Hitachi factory to build £300m train fleet

A rail operator's entire fleet is to be replaced with nine battery hybrid trains made in the north of England.
The trains, made up of 45 rail cars, will be manufactured at Hitachi Rail's factory in Newton Aycliffe, County Durham, for Grand Central.
Labour Transport Secretary Heidi Alexander visited the factory to announce the order, which she said would deliver greener journeys for passengers and futureproof jobs in Newton Aycliffe.
Durham County Council leader Liberal Democrat Amanda Hopgood said she was delighted by the news of the contract and providing quality local jobs was one of the council's key priorities.
The order is a boon for the factory, where it was previously feared a lack of orders could lead to 700 jobs being put at risk.
The new contract follows on from a £500m deal to build 14 new trains announced in December.
"Just four months since the Prime Minister and I welcomed a significant deal for Hitachi and its workforce in Newton Aycliffe, this new £300m investment marks yet another step forward in securing the future of rail manufacturing in the North East," Alexander said.
Councillors from across party lines have welcomed the deal in the run up to local elections in County Durham.
Hopgood said the announcement showed "how working in partnership with colleagues in the combined authority can really deliver positive outcomes for future generations".
The council's deputy leader Conservative Richard Bell was also pleased the contract had been signed, but said his party had been "lobbying the government for two years to plug the gap in Hitachi's order book".
The Green Party and Reform Party have been contacted for comment.
Many independent candidates are also standing for election across Durham County Council.

Grand Central runs trains from towns and cities across the north of England to London.
The new trains will increase the fleet's seat numbers by 20%, the equivalent of 400,000 each year.
The trains will be delivered in 2028 under a 10-year leasing arrangement. Hitachi will also be tasked with maintaining the trains over the period.
The company's chief director of UK and Ireland Jim Brewin said the deal was the first battery train order to be built in the UK.
"As we celebrate 200 years since the birth of the modern railway in the North East, it's symbolic that innovative battery trains are being developed in Newton Aycliffe," he said.
"Battery trains' ability to deliver cheaper, greener, and more reliable journeys means we are unlocking a new advanced manufacturing opportunity for rail today."

