Mutiara Line LRT large-scale construction to begin in Q4 2026, says MRT Corp

GEORGE TOWN: Large-scale construction of the Mutiara Line Light Rail Transit (LRT) project is set to begin in the fourth quarter (Q4) of 2026, said Mass Rapid Transit Corporation (MRT Corp) chief executive officer Datuk Mohd Zarif Hashim.
He said that based on current progress, the contractor will soon commence soil investigation work along the proposed LRT alignment, before finalising the design.
'Soil investigation had been done before, and the data already exists; this isn't entirely new. However, there may be certain conditions or locations which require updates by the contractor,' he said.
'This is because the previous soil investigation was conducted around 2018, which was some time ago. So now, the contractor needs to carry out a fresh round of soil investigation,' he told reporters at the Mutiara Line LRT's Aidilfitri Open House, here, today.
Also present were Chief Minister Chow Kon Yeow and state Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari.
Elaborating further, Mohd Zarif explained that the design must take into account the latest soil conditions, as well as existing underground utilities which may require relocation.
'So, naturally, some utilities along the road reserve will need to be relocated first. That process must happen as well. So, in terms of construction activity, you'll start to see signs, like small machinery moving in to begin utility relocation, within the next six months,' he said.
He said it is normal that during the initial years, projects like the LRT line follow an S-curve trajectory, where progress picks up significantly after reaching a certain critical stage.
'It won't be an immediate spike; progress will be gradual until sometime next year. The S-curve trajectory will likely become more visible around 2027 or 2028, where you can see the slope of the curve.
'By 2029, we'll likely hit the peak of the S-curve, and that brings us another two years until the end of 2031,' he said.
The 29.5 km Mutiara Line, featuring 21 stations, aims to boost connectivity across Penang Island and the mainland, easing congestion and improving access.
It will connect Penang South Reclamation's Island A with both Penang Sentral and Komtar Station in George Town, with trains running alternately on both routes, for wider coverage.

The Penang Chief Minister said he has instructed state housing and environment committee chairman Datuk Seri S. Sundarajoo to review the policy with developers to expand the discount to all buyers. He said the move will make it more inclusive and beneficial to all segments of society in line with the principle of social justice. 'Some of the views received suggested that such a discount should also be offered to all buyers to revitalise the property sector, especially in relation to the sale of unsold new property units,' he said in a statement yesterday. The state executive council, Chow said, would study the matter and make an appropriate decision in the interest of all parties. On Thursday, Sundarajoo told reporters that from June 1 until May 31 next year, developers would be encouraged to offer Indian Muslims who are first-time homebuyers a 5% discount under the Madani Home Ownership Campaign. On Saturday, he issued a formal statement on the matter but about an hour later, Penang DAP chairman Steven Sim announced that Chow agreed to suspend the discount offer pending the review. The initial policy announced by the state government was criticised by MCA, which described it as racially divisive. State MCA secretary Yeoh Chin Kah questioned why the Penang government could not base its housing policy on economic status rather than race and religion, expressing confusion that DAP, a party advocating for a 'Malaysian Malaysia', would introduce such a racially framed initiative. 'The people of Penang cannot accept this policy and condemn it for dividing the races,' he said.

PETALING JAYA: Econpile Holdings Bhd , which has secured its first contract for the Penang light rail transit (LRT) Mutiara Line, is poised to win more jobs as the RM10bil project gains momentum, analysts say. On June 5, Econpile announced it was awarded a RM42.8mil bored piling sub-package spanning three stations – from East Jelutong to Gelugor – out of the total 21 stations. The works are scheduled to begin on Aug 1, 2025 and end on Oct 31, 2027. CGS International (CGSI) Research said the win validated its view that the Penang LRT is progressing as planned, with full-scale construction expected to begin in the fourth quarter of 2025 (4Q25). 'For the broader construction sector, we think this win validates our thesis that the Penang LRT Mutiara Line is progressing as planned and construction works should be in full swing in 4Q25. 'This is likely to benefit Gamuda Bhd , as we expect it to be contracted for more work for the Penang LRT, amounting to an additional RM3bil on top of its initial contract value of RM5bil,' it said. Other potential beneficiaries include Malayan Cement Bhd , HSS Engineers Bhd , IJM Corp Bhd and Sunway Construction Group Bhd . CGSI Research said Econpile's year-to-date new order wins now total RM333mil, with an order book of RM487mil as at June 2025. The group is aiming for RM400mil to RM450mil in new jobs for its financial year ending Dec 31, 2025 (FY25), in line with last year's performance. 'We expect gross profit margins for the Penang LRT bored piling contract to be about 10%-15%, higher than the recent piling projects for property development it won over the past one year,' it said, adding that Econpile's performance should improve in 4Q25. CGSI Research maintained its 'add' rating and 46 sen target price, citing Econpile's strong presence in infrastructure projects and the largest fleet of bored piles in Malaysia. Meanwhile, CIMB Securities Research said the sub-package forms part of the larger package for which the Gamuda-led SRS Consortium Sdn Bhd – comprising Gamuda (60%), Ideal Property Development Sdn Bhd (20%) and Loh Phoy Yen Holdings Sdn Bhd (20%) – is the principal civil works contractor. Mass Rapid Transit Corp Sdn Bhd is the project developer and asset owner of the Mutiara Line. 'Having secured the first major piling contract under the Penang LRT Mutiara line, the group is well-placed to bid for a larger piling-related job that is coming up,' CIMB Research said. It kept its 'buy' rating and 38 sen target price, pegging the stock at 19 times 2026 core earnings per share of 1.9 sen.
