
"Historic moment": CM Manik Saha after Tripura declared as third 'fully literate' state in India
'Literacy in the country is very important for Prime Minister Narendra Modi's vision of building a Viksit Bharat by 2047. The declaration of Tripura as the third fully literate state in the country is a historic moment. The Education Department must now focus on further increasing the literacy rate in Tripura,' Saha said.
The CM said this at the declaration event and celebrations organised under the 'ULLAS (Understanding Lifelong Learning for All in Society)' - New India Literacy Programme (Nav Bharat Saaksharta Karyakram) held at Rabindra Satabarshiki Bhawan today.
Saha said that today marks a truly historic moment for everyone, as Tripura has become the third state in the country to achieve full literacy.
'This is a matter of great pride for us and will be remembered as a milestone. Earlier, Mizoram and Goa had achieved the status of fully literate states. I congratulate all those who have worked tirelessly to implement this campaign, including the Education Department. Prime Minister Narendra Modi always speaks about Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas. Today, we have witnessed that spirit in action. Our goal is to ensure that the benefits of public welfare schemes reach the last person in society,' he said.
Saha, who also serves as Tripura Education Minister, added that the Union Ministry of Education provided the framework for the campaign's success and extended all possible support.
The Chief Minister noted that according to the 1961 census, the literacy rate in Tripura was only 20.24 per cent. It increased to 60.44 per cent in 1991, 73.19 per cent in 2001, and 87.22 per cent in 2011.
'The Nav Bharat Literacy Programme is progressing through the ULLAS initiative. In the 2023-24 financial year, the literacy rate reached 93.7 per cent, and in 2024-25, it rose to 95.6 per cent. However, this rate may increase further with a more comprehensive survey. Therefore, the Education Department must play an even more effective role in advancing this campaign,' he said.
The Chief Minister also emphasised that when parents in a household are illiterate, they want their children to study--and now, educated children also want their parents to learn.
'Education is essential for everyone. In this regard, the Education Department must come forward to support those still distant from the light of education. The literacy campaign is a social movement. It cannot succeed with just a few teachers or trainers; it requires collective participation. There is joy in learning to read and write. Under the ULLAS program, about 943 Social Consciousness Centres have been established in every block and village of the state. Around 2,228 volunteer teachers are involved in this initiative. Additionally, school and college students and retired teachers are also contributing. Through combined efforts of all, we can build a better Tripura,' he said.
Saha further mentioned that on March 17, 2024, a total of 4,597 people took the Foundational Literacy and Numeracy Assessment Test, out of which 3,581 passed. On December 29 of the same year, out of 14,179 candidates, 13,909 passed the test. In March this year, 5,819 out of 5,896 candidates passed.
The event was attended by special guests Preeti Meena, Director (Adult Education) of the Union Ministry of Education; Raval Hemendra Kumar, Special Secretary, Department of Education; Director of Education NC Sharma, Director of SCERT L Darlong, along with eminent educationists and senior officials of the department. Centre Proposes Reducing GST Slabs From 4 To 2, May Retain 5%, 18%: Sources
The Centre has proposed that only two slabs for Goods and Services Tax (GST) be retained - 5 per cent and 18 percent - as per sources. Under this proposal, 90 per cent of the items in the 28 per cent will be moved to the 18 per cent slab, while 99 per cent of the items in the 12 per cent slab will be moved to the five per cent slab, the sources added. A special 40 per cent rate will apply to luxury and sin goods, which include tobacco, gutkha and cigarettes. The 40 per cent category will have just 5-7 items, according to the government sources, but will exclude aspirational items like refrigerator, air conditioner and washing machine. Further, petroleum products will continue to remain outside the GST regime even in revamped indirect tax structure. The total incidence of taxation will remain at the current level of 88 per cent. Sources said that the proposed GST revamp is expected to give consumption a big boost, which will offset revenue loss due to rate rationalisation. The proposed GST revamp comes hours after Prime Minister Narendra Modi said during the Independence Day address that GST reforms will be brought for "double Diwali". This was apart from otehr significant announcements like a task force for next-generation reforms, a national deep water exploration mission for self-reliance in energy, and an indigenous "Sudarshan Chakra" defence system by 2035.

