1984 anti-Sikh riots: key witness threatened in Tytler case, says ex-DSGMC chief

Hindustan Times22-04-2025

In a significant development in the 1984 anti-Sikh riots case, a key witness, Surender Singh, allegedly changed his statement after facing repeated threats. This revelation was made by Manjeet Singh GK, former Delhi Sikh Gurudwara Management Committee (DSGMC) Chairman, during his testimony before the Rouse Avenue Court on Monday.
GK stated that Surender Singh told him about being threatened multiple times, leading to inconsistencies in his statements. GK assured Singh of community support, encouraging him to tell the truth.
His statement is being recorded in connection with the 1984 anti-Sikh riots of Pul Bangash. Congress leader Jagdish Tytler is facing trials in this case.
Special Judge Jitendra Singh recorded Manjeet Singh GK's statement through CBI prosecutor Amit Jindal.
GK stated, "When Surender Singh met me, he told me that he was threatened several times, and for that reason, he gave different versions of statements. I assured him that the community is supporting him and he should tell the truth. Thereafter, he told the truth to the CBI regarding the involvement of accused Jagdish Tytler in the present case."

Senior advocate HS Phoolka on Monday expressed confidence that Congress leader Jagdish Tytler would be convicted, accused of killing three Sikhs near the Pul Bangash Gurudwara during the 1984 Anti-Sikh Riots, especially after Manjit Singh GK's testimony.
During the hearing, a CD containing video clips of Jagdish Tytler's sting operation was also played in the court. A 2012 sting operation conducted by Manjit Singh GK, former president of the Delhi Sikh Gurdwara Management Committee (DSGMC), was presented as evidence. In the sting, Tytler allegedly admitted to killing 100 Sikhs and boasted about his power.
"Case against Jagdish Tytler, which is for the murder of 3 Sikhs in Pul Bangash Gurudwara during 1984 Sikh genocide, was listed today. Manjit Singh GK, former president of DSGMC, had sent a sting operation to the CBI. In this sting operation, Jagdish Tytler had admitted that he had killed 100 Sikhs and I am very powerful...This sting operation is from 2012...Today, that CD was played in the court and it can be clearly seen that Jagdish Tytler is saying that he killed 100 sikhs...The lawyer of Jagdish Tytler is trying to prove that the sting operation is not of Jagdish Tytler...We are confident that Jagdish Tytler will also be behind bars after Manjit Singh GK's statement...", HS Phoolka told reporters.
Defence counsel Anil Kumar Sharma cross-examined CBI's witness GK. He, along with advocates Apoorv Sharma and Anuj Sharma, appeared for Jagdish Tytler.
During his cross-examination, GK said that it is correct that he was not present in the sting operation conducted on Jagdish Tytler and was also not involved in recording it.
He further said, "It is also correct that I (GK) have no role in the recording of the same. It is also correct that I do not know who and why the sting operation was conducted. I am not aware of what procedure was adopted to record the sting operation."
During the hearing, Senior Advocate HS Phoolka, along with advocates Kamna and Surpreet Kaur, appeared for the riot victims. This is a case of the killing of three Sikhs near Gurudwara Pul Bangash on November 1, 1984.

Security heightened at Golden Temple ahead of Operation Bluestar anniversary

Amritsar: Both the Shiromani Gurdwara Parbandhak Committee (SGPC) and the police have made adequate security arrangements in and around the Golden Temple to prevent any untoward incidents in view of the 41st anniversary of Operation Bluestar—an Army operation carried out to flush out militants from the Golden Temple complex. Sources said that as in previous years, intelligence inputs are being gathered to prevent any clandestine activities. A good number of police personnel in plainclothes will be deployed inside the Golden Temple complex. Police officials have also been holding meetings with Sikh groups and organisations that issued statements opposing Akal Takht officiating jathedar Giani Kuldeep Singh Gargaj delivering a message to the community from the platform of Akal Takht during an event marking the anniversary on June 6. Bhagwant Singh Dhangera, manager, Golden Temple, said that all necessary and essential security arrangements have been put in place throughout the complex. He also appealed to the sangat (community) to cooperate with the SGPC in maintaining a peaceful and respectful environment. Amritsar police commissioner Gurpreet Singh Bhullar, said that for the past two days, security and law and order arrangements have been actively enforced. In the meantime, the SGPC began an akhand path (uninterrupted recitation of Guru Granth Sahib) at Akal Takht to mark the 41st anniversary of Operation Bluestar. The bhog of akhand path will be performed on June 6. SGPC president Harjinder Singh Dhami and others were present at the beginning of the akhand path on Wednesday. Dhami said that the brutal actions carried out by the then govt in June 1984 inflicted deep wounds upon the Sikh community — wounds that can never be forgotten. BOX Nihangs to oppose Gargaj address The heads of various Nihang Singh organisations held a meeting and opined that Akal Takht officiating jathedar Giani Kuldeep Singh Gargaj was not acceptable to the Panth, so it will not be appropriate for him to deliver the message to the community on June 6 on "Ghallughara Diwas" (Operation Bulestar anniversary). They said that for the restoration of proper "maryada" (Sikh code of religious conduct), all sects, Damdami Taksal, saintly figures, and Panthic organisations are united on their decision. Jathedar Baba Balbir Singh, chief of Shiromani Panth Akali Budha Dal, said that Gargaj was not appointed as jathedar according to Panthic maryada, so he has no authority to directly intervene in Panthic matters. Stating that every effort should be made to avoid any confrontation on June 6, Baba Balbir said SGPC should introspect on its decisions and must not repeatedly make decisions that go against Sikh sentiments. Nothing will happen: Gargaj Amritsar: "Nothing will happen." This was how Giani Kuldeep Singh Gargaj, the officiating jathedar of Akal Takht, responded when asked about the strong objections raised by Sikh organisations, including Damdami Taksal, to his expected address to the community on June 6. "I am 200% sure that this year's Ghallughara programme will be even more peaceful than previous years," he said, adding, "Baba Harnam Singh Khalsa, the chief of Damdami Taksal, Chowk Mehta, and leaders of other Sikh organisations are all Gurubhai (brothers in faith). The Taksal's former head, Jarnail Singh Bhindranwale, attained martyrdom here. It is unthinkable that they would create any disturbance." He emphasised that while differences may exist, "such divisions disappear when Sikhs come together in the Gurughar (house of the Guru)". MSID:: 121624134 413 |

