A spirited debate is playing out in Washington, D.C., over what the government should tell Americans about spirits.
Federal dietary guidelines are getting an update this year, including guidance on how much alcohol Americans can safely drink. The current guidelines suggest a daily limit of two drinks for men, one for women.
The alcohol industry wants that language preserved. But alcohol safety groups, joined by many researchers, say the guidance is bad advice. Both sides are attacking the science behind a pair of reports prepared to help federal regulators craft new guidelines. February 14 is the last day for public comment.
'I personally subscribe to the view that the guidelines are outdated and too high, and the evidence doesn't support them,' said Tim Stockwell, a scientist at the Canadian Institute for Substance Use Research.
Stockwell points to Canada's new alcohol guidelines, which suggest a healthy limit of two drinks a week. Other voices suggest a more moderate fix: Change America's guidelines to recommend no more than one drink a day for anyone, regardless of gender.

Alcohol industry leaders would rather let the old guidance stand.
'I don't think the science is there for changing the number from two to one,' said Laura Catena, a winemaker, physician and author. Catena says the current guidelines, read as a whole, are 'fantastic.'
Are 'two drinks a day' too many?
The full Dietary Guidelines for Americans on alcohol, which few Americans read, offer abundant cautions. Drinking more alcohol raises your risk of dying from drink, the guidelines say. Even if you follow the one drink/two drinks limit, they state, you face a potentially higher risk of cancer and other diseases.
'The government's not recommending that you drink two drinks a day,' said Michael Kaiser, executive vice president of WineAmerica, an industry trade group. 'If you look at the guidelines themselves, they also say, if you don't drink, don't start.'
Americans are getting mixed signals on the dangers of drinking. Not long ago, scientists widely believed moderate drinking conferred health benefits. That view has soured in recent years, and many researchers have drifted toward the view that no amount of alcohol is safe.
'We're all relearning what we know about alcohol,' said Mike Marshall, CEO of the U.S. Alcohol Policy Alliance, an alcohol safety group.
Marshall cites a statistic from one of two reports prepared to shape the federal guidelines, written by the Interagency Coordinating Committee on the Prevention of Underage Drinking.
According to that report, if you down two drinks a day, following the current guidelines for men, there's a 1 in 25 lifetime chance you will die an alcohol-related death.
'That's crazy, right?' Marshall said. 'I think that really brings home why we have to change the guidelines.'
Health risks rise from one to two drinks a day
The study, published last month, assesses the risk of dying from alcohol at one and two drinks a day. At one drink a day, the risk is infinitesimal: A roughly one in 1,000 chance of alcohol-related death.
At two drinks a day, the lifetime risk rises to about one in 25. The largest single peril is not disease, the study says, but 'unintentional injuries,' such as falling down stairs while intoxicated. There's a smaller risk of alcohol-related cancer and cirrhosis – and a small benefit, in reduced risk of cardiovascular disease. The heart benefit diminishes, and other disease risks rise, with heavier drinking.
'Below a drink a day, the risks seem to be small, if any,' said William Kerr, senior scientist at the nonprofit Alcohol Research Group. 'Above that, things start to go up steeply.'
Kerr favors changing the federal guidelines to advise no more than one drink a day for anyone.
The second report, released in December by the National Academies of Sciences, Engineering and Medicine, caused a stir in the research and temperance communities. The report emphasized the benefits of moderate drinking, while seeming to downplay the risks. Among its conclusions: 'compared with never consuming alcohol, moderate alcohol consumption is associated with lower all-cause mortality.'
Both reports will influence the dietary guidance on alcohol. Advocates of temperance have attacked the more positive report, while the alcohol industry assailed the more critical one.
Biden, Trump may have different alcohol messages
Complicating matters, in January, the Biden Administration weighed in with a surgeon general's advisory that tagged alcohol as 'a leading preventable cause of cancer,' contributing to roughly 20,000 deaths a year.
(Smoking, by comparison, was once estimated to cause more than 160,000 cancer deaths a year.)
But a lot has changed in the month since that surgeon general's report. The nation has (or will soon have) a new president, health secretary and surgeon general. And what advice they might offer the public on the hazards of drinking is anyone's guess.
Donald Trump reportedly does not drink. Neither does Robert F. Kennedy Jr., the new secretary of health and human services.