Tenders invited to sink borewells at 14 locations in Puducherry, says Chief Minister
Puducherry Chief Minister N. Rangasamy on Friday (August 15, 2025) announced the government's decision to sink borewells at 14 locations at a cost of ₹6.43 crore on the banks of Sankarabarani River. Speaking after unfurling the national flag on the occasion of Independence Day celebrations on Beach Road, the Chief Minister said tenders have been invited for the drilling of borewells as part of augmenting drinking water supply in the Puducherry region. The funds would be availed from Agence Francaise de Development (French Development Agency), he said. The government was able to make progress on several fronts with the 'blessings' of Prime Minister Narendra Modi, the Chief Minister said, adding that many development and welfare programmes were initiated in the last four years. Puducherry has achieved 8.81% economic growth during the period, and the per capita income has reached ₹3,02,680, the Chief Minister said. The revenue mobilisation of the government has clocked 46.60% growth in the last four years. The government revenue, which was around ₹8,418.96 crore in 2020-21 has gone up to ₹12,342.51 crore. The unemployment rate has come down from 6.7% in 2020-21 to 4.3% in the last four years. The government was able to fill around 2,500 vacant posts in a 'fair and transparent' manner, he said. The bulk of the recruitment was done in the Police Department with the aim to strengthen the force and provide security to people. Besides filling up vacancies, the government has addressed the long-pending promotion issues of employees, he said. Referring to the agriculture sector, the Chief Minister said various initiatives have helped improve the extent of farm activity from 26,759 hectares in 2020-2021 to 30,416 hectares. The government has also decided to increase the MLA fund from ₹2 crore per annum to ₹3 crore per annum, the Chief Minister said. Earlier, the Chief Minister inspected a guard of honour given by the territorial police. Speaker R. Selvam, Home Minister A. Namassivayam, Opposition leader and DMK convenor R. Siva, legislators belonging to All India N. R Congress, Bharatiya Janata Party and Dravida Munnetra kazhagam attended the celebrations. Chief Secretary Sharat Chauhan, Director General of Police Shalini Singh and senior officials were present. Various cultural events marked the celebrations on the Beach Road. Artists from several States performed their traditional art forms before the audience. Independence Day celebrations were also held at UT's enclaves of Karaikal, Mahe, and Yanam regions.

What is Sudarshan Chakra? PM Modi announces India's next-gen multi-layered shield against missile threats
India is set to develop a new missile defence initiative, dubbed the 'Sudarshan Chakra', aimed at integrating advanced surveillance, cyber protection, and physical defence mechanisms to safeguard its citizens and critical infrastructure. Prime Minister Narendra Modi outlined the plans in his Independence Day address on Friday. According to an NDTV report, the Sudarshan Chakra is expected to function similarly to Israel's Iron Dome and the proposed US Golden Dome, acting as a protective shield against missile threats. While India already operates the Integrated Air Command and Control System, which successfully countered Pakistani missile attempts during Operation Sindoor, the new system could extend beyond traditional missile defence, the report added. The project's name draws from Hindu mythology, referencing the Sudarshan Chakra used by Lord Krishna to aid Arjuna in battle. According to the Prime Minister, the system should be entirely researched, developed, and manufactured domestically, with a target for significant expansion and modernisation by 2035. Notably, the report highlights that Mission Sudarshan Chakra will likely incorporate precision counterstrike capabilities and measures to combat cyber threats such as hacking and phishing. The initiative is expected to involve collaboration between India's top scientific and defence research agencies, the military, and private sector innovators. The announcement comes in the aftermath of the April Pahalgam terror attack and Operation Sindoor in May, during which Pakistan attempted to target Indian military installations, fighter jets, and urban centres. Indian defence systems successfully neutralised these attacks, highlighting the country's existing defensive strengths. Mission Sudarshan Chakra appears to be a continuation of India's efforts to strengthen its security infrastructure and ensure a comprehensive, multi-layered defence strategy in the face of evolving threats. According to a PTI report, the Prime Minister has announced plans for next-generation GST reforms aimed at significantly reducing the tax burden, particularly for small businesses. These changes are expected to take effect in time for Diwali, which this year falls on 20 October, offering relief to taxpayers during the festival.
