A telling blow to armed insurgency

Deccan Herald22-05-2025
The killing of CPI (Maoist) general secretary Nambala Keshava Rao, alias Basavaraju, marks a decisive moment in the union government's renewed initiative to eliminate left wing insurgency in the country. The security forces' offensive in Narayanpur in Chhattisgarh has left 27 members of the outlawed group, including Rao, dead. This is the first time in three decades that a Maoist of a general secretary rank has been eliminated. For the forces, the neutralisation of such a high-ranking leader comes as a decisive boost to their ongoing counter-insurgency action. Rao was involved in deadly Maoist strikes including the 2010 Dantewada attack that killed 76 CRPF personnel. Union Home Minister Amit Shah announced that after the completion of Operation Black Forest, 54 Naxalites have been arrested and 84 have surrendered in Chhattisgarh, Telangana, and Maharashtra..The government estimates that between 2004 and 2025, left wing extremism has claimed 8,895 lives in the country. Dubbed India's biggest crackdown on left wing extremism, the current operation is integral to the government's objective to make India Naxalite-free by March 2026. The government's stated approach to address insurgency in the affected regions has been three-pronged: intensified security operations, accelerated development initiatives, and strategic surrender-rehabilitation programmes. Since January 2024, more than 350 Maoists are estimated to have been killed in Chhattisgarh, in a coordinated Centre-state offensive. Some of the senior Maoist leaders are believed to have escaped but the operation has dealt a severe blow to the insurgents..As the forces closed in on the Karregutta Hills along the Telangana-Chhattisgarh border, the Maoists were cornered in what had, so far, been a safe hideout. The forces recently killed 31 insurgents in a 21-day operation in the hills. With its top leader killed and cadre base scattered, the Maoist movement is facing one of its worst organisational crises – a quick regrouping appears unlikely. Though the insurgents have recently made appeals for peace talks, formal negotiations with the Central and state governments are uncertain. It remains to be seen if the second-tier leadership will keep the armed struggle alive in their remaining bases in central India or take the option to surrender. There should be a concerted effort to identify and address social and systemic inadequacies that also feed extremist ideologies. The government, while responding efficiently to the security situation, must work towards ensuring two key imperatives – all-round development in the insurgency-affected regions and a viable rehabilitation model that can help the surrendered extremists reintegrate with society.

Mumbai police inform Bombay High Court of nod for CPI(M) Gaza crisis protest

Mumbai police on August 12, 2025, informed the Bombay High Court that it has agreed to allow the Communist Party of India (Marxist) [CPI(M)], to hold a peaceful protest at Azad Maidan in Mumbai, condemning the ongoing humanitarian crisis in Gaza. 'The protest will be held on August 20, between 3 p.m. and 6 p.m., for the protesters to express their thoughts on the genocide purportedly occurring in Gaza,' the police told the Division Bench of justices, Ravindra Ghuge and Gautam Ankhad. Additional Public Prosecutor S.C. Gavand told the court that the protest must comply with the legal requirements and be confined to the designated demonstration area. Representing the petitioners, Senior Advocate Mihir Desai assured the Bench that the organisers will adhere to the draft regulations under the Maharashtra Police Act, which require organisers to ensure the event remains orderly and confined to designated protest areas and said, 'I hope neither of us comes back on the 21st.' On Monday (August 11, 2025), Mr. Desai had informed the court that the Pune police gave permission last week to hold a similar protest. To this, the court asked the APP to check if the protest can be allowed with some conditions in place to ensure law and order in the city. on Tuesday, after hearing that the permission is granted, the court disposed of the petition. The CPI(M) on X, shared, 'The permission by #MumbaiPolice to CPI(M) and acceptance of #BombayHighCourt to hold peaceful protest against ongoing genocide in #Gaza by Israel vindicated the correctness of CPI(M) stand and nullifies Court's own earlier ill remarks and earlier anti-democratic refusal of Police.' On July 25, 2025, the same Bench dismissed the CPI(M)'s petition and sharply criticized the party for concentrating on international events over domestic concerns. 'Our country has enough issues. Look at your own country. Be patriots. This is not patriotism,' the Bench noted, urging the political party to prioritize citizen-centric issues like garbage disposal, pollution, drainage, and flooding instead of distant geopolitical conflicts. Following the court's observation, the CPI(M) released a press note the same evening, 'The Polit Bureau of the CPI(M) strongly condemns the observations of the Bombay High Court Bench while rejecting an application by the party to challenge the Mumbai Police's refusal to allow a protest action against the ongoing Israeli genocide in Gaza. Ironically, the Bench appears to be unaware of either the provisions of the Constitution which enshrines the rights of a political party, or the history of our country and our people's solidarity with the Palestinians and their legitimate right to homeland. The observations smack of distinct political bias in line with the Central government.' CPI(M) had submitted multiple applications in June to hold a protest at Azad Maidan but all of them were rejected by police on grounds that the issue was international and could complicate law and order situations.