Kennedy 'does not drink alcohol because of the huge consequences it's had for him and his family, so he's conscious of this,' said Marshall of the Alcohol Policy Alliance. 'He works for a president who doesn't drink, either, and who has often said that alcohol is not good for you.' Those facts would suggest 'that the climate is somewhat favorable to government doing the right thing,' he said.
On the other hand, the Trump administration seems intent on less government regulation, rather than more. Following that impulse, the administration might elect to remove alcohol from the dietary guidelines altogether, said Catena, the winemaker.
'It remains to be seen what the new administration does with any of this stuff,' said Kaiser, of WineAmerica.
The new guidelines are scheduled for release by the end of 2025, said Andrew G. Nixon, spokesman for the Department of Health and Human Services.
Only then will we know if the alcohol industry, the research community or alcohol safety groups will have anything to toast.

It's the tapas of the town. Restaurants across New York City are increasingly adding single, flavor-packed bites to their menus to accommodate customers with shrinking appetites due to weight-loss medications such as Ozempic, Wegovy and Mounjaro. According to some surveys, as many as 1 in 8 Americans have tried the drugs. People come in and 'they're not shy about saying they're on Ozempic,' said Max Tucci, the restaurateur behind the buzzy Tucci in NoHo. To better serve such guests, the Italian restaurant recently started offering its caviar-topped arancini in a single portion for $12 — instead of the usual three arancini for $34. 4 Tucci offers an individual serving of its arancini for diners with smaller appetites. People come in and 'they're not shy about saying they're on Ozempic,' said restaurateur Max Tucci. Emmy Park for NY Post Guests can also order a single meatball for $10, instead of the usual $27 portion, which includes three of the signature item, featuring manchego cheese and a Calabrian chili marinara. 'If more people are going through this and they're experiencing this, and their appetites are suppressed, then let's offer them something sweet and simple,' Tucci told The Post of his motivation. It's a win for the restaurant, he added, because it results in less food waste. Clinton Hall, a beer-and-burger joint with several locations in Manhattan and one in the Bronx, is known for its hearty offerings, such as 'The CH Challenge' — a 20-ounce beef patty dressed with bacon, cheese, chicken tenders, crispy onion rings and more for $50. But, it recently introduced a Teeny Weeny Mini Meal for summer that features two 1-ounce beef patties and baby buns. '[Diners are] being a little bit more conscious about their intake,' Clinton Hall's culinary marketing director Gregory Mecane told The Post. This is a playful way 'to serve bold flavor in portions that reflect more and more adults' shrinking appetites.' Other restaurants aren't altering their menus, but they're finding that diners have a bigger appetite for small, luxurious bites. Customers want bold flavor without the food coma. At The Noortwyck in the West Village, an appetizer featuring a single hash brown topped with caviar and crème fraîche for $22 has long been on the menu. Owner Howard Chang said they've 'noticed people are eating less' perhaps due to weight-loss drugs. He added they're happy to offer single portions of ala carte dishes, such as a squash blossom stuffed with New Caledonian blue prawn and saffron rice. Since it opened in early 2024, the upscale fried chicken joint Coqodaq has been famed for offering a singular chicken nugget topped with Golden Daurenki caviar for $28. At Crevette, an elegant, rose-hued Mediterranean restaurant that opened in the West Village earlier this year from the team behind Dame, the menu is heavy on raw bar offerings. However, there's no three-tiered seafood tower on offer but rather a large assortment of single, thoughtfully conceived bites, such as a chilled mussel with salsa brava for $2 or an individual razor clam with parsley and cucumber for $12. 4 At Coqodaq, the caviar-topped chicken nuggets pack a lot of luxury and flavor into a small package. No sweat, no sneakers, no standing. The latest wellness craze skips the squats and goes straight to the floor. 'Adult tummy time' is taking the internet by storm, with fans claiming the face-down position helps fix posture and fends off the modern-day menace known as tech neck. The Post spoke with three physical therapists to find out if this trend is a back-saving breakthrough — or just another pain in the neck. Here's everything you need to know before hitting the ground. 6 Videos touting 'adult tummy time' on TikTok have racked up millions of views. bnenin – What is tech neck? Turns out all that scrolling, typing and slouching comes at a cost. 'Tech neck is a term used to describe the neck pain, stiffness and discomfort that results from prolonged periods of looking down at electronic devices like smartphones, tablets or laptops,' said Caitlin Reid, clinical director at Spear Physical Therapy. It's often the result of poor posture, when the head leans forward and the neck has to support its weight for an extended period of time, Reid explained. And that's no small task. 