Chairman John Boozman (R-Ark.), also focused on other changes the Senate is looking to make to the House-passed legislation. Among those is a proposal to scale back provisions that would place more of the cost burden of the Supplemental Nutrition Assistance Program (SNAP) onto states. A number of Republican senators were turned off by the House's language. GOP lawmakers are attempting to have all portions of text by the end of next week, which is truncated by the Juneteenth holiday. But several of the issues that GOP holdouts in the Senate have named as sticking points — including Medicaid and green energy tax credits — remain unresolved. Republicans admit there is still much work to do in that time. 'Imagine a jigsaw puzzle with 3,000 pieces — and no picture,' Sen. John Kennedy (R-La.) said after the meeting. 'That's what we're trying to put together.' Sen. Markwayne Mullin (R-Okla.), a top ally of Thune, labeled that deadline for committees as an 'aspirational goal,' with the entire bill potentially hitting the floor by Monday, June 23 to kick off consideration. If that happens, a vote-a-rama could take place by that week's end. He admitted all those are lofty plans. 'We work really good on deadlines,' Mullin said. 'Without deadlines, we don't ever work.' Sen. Ted Cruz (R-Texas) said on Wednesday morning that he does not believe July 4 is a realistic deadline for the bill to hit Trump's desk given that roughly one-third of the bill is set to be revised by the upper chamber. 'And so I think the Senate will vote it out right before the July 4 recess, and then, I think it is likely that we will spend the month of July in conference and trying to reconcile the two,' Cruz said at an event hosted by Punchbowl News. 'The Senate bill is going to be markedly different from the House,' he continued. 'My guess is the Senate bill will track the House bill, maybe 60 to 70 percent. There are a lot of good provisions. A lot of the broad outlines are going to be similar, but it's the Senate. So the Senate is going to do what it damn well wants to do and that's a good process.' When asked if the deadline is realistic, Sen. Mike Rounds (R-S.D.) was unsure. 'Maybe,' he said, noting that a number of members are awaiting scoring from the Congressional Budget Office. And a number of members still need to be won over. Sen. Susan Collins (R-Maine), a key lawmaker who remains up for grabs, told reporters that she has questions about Medicaid changes and is still 'deliberating.' The possibility of work stretching close to the nation's birthday led Thune on Wednesday to warn that he is prepared to keep members in Washington until they complete work on the mammoth bill. Senators are slated to be back in their home states from June 28 through July 6 for the break, giving them just north of two weeks to get everything done. The afternoon meeting was not the only conference discussion about the sprawling bill for the Senate GOP. Border czar Tom Homan appeared hours earlier at a weekly luncheon hosted by the Senate Steering Committee, which is composed of the GOP's most conservative members. Homan pressed lawmakers to approve the tax package in order to unlock funding included for the border as Immigration and Customs Enforcement officials are running out of beds for detained migrants. According to Sen. John Hoevan (R-N.D.), Homan told members that ICE currently has 55,000 individuals detained, but only 41,000 beds. 'That's a problem,' Hoevan told reporters. 'The biggest pitch he had was: There are still about 600,000 people out there who are here illegally who have criminal records, so he needs this funding for the bed space.' More meetings are set for the coming days, including at the White House on Thursday when Thune and Crapo are expected to huddle with Trump. 'It's going to be an interesting week or two,' said Sen. Josh Hawley (R-Mo.), one of the remaining holdouts. Emily Brooks contributed.
