Call for action on Edinburgh busking as new rules won't be in place for this summer

Action is needed to control busking in the Capital, a councillor has warned, as it emerged new rules for performers have been delayed beyond the start of the summer.
The council started work last year to try and develop new rules for busking and busker management.
Officers had intended to submit a report on the topic in autumn last year – but this has since been delayed until beyond the start of this summer.
Liberal Democrat councillor Edward Thornley put forward a motion to the city's Culture and Communities Committee calling for an update on busking in the city.
In it, he asks for council officers to present information on how effective temporary measures put in place during summer 2024 were, highlighting any new approaches and asking for any data that might be available.
Last summer, the council put up posters at popular busking spots reminding performers of rules and passed out 'busking guides', in addition to an increased level of street outreach.
He also asks that officers provide an update on the report concerning the new busker rules, and an outline of what steps will be taken towards their introduction.
Officers met with buskers, fringe acts and members of the public when developing the new rules.
At present, the council's rules for busking are available on the city's website.
It calls on buskers to only perform between 9am and 9pm, and to move to a new site at least 50 metres away after every hour.
Additionally, it asks them to keep the volume of their performances low, to not disturb nearby businesses and residents.
It also says that buskers should not pitch up within 50 metres of another performer, and calls on them to not block pavements, doorways or cashpoints.
It further says that Police Scotland can charge and seize the equipment of buskers in some circumstances.
As of now, buskers do not need a licence to perform in the city.
Cllr Thornley's motion will be discussed at the next meeting of the city's Culture and Communities Committee, set to take place on Thursday, 5 June, which can be viewed here.

However, while most involved in such high level crime operate under the radar, Monaghan, who grew up just outside Glasgow, found his name in the headlines after he was arrested his late 20s over one of Scotland's most notorious gangland slayings. There, he met drug dealer Stephen Glen, who was linked to the Lyons family and, a court later heard, Carroll told him: 'You're working for me now. Anybody that doesn't fall into line is going to get banged.' The Gerbil was then sitting in the back of a black Audi A3 in the supermarket carpark when a Volkswagen Golf swerved to a halt in front of the vehicle as horrified shoppers looked on. Two masked men emerged from the Golf and opened fire, through the passenger windows, with Carroll shot 13 times in the head and chest in an attack that lasted 25 seconds. Despite the murder being one of the most audacious and outrageous gangland hits ever carried out in Scotland, the police initially met with a wall of silence. But eight months after the shooting, 2010 Monaghan was arrested. His partner would give birth to their daughter just 10 days later. The so-called Osman Warnings, named after a London shooting victim, are only issued when police intelligence suggests an individual faces a credible threat to their life. The murder trial followed, only for Monaghan to be sensationally acquitted in May 2012 after a judge ruled there was insufficient evidence to convict him. At the time Monaghan said: 'It's been a nightmare. I'm glad to get this over. I've always said it was nothing to do with me.' The gunman was pushing a child's buggy when he opened fire on Muirdykes Road in Penilee. Monaghan, then 35, was discharged from hospital after treatment for a shoulder wound. Police spoke of their disgust at the shooting being carried out next to a busy nursery and two associates of the Daniel clan were charged. Both would be cleared of the attack at a trial but were later convicted for other organised crime offences. Monaghan, 43, is believed to have moved to Spain a couple of years after the school shooting, and is understood to have become involved in business interests in the Costa del Sol, including the pub on the beachfront bearing his name. It would be the location where, alongside decades-long friend Eddie Lyons jnr, he would meet a merciless end on Saturday night.

Police Scotland said they were called to a property in Craigton Avenue around 7.30pm following reports of two people having been injured. Fraser's 55-year-old father, Ian, and his mother, Miriam Macdonald, aged 51, were taken to Raigmore Hospital with serious injuries and where Mrs Macdonald died. It is understood that her husband is in intensive care but his condition has not been officially disclosed. The first charge alleges that on June 1 Fraser repeatedly stabbed his father on the body with two knives to his serious injury, danger of life and he attempted to murder him. The second charge alleges that on June 2, 2025, he murdered his mother by repeatedly stabbing her to the head, neck, and body with two knives. Photographs taken at the scene of the alleged incident showed forensics and specialist officers attending a property at Craigton Avenue on Sunday. Police Scotland locked down the residential street using blue tape with several vehicles parked up to block the road. Cops reassured locals that the alleged attack was a contained incident. CCTV images released by police after incident at Celtic v Hibs match
A search for two men has been launched almost two months after an incident during a Celtic v Hibs match in Glasgow. The incident was reported to police during the Scottish Cup quarter final at Celtic Park on March 9. Officers have released CCTV images of two men they are looking to trace as part of their investigations. He was wearing a light grey jacket, trousers, a grey ski cap, trainers, and a black cross-body bag. Police constable Aynsley McIntyre, from Greater Glasgow football enquiry unit, said: 'We would urge these men or anyone who knows them to contact us. 'I would also ask anyone who witnessed what happened, or anyone with information relating to the incident, to please speak to officers via 101, quoting reference 1457 of Sunday, March 9, 2025. 'Alternatively, information can be passed anonymously to the charity Crimestoppers on 0800 555 111.'
