
Audit finds shortfalls with Ottawa police's recruitment, staffing efforts
The office of Nathalie Gougeon, the city's auditor general, released the report on its website Thursday. It's set to come to the Ottawa Police Service Board's finance and audit committee on Friday.
The report found a long list of outdated policies and said the challenges have historically led to staffing shortages, service gaps and "negative impacts on member wellness."
One problem concerns how many officers are deployed.
OPS is contractually required to maintain at least 42 patrol cars on duty at all times. But that target dates back 30 years, and doesn't account for population growth or the sharp increase in calls for service.
"OPS has not conducted a comprehensive review of its deployment methodology and associated targets to ensure it reflects current service demands," the report said.
According to the report, OPS recognizes the 42-car requirement is insufficient and has set an informal goal of 48 patrol cars.
Nonetheless, it often misses that goal.
The service is relying more on overtime to fill the gap, with overtime costs increasing 242 per cent from 2020 to 2024, when they reached $2.34 million.
The report warns that insufficient frontline resources could put OPS at risk of "continued operational strain and reduced service effectiveness."
The OPS is already taking action to address some of its staffing problems, including through a staffing stabilization strategy and the shift to a district policing model.
Long hiring process, missing records
Part of the challenge could stem from the amount of time it takes the force to hire officers.
While the standard hiring time for police forces is six to nine months, the audit found that OPS sometimes took longer than a year.
But the challenges go beyond the sheer number of officers.
The investigation also found that when it comes to mandatory training courses, documentation showing that officers had completed those courses was often missing.
The auditor's office looked at a sample of 25 sworn officers. In 11 cases, evidence that the officers had completed a patrol carbine user course was missing.
For anti-racism training, documentation was missing in four cases. Twelve of the officers were missing evidence that they had completed victim bill of rights training, while 21 lacked documentation for completing training on how to respond to critical incidents.
The auditor's office noted that it's possible the officers did complete the training, but there's no way to be sure.
"Without evidence that sworn officers have completed all mandatory training within the expected timeframes, there is a risk that these officers are not equipped or qualified to undertake their daily responsibilities," the report said.
'Unsuitable' recruits move through hiring process
The OPS hiring process includes psychological assessments to ensure "good moral character and suitability for policing."
According to their policy, candidates deemed "unsuitable" are supposed to be removed from the process and barred from reapplying for a year.
But that isn't always happening. The auditor's office reviewed 15 sworn officer staffing files and found two cases where a recruit was deemed unsuitable by the psychologist and nonetheless was allowed to proceed.
Psychologists can also deem a candidate "suitable with concerns," requiring further verification and validation. But there were two cases where there was no evidence that followup had happened.
"By not adhering to the established recruitment policies, OPS is recruiting candidates who may not possess the necessary mental fitness and suitability to serve in law enforcement," the report said.
While the OPS is falling short of its own policies on that score, the report acknowledges that — according to modern practices — psychological assessments shouldn't be used as a pass-or-fail criteria.
Instead, they should be part of a comprehensive approach.
In fact, the report finds that numerous OPS policies are out of date. While some have been updated in recent years, there's a long list of policies that haven't been amended in the past five, ten or even 15 years.
The auditor general's office made 10 recommendations. OPS management accepted all of them.

Two separate Ontario women were scammed out of more than $50,000 combined after clicking on a link that was texted to them. 'I clicked the link and I updated my information. The next thing I knew, my phone stopped working,' Oshawa resident Christie Seymour told CTV News. In April 2024, Seymour said she received a text message that she needed to update her credit card information. She said she clicked the link and thought she updated it, until her phone was hacked and scammers stole $28,782. Seymour said she received an email from Wealthsimple, which stated: 'Your account appears to have been accessed by an individual whom you've authorized via a phishing scam.' Something similar happened to Christina Petruzzelli. 'Just be careful if you get links to your phone, don't touch anything because it can ruin your life, honestly,' Petruzzelli said. The Mississauga resident told CTV News she also got a link via text saying she had to click on it to decline a purchase. Concerned she was being scammed, Petruzzelli says she followed the instructions, but fraudsters got into her bank account and took $22,046. 'What the link was, it was either to enter those six numbers so I can approve the purchase or decline it, if it's not me,' recounted Petruzzelli. 'So, I clicked decline and I guess that's where the scam was. By me clicking decline, they got access to my account.' Petruzzelli says her bank, the Royal Bank of Canada (RBC), told her that because she had granted the scammers access to her account, she won't be reimbursed. An RBC spokesperson could not provide details on Petruzzelli's situation, but they did confirm to CTV News that 'RBC will never ask you to download a remote access application.' RBC also wanted to remind customers that their staff will never ask customers to provide the bank with one-time passcodes sent via text, email or voicemail. They add that the bank will never ask a customer to destroy their debit or credit card, then give it to the bank or third-party in order to secure their accounts. For Seymour's case, a spokesperson for Wealthsimple told CTV News they were 'deeply sorry' to hear what happened. 'Financial loss is incredibly disheartening, especially when it results from a phishing scam by a bad actor,' the statement reads. 'We've spoken to her directly, and as a gesture of goodwill, we have reimbursed the losses she experienced while trying to contact our team. While our Client Account Agreement outlines that we're not responsible for losses stemming from unauthorized access like a SIM swap, we recognize that Christie faced irregular challenges when trying to reach our support team last year, which we've made right.' Seymour said she got all of her money back. 'I feel wonderful. All the worry and dread and regret is gone, and I feel great,' said Seymour. Claudiu Popa, a cybersecurity expert, said everyone should be using dual factor authentication to add another layer of protection and to be cautious of all the links you receive. 'They get more and more targeted, more personalized, and more sophisticated,' said Popa. 'Remember three things: they are counting on you to be surprised, there will be urgency and the need to respond.'