Chhattisgarh government nod for policy to promote tourism in tribal-dominated areas

The Chhattisgarh Cabinet on Wednesday approved a homestay policy to promote tourism in rural and tribal-dominated areas, including the Maoism-hit Bastar division. The 'Chhattisgarh Homestay Policy 2025-30' was approved in a Cabinet meeting chaired by Chief Minister Vishnu Deo Sai and comes at a time when security forces are carrying out anti-Naxal operations in the Bastar region. Bastar and Sarguja are the two tribal-dominated regions of the State and are known for their natural beauty. A government official said the homestays would offer a rural life experience to visitors and highlight the regional characteristics of tribal areas, local culture, art and craft. The official added that the policy will benefit the locals by offering them a business opportunity to increase their income, which will play a pivotal role in achieving the goal of 'Vocal for Local' and the development of rural tourism. Another major decision taken during the meeting was the transfer of government employees. Under the Transfer Policy 2025, there will be a window of 11 days for transfers at the State level. Under this policy, transfers will be approved by Ministers of the departments concerned from June 14 to 25. No transfer would be allowed after June 25. The official, however, said that emergency cases could be considered through coordination and added that the applications for transfers would be accepted from June 6 to 13.

Allahabad High Court denies relief to Rahul Gandhi over remarks on Army

Observing that freedom of speech is subject to reasonable restrictions, the Allahabad High Court last week denied relief to the Leader of the Opposition in the Lok Sabha, Rahul Gandhi, in a defamation case filed against him over his alleged remarks against the Indian Army. Rejecting Mr. Gandhi's plea challenging the defamation case as well as the summoning order passed in February 2025 by an MP-MLA court in Lucknow, a Bench of Justice Subhash Vidyarthi on May 29 said the trial court was right to summon the Congress leader to face trial for the offence under Section 500 of the Indian Penal Code, as it had taken into consideration all the relevant facts and circumstances of the case. 'No doubt over the fact that Article 19(1)(a) of the Constitution of India guarantees freedom of speech and expression but this freedom is subject to reasonable restrictions and it does not include the freedom to make statements which are defamatory to any person or defamatory to the Indian Army. Therefore, the ratio laid down in Javed Ahmad Hajam (Supra) and Kaushal Kishore (Supra) would not apply to the facts of the present case,' the Court noted. The matter pertains to a case filed against Mr. Gandhi by a former Border Roads Organisation (BRO) Director, Uday Shankar Srivastava, who alleged that his statements, given after a clash between the Indian and Chinese armies on December 9, 2022, had defamed the Indian Army. The remarks were made by Mr. Gandhi during the Congress's Bharat Jodo Yatra on December 16, 2022. Also read: Rahul Gandhi's surrender barb insult of armed forces, says BJP The plea quoted Mr. Gandhi as allegedly saying, 'People will ask about Bharat Jodo Yatra, here and there, Ashok Gahlot and Sachin Pilot and whatnot. But they will not ask a single question about China capturing 2000 square kilometers of Indian territory, killing 20 Indian soldiers and thrashing our soldiers in Arunachal Pradesh. But the Indian press doesn't ask a question to them about this. Isn't it true? The nation is watching all this. Don't pretend that people don't know.' The lower court in Lucknow had in February summoned Mr. Gandhi in the case, following which the Congress leader approached the High Court. In his plea, Mr. Gandhi said the complainant was not an officer of the Indian Army and hence the defamation case did not hold water. While rejecting the contention of the Congress leader, the High Court noted that under Section 199(1) the Cr.P.C., a person other than the direct victim of an offence can also be considered an 'aggrieved person' if they are impacted by the offence.