MPs from State working for AMNS instead of VSP: CPI(M)

Criticising the TDP MPs, including M. Sribharat, from Andhra Pradesh, for meeting Union Steel Minister H.D. Kumaraswamy on behalf of Arcelor & Mittal-Nippon Steel (AMNS) , instead of the Rashtriya Ispat Nigam Limited-Visakhapatnam Steel Plant, the CPI(M) Visakhapatnam Committee leaders staged a protest at the Gandhi statue on Tuesday. 'It is surprising that these MPs are working in favour of a private steel company instead of fighting for the VSP, a PSU that has been struggling for decades without proper captive mines, even after the disinvestment proposal announcement was made by the Centre,' said CPI(M) Visakhapatnam district secretary M. Jaggunaidu. The Centre has provided captive mines to all government and private steel plants except the VSP, resulting in the cost of production, he said. 'A total of 67 Communist, Independent MPs and MLAs had resigned in the past to get RINL-VSP locally, but these elected representatives of the NDA government are trying to destabilise the VSP with their conspiratorial thoughts and actions,' he said. The CPI(M)district executive committee members B. Jagan, V. Krishna Rao, R. K. S. V. Kumar, P. Mani, M. Subba Rao, USN Raju, Y. Raju, GVN Chalapathi, G. Apparao and P. Venkata Reddy participated in the protest.

Modi should strongly oppose U.S. imposing 50% tariff, says Chief Minister Stalin

Chief Minister M.K. Stalin said in Chennai on Tuesday that the BJP-led Union government and Prime Minister Narendra Modi should strongly oppose the U.S. imposing 50% tariff on Indian imports and both should be open about their position. He was speaking at an event organised jointly by the National Committee of Solidarity with Cuba in India and the CPI(M). When five rounds of trade negotiations between India and the U.S. were completed and a date was being finalised for the sixth round, 'Why should U.S. President [Donald] Trump arbitrarily announce the imposing of additional tariff?', Mr. Stalin asked. Referring to the repeated claims of Mr. Trump that he was behind the ceasefire between India and Pakistan during Operation Sindoor, Mr. Stalin said: 'When the Opposition parties raised queries over that in both Houses of Parliament, Prime Minister Modi did not answer at all. It symbolises his weakness.' Observing that there was a crisis across the world, where there is a need to crush imperialism, Mr. Stalin said imperialist conspiracies did not mean only wars. 'The U.S. imposing 50% tariff on imports from India is also one such conspiracy,' he asserted. 'The BJP-led Union government should strongly oppose this. The Centre and Prime Minister Narendra Modi should provide a transparent reply to this,' Mr. Stalin said. Takes a dig at EPS Talking about the politics in Tamil Nadu, Mr. Stalin said AIADMK general secretary Edappadi K. Palaniswami had developed a new found love for the Communists in recent days. Contending that people spoke about random topics, Mr. Stalin asked whether Mr. Palaniswami could speak about 'slavery'. 'I want to tell him that none is a slave to nobody. Everyone is wondering if Mr. Palaniswami reads newspapers. Even so, you would surely not read Theekkathir [considered a mouthpiece of the CPI(M)]. If you had read it, you would not be speaking like this. I read Theekkathir every day,' he said. Mr. Stalin said he listened to what Communist leaders spoke whenever he had time. 'They have not stopped flagging issues just because we are in an alliance, and I have not ignored the issues that they have highlighted. Because, half of us are communists. After all, my name is Stalin,' he asserted. Mr. Stalin added: 'We know how to distinguish pointing out with a friendly demeanour from deliberate defamation with ulterior motives. Even this stage symbolises our ideological clarity and friendship.' Minister P.K. Sekarbabu, Cuban Ambassador to India Juan Carlos Marsán Aguilera, CPI(M) leaders M.A. Baby, K. Balakrishnan, U. Vasuki, and P. Shanmugam, CPI State secretary R. Mutharasan, Director of The Hindu Publishing Group N. Ram, former MP T.K. Rangarajan, National Committee of Solidarity with Cuba's State secretary A. Arumuga Nainar were present.
