A new location has been proposed for a city's dementia resource centre after concerns were raised about plans to move it into a library.Peterborough City Council is selling the building where the centre is currently based, on Lincoln Road in Millfield.It originally proposed moving the centre to Bretton Library but now says it is looking at a relocation to Paston Farm Community Centre.Shabina Qayyum, the council's cabinet member for public health and adult social care, said: "We know there were concerns about the prospect of a move to Bretton Library, including parking arrangements and noise levels at this location."
She said the council had been working with the Alzheimer's Society, which runs the centre, to find other possible sites."Paston Farm Community Centre has recently become available and we believe it would make an ideal location," she said.
The proposed move to Bretton proved unpopular with some library users, who raised concerns about the impact on library activities if space was reduced.Under the plans, the library would have occupied about two-thirds of its current space, with the rest going to the dementia service.The current dementia centre building is one of several properties the council is selling off to plug a black hole in its finances, although a deal to sell the building fell through earlier this year.The council said this gave it a chance to reassess its options for the service, and look at alternative locations to the library.The authority said Paston Farm Community Centre offered a good amount of space and facilities such as a cafe, social space, group rooms and parking.The council said the move was not finalised, but that residents would be kept up to speed on its progress.

Rangers sporting director Kevin Thelwell insists the club would never sign any player without the approval of new head coach Russell Martin. Martin was formally unveiled yesterday after agreeing a three-year deal to take charge. It's the start of a bold new era under American ownership, with investment of around £20million set to be made on and off the pitch over the summer. Fans are keen to see how the dynamic between sporting director and head coach plays out with regards to recruitment. With such a massive rebuild on the cards, Thelwell insisted, though, that any new signings will be made as part of a collaborative process. And he claimed it will be very much a team effort where both he and the scouting department will help identify possible targets, before Martin gives the final seal of approval. 'Put very simply, the way in which we will be organised is we've got a head coach and a sporting director,' said Thelwell, who will also be assisted by new technical director Dan Purdy in recruitment. 'The head coach is responsible for the most important bit; the preparation of the team, performance of the team, results. 'My role is to try and make sure all the support services that sit around Russell are as strong as they possibly can be to give us the best chance of winning. When we talk about recruitment, clearly, it is going to be a collaborative approach. 'I've never been in this role ever where I have signed a player for the first-team that hasn't been supported by the head coach or manager. We'll talk a lot about how we want to play, a lot about profiles we need and what positions we need. 'Between Russell, myself and the recruitment team, we will sit down and identify players that we think could make us better very quickly. Between us, we will decide about what we do next.' Having left his role at Everton at the end of last season, Thelwell started his duties at Rangers earlier this week as the club ramped up their search for a head coach. During his time in England with Wolves and at Goodison Park, he watched from afar as Martin carved out a reputation as a bright young coach whose teams played modern and possession-based football. Describing the 39-year-old as the outstanding candidate, Thelwell said: 'We've got exactly the right candidate that's a perfect fit for Rangers FC. From my perspective, I've seen Russell's team play for many years. Particularly, if I look back at his Championship season — and also the Premier League season with Southampton — there was a lot to be proud of. 'There's a lot that fits Rangers going forward. Russell's explained quite clearly about what he thinks Rangers need in games. 'We need to be dominating in all moments of the game. I'm delighted that we were able to have those conversations and pleased that he's now sat next to me getting ready to work. 'We wanted to make sure we made as strong a decision as we possibly could. But we also appreciate there's now a pre- season on the horizon and European games coming thick and fast. 'It was clear to all of us from the start that Russell was the outstanding candidate, so we're delighted he's joined us. He's had a strong career, over 250 games both as a manager or head coach. Over the course of that journey, he has sharpened his approach, from a technical and tactical perspective — but also from a personal perspective. 'I'm very excited to see what he's going to bring to Rangers and the team is very much looking forward to working with him.' Rangers chief executive Patrick Stewart added: 'Our criteria for our next coach were clear: we wanted a coach who will excel in terms of how we want to play, improve our culture, develop our squad, and ultimately win matches. Sir Keir Starmer could pursue bereaved families for tax after his about-turn on winter fuel payments. The Prime Minister promised to make more pensioners eligible for the winter fuel allowance after Rachel Reeves removed it from nearly 10 million people in 2024. Ministers are looking at restoring the payments as a universal benefit and then recouping the money from high-income pensioners when they fill in their tax returns. They have been forced down that route because creating a new means test would be highly complex. However, some in the Government are concerned about a time lag of at least six months between the payment of up to £300 being made and then clawed back. Thousands of people could die in that period, leaving grieving families to pick up the bill. Helen Whately, the shadow work and pensions secretary, said: ' Chaos reigns in Number 10 with pensioners picking up the bill again. It beggars belief that they're considering slapping a stealth tax on pensioners to clear up their winter fuel mess. 'Not content with that, they're going to come after the bereaved families of deceased pensioners for the money. This is the party that wouldn't stand up to the unions demanding inflation-busting pay rises. 'It's clear there is no plan, Labour just lurch from one disaster to the next. It seems that whichever way they go, pensioners end up battered.' In July 2024, the Chancellor announced that pensioners would not receive the winter fuel payment of up to £300 if they had incomes of more than £11,500. After a disastrous series of local election results, Sir Keir announced plans to hand the payment to more people but did not give any details on numbers. The Chancellor has said she will outline how the new system will work next week when she unveils the spending review, and promised the new system will be in place by this winter. A government source told The Guardian: 'We should never have scrapped the winter fuel payment in the first place, but the whole process of reinstating it has been completely chaotic. 'The optics of us demanding the money back from grieving families are just dire.' Asked on Wednesday about the winter fuel payment, Ms Reeves said: ' We have listened to the concerns that people had about the level of the means test, and so we will be making changes to that; they will be in place so that pensioners are paid this coming winter. ' We'll announce the detail of that and the level of that as soon as we possibly can. But people should be in no doubt that the means test will increase and more people will get a winter fuel payment this winter.' The option of paying to all then asking wealthier people to repay is a similar approach to that taken by Tory chancellor George Osborne when he reduced child benefit eligibility for better-off parents. A senior official at HMRC, Jonathan Athow, told the Treasury select committee that if the tax system were used to make the changes, it would not be possible until 2026. 'We'd have to get to April next year before we knew somebody's income, before we could then make any decisions about how [recouping the payment] would then be implemented,' he told MPs.