In this way, Wood Jr. said traditional networks can try and regain some audience trust in the mainstream media, Sadly, however, he went on to discuss how American journalists are not willing to sacrifice their jobs in order to make a political point. 'I don't know if there are enough American journalists who care enough about the totality of our society to sacrifice their career,' he added. 'Because then the question becomes, 'How many journalists can you fire until you find a compliant one?'.' Councils across England are considering legal challenges as the Government scrambles to draw up contingency plan for housing asylum seekers set to be removed from a hotel in Epping, Essex. Ministers are now bracing for further legal challenges from councils after Epping Forest District Council was granted a temporary injunction by the High Court on Tuesday. The ruling blocks asylum seekers from being housed at the Bell Hotel in the Essex town, and current residents must be removed by September 12. On Wednesday, some Conservative and Reform UK-led authorities said they were looking at their options to take similar action. Conservative-run Broxbourne Council in Hertfordshire has said it was taking legal advice 'as a matter of urgency', while Tory-run East Lindsey District Council in Lincolnshire said officers are investigating and 'will take appropriate action'. Reform UK-led councils, West Northamptonshire Council and Staffordshire County Council, also said the authorities would look at the options available after the High Court ruling. Ian Cooper, leader of Staffordshire County Council, said: 'The control and protection of our country's borders is a national issue, but the impact of central government policy is felt in communities across Staffordshire.' It comes as Reform UK leader Nigel Farage has indicated that councils run by his party will consider their own legal challenges. However, a number of these councils do not have responsibility for planning permission, which may limit their ability to launch legal challenges. Epping Forest District Council had asked a judge to issue an interim injunction stopping migrants from being accommodated at the Bell Hotel after it had been at the centre of protests in recent weeks. The demonstrations came after an asylum seeker, who was staying there, was charged with sexually assaulting a 14-year-old girl. He denies the charge and is due to stand trial later this month. The Home Office had warned the judge that an injunction could 'interfere' with the department's legal obligations, and lawyers representing the hotel's owner argued it would set a 'precedent'. Reacting to the ruling on Wednesday, security minister Dan Jarvis told Times Radio: 'We're looking at a range of different contingency options following from a legal ruling that took place yesterday, and we'll look closely at what we're able to do.' Asked whether other migrant hotels have the proper planning permission, Mr Jarvis said: 'Well, we'll see over the next few days and weeks. 'Other local authorities will be considering whether they wish to act in the same way that Epping (Forest) District Council have. 'I think the important point to make is that nobody really thinks that hotels are a sustainable location to accommodate asylum seekers. 'That's precisely why the Government has made a commitment that, by the end of this Parliament, we would have phased out the use of them.' On Wednesday shadow home secretary Chris Philp also pressed ministers not to re-house the asylum seekers at the Bell Hotel into other hotels or flats 'sorely needed by young people'. In a letter to Home Secretary Yvette Cooper, Mr Philp wrote: 'Up and down the country people are furious about the number of illegal migrants being housed in hotels – which rose in the nine months following the election under Labour. 'People are also concerned that you are now moving people from hotels into apartments and other accommodation which is sorely needed by young people here who are struggling under this Labour Government.' The Conservative MP also called for an emergency Cabinet meeting to set up plans to deport migrants crossing the Channel on arrival. Meanwhile Mr Farage has called for peaceful protests outside hotels housing asylum seekers to put pressure on local authorities to take the same route as Epping Forest. Writing in The Telegraph, he said: 'Now the good people of Epping must inspire similar protests around Britain. 'Wherever people are concerned about the threat posed by young undocumented males living in local hotels and who are free to walk their streets, they should follow the example of the town in Essex. 'Let's hold peaceful protests outside the migrant hotels, and put pressure on local councils to go to court to try and get the illegal immigrants out; we now know that together we can win.' The latest Home Office data showed there were 32,345 asylum seekers being housed temporarily in UK hotels at the end of March. This was down 15% from the end of December, when the total was 38,079, and 6% lower than the 34,530 at the same point a year earlier. New figures – published among the usual quarterly immigration data release – are expected on Thursday, showing numbers in hotels at the end of June. Figures for hotels published by the Home Office date back to December 2022 and showed numbers hit a peak at the end of September 2023 when there were 56,042 asylum seekers in hotels.

Work starts on 33 County Durham affordable homes to tackle housing crisis

Work has begun on a council scheme to build more than 30 affordable homes as part of an ambition to tackle the housing crisis. New social rent units will be built at the Portland Avenue housing development in Seaham, as part of the local authority's Council Homes programme, which aims to deliver 500 new affordable homes across County Durham. A mix of 33 bungalows and multi-room homes will be built across the site near Malvern Crescent. The site previously contained a residential development in the late 1980s and early 1990s, but has since been cleared and is currently open green space. Durham County Council has partnered with local construction company T Manners & Sons to deliver the scheme. How the 33 new homes could look. (Image: ELG Planning) Councillor Joe Quinn, cabinet member for resources, investments and assets, said: 'We're happy to see that work is now taking place on this vacant site with the construction of these 33 affordable houses. 'We're aware that affordable properties are in high demand across the county and hope that this work demonstrates our commitment to meeting that demand. This is just the first development of many that will boost our affordable provisions.' In July 2023, the council agreed on an updated plan to build new council homes across the region to provide accommodation for those in need. An initial target of up to 500 homes by 2026 was revised after the local authority admitted it could not achieve it due to delays. The scheme is instead due to be delivered by 2029, but could be extended beyond 2029, and the number of new houses built could exceed 500. Alongside Seaham, new homes will be built at Greenwood Avenue in Burnhope and Merrington View in Spennymoor. The increased need for affordable homes has meant that families requiring a home have been placed in temporary accommodation while they wait for a suitable home to become available.