'Ten pounds of weight is added to the cervical spine for every inch that the neck is tilted forward,' said Dr. James Higgins, a physical therapist and partner at Integrative Physical Therapy of NYC. 6 Studies suggest that 20% of Americans have experienced neck pain. insta_photos – He said more patients are coming into his practice with symptoms of tech neck, especially office workers. While it's tough to pin down exactly how many Americans are affected, studies indicate that 73% of university students and 65% of people who work from home have neck or back pain. 'If left unaddressed, tech neck can lead to chronic neck pain, headaches, muscle imbalances, nerve compression and disc degeneration,' Reid warned. What is 'adult tummy time'? If you've ever spent time with a baby, you've probably seen this move in action. ''Tummy time' for infants is a critical activity that supports several key physical and cognitive milestones,' Reid said. It helps strengthen neck, core and upper body muscles, prevents flat head syndrome and supports hand-eye coordination and motor skills, she explained. 6 'Tummy time' can help strengthen the neck, shoulders and back muscles. Svitlana – For adults, the move is all about counteracting poor posture. ''Adult tummy time' requires the participant to extend the neck and lower back, reversing the poor postural position of a flexed neck and lower back,' Higgins explained. 'The reversal decreases pain and provides relief to the neck and lower back joints.' Does it actually work? 'As a physical therapist, I see value in this position because it helps counteract forward head and rounded posture by stretching the front of the body, improving spinal extension and strengthening the muscles that support the shoulders and neck,' said Dr. Morgan Severe, an orthopedic clinical specialist at the Hospital for Special Surgery at Naples Comprehensive Health. Reid said even 10 minutes a day can help prevent tech neck — and ease the aches that come with it. 6 Neck pain, especially among young adults, is on the rise. shintartanya – ''Tummy time' can relieve neck and lower back pain for patients who are suffering from postural syndromes, strain and cervical or lumbar disc displacement injuries such as herniations and protrusions,' Higgins added. Proceed with caution While 'adult tummy time' is a widely accessible move, it's not for everyone. ''Tummy time' would not be appropriate for individuals diagnosed with cervical or lumbar stenosis, spondylosis and osteoarthritis,' Higgins warned. 'In these cases, extension-based movements such as 'tummy time' would most likely exacerbate their symptoms,' he continued. Reid said others should be cautious too, such as those with serious back or neck pain, recent abdominal or cardiac surgeries, severe breathing problems and women near the end of their pregnancy. 6 Pregnant women should talk to their doctor before trying 'tummy time.' Prostock-studio – 'It's important that the position feels comfortable and doesn't cause pain, such as in the lower back,' Severe said. 'If it does, I recommend speaking with a licensed healthcare provider for modifications.' 'Tummy time' tips To do the move, find a firm spot such as the floor or a yoga mat. Avoid soft surfaces like beds or couches. 'For proper positioning, lay face down on your elbows,' Higgins said. 'Make sure your elbows are positioned directly underneath your shoulders. Look straight ahead and relax your lower back.' Begin with five to 10 minutes in the position. Stop immediately if you experience sharp or shooting pain in your neck, shoulders or back, feel lightheaded, have difficulty breathing, notice numbness or tingling in your hands or arms or cannot maintain proper posture, Higgins said. Don't want to get on the floor? You've got options If you're not ready to hit the carpet, there are plenty of other moves you can try to tackle tech neck. 6 Strengthening neck, shoulder and back muscles is important for babies, seniors and everyone in between. WavebreakMediaMicro – 'Commonly used strategies for addressing tech neck and poor posture include strengthening of the postural muscles in the neck, shoulders and upper back as well as stretching of the tight muscles in the shoulders, chest and back of neck caused by poor posture,' Reid shared. Think neck and shoulder rolls, arm circles, wall push-ups and yoga poses like downward dog or cat-cow. Higgins agreed. 'When we slouch our shoulders forward, our neck will tilt forward as well,' he said. 'Through strengthening our upper back/scapular muscles, we keep our shoulders retracted and, in return, our neck stays in a neutral, pain-free position.' The most important part of all is simple — move. 'Ultimately, our bodies aren't designed to stay in one position for too long,' Severe said. 'Frequent movement breaks and posture changes throughout the day, alongside an active lifestyle, are key to long-term musculoskeletal health.'
