Police urge community support as Waipukurau records NZ's highest meth spike in 2024
Central Hawke's Bay, the town of Waipukurau, is grappling with a 333 per cent spike in methamphetamine consumption in 2024 compared to the previous year, marking the highest increase nationwide.
This surge was uncovered through wastewater testing, a method that detects drug residues in sewage, providing a snapshot of community drug use. In Waipukurau, meth consumption escalated from 1.1 grams to over 4.8 grams per day per 1,000 people.
Detective Inspector Martin James expressed, "One of the key concerns for me here in Central Hawke's Bay is a lack of information that is coming through from the public to support us. There will be people within this community who know who are supplying this drug, this heinous drug, and we need them to come forward." This increase in meth use hasn't coincided with a rise in other crimes. James noted, "So we haven't seen a significant increase in crime in Central Hawke's Bay, but for us that's not the point." Mayor Alex Walker highlighted the broader challenges facing the community: "We're seeing lots of pressure on the community, pressures on families. The cost of living is really causing some struggles, and that is putting a lot of pressure on our families."
She acknowledged the presence of meth in the community, stating, "There is no denying that we definitely do have methamphetamine circulating in our community. The fact that it's rising says that we have to pay attention to this because this could escalate into something far bigger."A significant setback occurred in late 2023 when funding was lost for Herenga Whānau Ora, a program aiding individuals struggling with meth addiction. Mayor Walker said, "Unfortunately, that was really starting to have an impact." She urged the government to provide necessary support, "Just because we're small and a small population doesn't mean that we're immune from the really big issues, and we need that support on the ground to help us to help our community as we are fronting up to this issue. We desperately need their support for us to be able to tackle it. A one-off trip to a counsellor does not fix a methamphetamine addiction."Nationally, methamphetamine consumption nearly doubled, rising from 732kg in 2023 to 1,434kg in 2024. Other North Island towns also saw significant increases: Huntly (41 percent), Tokoroa (61 percent), Levin (90 percent), and South Auckland (98 percent).The wastewater testing doesn't specify whether more individuals are using meth or if existing users are consuming larger quantities. However, the data underscores a pressing need for community engagement and comprehensive support systems to address this escalating issue.

Hearing an application moved by Christian Michel James, an accused and alleged middleman in the AgustaWestland VVIP chopper case, Special Judge Sanjeev Aggarwal of Rouse Avenue Court said on Thursday that it was 'sad to see that the trial has not started in seven years'. James, who was extradited from the United Arab Emirates (UAE) in 2018 and has been in Tihar jail for close to seven years, had moved an application earlier requesting adequate security measures in prison, alleging that his tea was being poisoned and that there were threats to his life. 'I feel sad for you every time you appear before me,' the Judge said to James. 'Do not feel sad, sir. I have learnt a lot in jail. I now know what I want to do with my life. Jail changed that for me. I have made some tremendous friends in Tihar. One official protected me in jail… he put in 110 per cent effort to keep me safe,' James replied. In a report submitted by Tihar authorities on James's fellow prisoner Shahnawaz, it was stated that he had '41 punishments' against him for his conduct in jail after 2020 during his stay in multiple jails in Tihar. The punishments were under 'disorderly behaviour' and 'prohibited articles', it said. The Tihar authorities also mentioned in the report that Shahnawaz was in Tihar jail cell number 1 from November 2018 to October 2019, during which no complaint was lodged against him. This was the period during which James alleged that there were attempts to 'poison him'. 'How can you keep a foreign prisoner with someone dangerous?' Judge Aggarwal asked the jail authorities. 'We have multiple security arrangements on the basis of the kinds of prisoners. We could not have kept him in solitary confinement,' a jail official responded. 'This is six years old. An enquiry was made and, in its report, it was stated that there is no threat to the accused person's life,' the official added. The court noted that '…it is a matter of serious concern that the accused states that there was an attempt on his life by an co-inmate, who was a desperate criminal, thereby putting his life to peril and further, as stated by him that it was an pre-planned conspiracy to eliminate him in the jail by his enemies related to this case by poisoning him'. It then sought the inquiry file on the basis of which the inquiry report dated August 29, 2019, was given, 'be called from the Senior Law Officer, Prison Head Quarters, New Delhi, through DG (Prison)' and posted the matter for hearing next on June 6. After he was granted bail in both the money laundering case linked to the alleged scam, being investigated by the Enforcement Directorate (ED), and the corruption case being investigated by the Central Bureau of Investigation (CBI), James had told the court that Delhi, for him, was a larger prison than Tihar. As per the CBI probe in the AgustaWestland VVIP chopper case, a contract for the supply of 12 VVIP/non-VVIP helicopters was awarded to AgustaWestland for Rs 3,726.96 crore, and an agreement to this effect was executed on February 8, 2010, between the defence ministry and the UK firm. The agency alleged that former chief of air staff S P Tyagi, between 2005 and 2007, approved reducing the altitude ceiling for VVIP helicopters from 6,000 to 4,500 metres. This allowed AgustaWestland to enter the fray after being disqualified in 2002, as per the CBI probe. The central agency also alleged that undue favour was given to AgustaWestland for awarding the contract of procurement of VVIP helicopters in its favour by accepting illegal gratification from it through middlemen.