Man arrested following alleged fatal shooting in Abbotsford, B.C.
A man has been arrested after another man was found dead after a reported shooting in an Abbotsford apartment. A man has died and another has been arrested following a reported shooting incident at a residence in Abbotsford, B.C. Police were called to an apartment building on the 30400 block of Cardinal Avenue near Mount Lehman Road around 4 p.m. and located a deceased man within a single unit, Abbotsford Police Department said Monday. A male suspect was located at the scene, arrested, and remains in police custody. There is no ongoing risk to public safety and the investigation, now transferred to the Integrated Homicide Investigation Team, is still in its early stages. 'Our main goal is to unravel the circumstances to determine exactly what happened,' said Sgt. Paul Walker Monday evening, adding that the incident does not seem to be gang-related 'whatsoever.' Uncertainty remains as Dalhousie, union fail to reach contract agreement
Uncertainty remains about the start of the school year at Dalhousie University as the board of governors and the Dalhousie Faculty Association failed to reach a contract agreement during negotiation and conciliation efforts. The collective agreement for nearly 1,000 professors, instructors, librarians and professional counsellors at Nova Scotia's largest university expired on June 30. A last-ditch conciliation meeting was held Monday, but failed to see a resolution. The union will now bring the university's final offer to its membership for a vote. That vote will end on Aug. 21 at the earliest, though the deadline could be extended in order to give members more time to cast a ballot, said Dalhousie Faculty Association (DFA) president David Westwood. Either side must give 48 hours of notice before a strike or lockout begins. Westwood told CBC News in an email Tuesday that the DFA was assured a lockout would not occur this week, and the union says it will not call a strike in August. Classes are scheduled to begin on Sept. 2. Compensation key sticking point The two sides have reached an impasse over several key issues — most notably, compensation. The board has offered two per cent increases each year for three years, while the most recent union proposal has requested a seven per cent increase in the first year of the agreement and four per cent increases in each of the following two years. "The final offer is far below what we find acceptable in many ways, not just the fact that the cost of living adjustment is far below recent settlements in our sector," Westwood said in the statement. In an open letter to the DFA published Monday, university president Kim Brooks said the final offer "tries to balance fair compensation for faculty with our responsibility to ensure Dalhousie's long-term financial health." The statement says while the board's proposed wage increases are in line with current inflation rates, the university acknowledges they do not reflect the higher inflation rates of previous years. "We truly wish we could offer more," reads the letter. "Our priority with this offer is to protect core academic activity and minimize further significant layoffs in the years ahead. This is the most we can responsibly commit to at this time." The university recently passed an operating budget with a $20-million deficit for the coming year and has already told all faculties and units to reduce their budgets by one per cent and absorb any compensation increases. Proposed teaching rule change withdrawn Job security was another issue of concern to the faculty association, but the board withdrew a proposal that the union had objected to. The board wanted to change a clause that governs what percentage of teaching work must be done by DFA members rather than by sessional workers or administrators. Sessional workers are paid less and do not have the job security that DFA members have. Under the collective agreement that just expired, 90 per cent of teaching work must be done by DFA members, but the board wanted to reduce that to as low as 80 per cent. That proposal is no longer on the table. "We continue to believe Dalhousie must reimagine academic staffing models to meet changing needs, but it is in our collective best interests to face our current challenges together," reads the letter from Brooks. Last month, 85 per cent of eligible DFA members participated in a strike vote, with 91 per cent of those who cast a ballot voting in favour of a strike if an agreement is not reached. MORE TOP STORIES
