30 Cong MLAs suspended from Chhattisgarh assembly for a day for ruckus over DAP fertilizer supply
Due to the pandemonium during the discussion on the issue, the Speaker had to adjourn the House twice.
Raipur, Jul 17 (PTI) Thirty Congress members were suspended from the Chhattisgarh legislative assembly for a day on Thursday after they created an uproar, accusing the state government of failing to ensure adequate supply of diammonium phosphate (DAP) fertilizer.
In his reply, state Agriculture Minister Ramvichar Netam said that in the kharif crop season 2025, a target of 3,10,000 metric tonnes of DAP has been set by the Centre for the state.
A supply plan of 2,19,100 MT has been issued by the Union Ministry of Chemicals and Fertilizers from April to June 2025, against which 1,08,155 MT has been supplied till June 30, he said.
A total of 1,48,900 MT has been stored, including the savings stock of 40,746 MT, of the previous season (rabi 2024-25), he said.
The minister said that in the current kharif season, shortage in supply of DAP is being reflected against the supply plan issued till June 30.
Keeping this in view, alternative phosphatic fertilizers are being stored for farmers and it is being promoted for use among them, he added.
Patel further claimed that so far not up to 50 per cent of the total demand has been supplied, and asked about the quantities given to the cooperative societies and to the private sector.
The minister said, the departments concerned are in constant coordination with the central government to ensure the supply of DAP.
Till July 20, a total of 18,885 MT of the fertilizer will again be supplied to the state. On Thursday, 718 MT of it will reach Kharsia (the constituency represented by Umesh Patel), he said.
It is correct that there is a shortage of DAP in the state and the same condition persists even in the entire country due to global reasons. Keeping the same in view, nano DAP fertilizer is being promoted, he added.
Netam said, of the total DAP stock, 64 per cent has been given to the cooperative sector and the remaining 36 per cent to the private sector.
However, Congress members claimed that the fertilizer is available in the private sector and shopkeepers have been black marketing it and selling it at high prices taking advantage of the shortage in the cooperative societies.
Dissatisfied with the minister's reply, the opposition members created an uproar. Amid pandemonium the House was adjourned for five minutes.
After the business resumed, Congress members again raised the issue. Shouting slogans against the government, they trooped into the well of the House and were automatically suspended.
Speaker Raman Singh announced the suspension of 30 Congress MLAs, including Leader of Opposition Charan Das Mahant and former chief minister Bhupesh Baghel, and asked them to go outside the House.
However, Congress members remained in the well and continued sloganeering.
The total strength of the Congress in the 90-member Chhattisgarh assembly is 35.
Later, the Speaker again adjourned the House. After the proceedings resumed, the Speaker expressed displeasure and said even after his repeated requests to go outside the House, the suspended opposition MLAs violated the rules and remained in the well.
Singh said he was pained by their act and suspended them from the House for the day. PTI TKP NP

Seek nod to conduct Partition Day events, Kerala University colleges told
Thiruvananthapuram: Close on the heels of widespread protests against governor-chancellor Rajendra Arlekar 's directive to observe 'Partition Horrors Remembrance Day' in higher education institutions on Aug 14, Kerala University college development committee director in-charge sent a circular to affiliated colleges against organising programmes without the consent of 'appropriate authorities'. Committee director in-charge Biju V had on Monday shared with affiliated colleges a communication he received from the office of vice-chancellor regarding chancellor's directive to observe Aug 14 as Partition Horrors Remembrance Day. In the new communique to affiliated colleges on Tuesday, reportedly at govt's behest, Biju pointed out that chief minister openly declared Kerala govt's policy regarding the commemoration of Partition Horrors Day. "In this context, steps in this regard may be taken with the consent of appropriate authorities," Biju said. Later, the committee director expressed his wish to relinquish his charge and informed VC in-charge Mohanan Kunnummal about it. CPM and Congress functionaries came out against governor's efforts to observe Partition Horrors Day, an idea first mooted by Prime Minister Narendra Modi a few years ago. Student organisations and youth organisations of both CPM and Congress registered strong protests against the proposal and said they wouldn't let such observance be forced upon students on campuses. According to sources, Raj Bhavan sent a letter to all universities a month ago regarding the Aug 14 programme. However, universities acted upon the same only after Raj Bhavan reminded them. The college development committee director in-charge's decision to send a circular nullifying the directive he shared with affiliated colleges, on VC's instructions, underscores the depth of the anarchy prevailing in the university. While Kerala, Kannur and KTU vice-chancellors asked officials concerned to share the chancellor's directive with principals of affiliated colleges, other ad hoc VCs instructed registrars concerned to take further steps. Cusat VC issued a directive to organise a seminar on the subject. The chancellor asked VCs to organise seminars or theatre performances to observe Partition Horrors Remembrance Day. Ludhiana: Councillor alleges irregularities in vending zone relocation
Congress councillor from Ward 94, Bhupinder Kaur, has written to the ministry of housing and urban affairs, accusing the Ludhiana Municipal Corporation (MC) of misusing public funds in shifting a vending zone project from the West constituency to the North constituency. In her complaint, Kaur alleged that a ₹ 1.2-crore Smart City project sanctioned for Zone D was moved to Zone A without due approval. (HT Photo) In her complaint, Kaur alleged that a ₹1.2-crore Smart City project sanctioned for Zone D was moved to Zone A without due approval. She said work orders for the vending zone were issued on September 21, 2022, but the location was later changed in violation of rules. According to Kaur, the new site is unnecessary as a vegetable market already exists nearby. She claimed the relocation was done to benefit an acquaintance allegedly planning to set up an illegal slaughterhouse, and that the project is being built on a prohibited green belt. 'This is a clear misuse of Smart City funds. Public money is being spent on an unnecessary project at an unsuitable location, all for personal gain,' she stated, urging the ministry to stop construction and order an impartial inquiry. MC officials rejected the allegations, saying the project was relocated to provide more space for vendors and reduce congestion. 'The change was made in the interest of public convenience, and there is nothing unlawful about it,' said Shamlal Gupta, superintending engineer of the MC.