New Delhi [India], May 29 (ANI): The Rouse Avenue court on Thursday summoned the file of an inquiry conducted by Tihar jail authorities regarding the safety and security of Christian Michel James, an accused in the VVIP chopper deal case. The inquiry was initiated in 2019 after an alleged attempt on James' life by an inmate. Special Judge Sanjeev directed the Deputy Inspector General of jails to produce the inquiry file through the concerned department. The court noted that the accused, Christian Michel James, stated that the report's findings contradict the statements of witnesses. The matter has been listed on June 6 for further hearing. The court issued a bailable warrant against the jail superintendent for not filing the report despite receiving notice. However, during the hearing, the officer explained that the report was prepared but couldn't reach the court due to rainfall, leading the court to cancel the warrant. During the hearing, the Superintendent of Jail Number 4 of Tihar appeared on a bailable warrant issued on the last date. The court cancelled the bailable warrant after he explained why the report was delayed. The officer submitted that the report was but it could not reach court due to rainfall. The court questioned why James was kept in a cell adjacent to a desperate criminal and suggested that he should be kept with inmates accused of white-collar crimes. Accused Christian Michel James through advocate Aljo K Joseph had moved an application on 30.04.2025 requesting for re-consideratoin of the findings of inquiry report of 29.08.201 filed by jail authorities. Earlier, an inquiry report of August 29, 2019 was filed stating that a Detailed inquiry was undertaken in which it was concluded that there is no life threat to Christian Michel James. An inquiry was conducted in 2019 after the alleged life attempts on Jamesh. An inquiry was initiated following an email recieved from British High commission. This report was filed during hearing on the earlier application moved by James regarding his safety and security in Tihar Jail. James is an accused in VVIP Chopper deal case. He was extradited to India. (ANI)

The Supreme Court on Thursday (May 29. 2025) dismissed a plea filed by alleged middleman Christian Michel James in the ₹3,600-crore AgustaWestland money laundering case, who had challenged the Delhi High Court's order directing him to furnish details of the address where he intended to reside post-release on bail in the ₹3,600-crore AgustaWestland money laundering case. Also read: Christian Michel tells court he may get 'poisoned in jail' James, who is alleged to be a middleman in the case, had challenged the May 22 order of the High Court which modified his bail conditions. The plea came up for hearing before a Bench of Justices Vikram Nath and Sanjay Kumar. "We granted you bail and you don't even want to fulfil a condition of providing a local address," the Bench told the counsel appearing for James. The lawyer, appearing for the Enforcement Directorate (ED), said the high court's order was in favour of James. "Then what is his problem?" the Bench asked. "Which is the condition which is hurting you?" the Bench asked the lawyer appearing for James, who referred to certain paragraphs of the High Court order. He said the High Court has directed James to furnish the details of his residential address where he intends to reside post-release. The counsel argued the high court has also said that before being released from jail, the said address will be verified by the trial court through the ED. "I (James) have been inside Tihar Jail for last six years and six months. I don't have any local address," the counsel said, adding that James was a British national. He said James cannot fulfil this condition unless he comes out of jail. The Bench observed if the petitioner could arrange to pursue his matter in courts, he must have some contacts. "You give that address," Justice Nath said. His counsel said James has an address in the United Kingdom. The Bench then asked who was giving instructions to lawyers appearing for James in the matter. When his lawyer said that instructions were given by James' family, the Bench observed, "Dismissed". "You have a permanent address inside the Tihar jail. You stay there only. What to do," the Bench said. His counsel said that address could be provided post-release from jail and not pre-release. "Why not?" the Bench asked, adding if his family can give instructions to the lawyers, they can take up this issue also. When the counsel said assistance has been extended by the British High Commission, the Bench said then let the High Commission take care of it. "This is all an excuse," the Bench said, while refusing to entertain the plea. Considering his prolonged incarceration, his status as a foreign national with no roots in India, and his inability to arrange for a local surety, the High Court had modified the bail condition imposed earlier. It had said instead of the requirement to furnish a personal bond and surety bond of Rs five lakh each, James shall now furnish a personal bond of Rs five lakh along with a cash surety in the enhanced sum of ₹10 lakh. Further, the High Court had also modified the bail condition to surrender his passport, which had already expired, before the trial court to the extent that he might be released on bail without depositing his passport "immediately". "However, the FRRO (Foreigners Regional Registration Office) shall ensure that the applicant does not leave the country, and the British High Commission (or the authority concerned issuing the applicant's passport) shall ensure that the applicant's fresh passport, whenever the same is ready, is not handed over to the applicant, but directly deposited with the trial court under intimation to this court," the High Court had said. On March 4, the High Court had granted bail to James in the ED case while the Supreme Court had granted him reprieve in a related CBI case on February 18. The probe agencies have alleged irregularities in the purchase of 12 VVIP helicopters from Italian manufacturing company AgustaWestland. James was extradited from Dubai in December 2018 and was subsequently arrested by the CBI and the ED. He is among the three alleged middlemen being probed in the case and the other two are Guido Haschke and Carlo Gerosa. The CBI, in its chargesheet, claimed an estimated loss of 398.21 million euros (about ₹2,666 crore) to the exchequer due to the deal that was signed on February 8, 2010, for the supply of VVIP choppers worth 556.262 million euros. The ED chargesheet filed against James in June 2016 alleged he received 30 million euros (about ₹225 crore) from AgustaWestland.
