Plans to tackle IOM's key housing issues unveiled

Social housing, building new homes, and developing existing sites on the Isle of Man are among the priorities outlined in the government's plans to create a new housing association.
Proposals for a separate organisation to tackle housing challenges have been set out in a report ahead of a statement in Tynwald on Tuesday.
The government-commissioned study looked into the feasibility of moving housing responsibilities away from the Department of Infrastructure (DOI).
One of the report's recommendations said: "A new, not-for-profit, housing entity will take on the landlord functions currently managed by the DOI."
A government spokeswoman said "improving the affordability and availability of housing" was a "strategic priority" of the Island Plan.
That document, first published in 2022, is updated annually and sets out various targets designed to grow the Manx economy.
The report outlined a number of challenges currently facing the island, including "ageing housing stock with physical defects" and "bureaucratic hurdles" in accessing funding.
To address these more effectively, the report recommends taking a number of responsibilities away from government and moving them to be under the proposed new association.
These include the management and ownership of housing stock, housing development, and homelessness support services.
The report said the new association would "have responsibility for developing feasible social and affordable housing solutions for Isle of Man residents, including suitable housing for key workers, and homelessness prevention activities".
However, the government would still retain several responsibilities, including rent setting, policy and strategy, housing needs and market assessments, as well as overseeing the new association.
The report follows a three-month consultation which cost £79,290.

Publishing the costs of a contract with an education review provider could reduce the government's ability to get "best value for money" in future, the education minister has said. Daphne Caine has defended her department's decision not to release the amount paid to external validators Etio in response to a Tynwald question for written answer. She told the House of Keys that as her department was in the second of a three year contract with the firm it was "not in the public interest" to release the information. But MHK Lawrie Hooper said the costs were "routinely made available by the UK in relation to the exact company and the services they provide". Hooper said the rationale was "nonsense", and said based on figures released by the UK government indicated the Manx services would "probably cost between £150,000 and £250,000". Cain suggested she could share the figure confidentially with the Public Accounts Committee. During Tuesday's sitting, Kate Lord-Brennan called for the minister to provide a cost range for the report, arguing releasing the information was about "education delivery, standards, and public money, not about Etio". Chris Thomas MHK said it was "unusual" not to share the costs even when a contract was live, and noted that Treasury had published the terms of contracts in the past. Concerns were also raised by Julie Edge MHK, who said she did not understand why there was "so much resistance when it is such an important piece of work for our schools". Tim Glover MHK questioned how released the figure confidentially would restore and maintain public confidence. Caine said it was not in the public interest if it "breached" commercial confidentiality, and the competitiveness of future bids was "compromised". She said the department would "likely" go out for tender in the next six months, and sharing the cost could limit the "commercial competitiveness so that all bids come in within a ball park". That was "not serving the best interest of the Isle of Man community", she said. Despite the downgrade, India is still expected to remain the fastest-growing major economy, according to the Bank's latest Global Economic Prospects report released Tuesday. The revised outlook reflects growing concerns about global economic headwinds. "India is projected to maintain the fastest growth rate among the world's largest economies, at 6.3 per cent in FY25-26," the report said. However, it noted that exports are dampened by weaker activity in key trading partners and rising global trade barriers, leading to the downgrade. The broader context is one of global slowdown. The report projects global GDP growth to decelerate to 2.3 per cent in 2025, the slowest pace since 2008 outside of formal recessions. Heightened trade tensions and policy uncertainty are expected to drive global growth down this year. Growth forecasts have been cut for nearly 70 per cent of countries, spanning all regions and income levels. In South Asia, growth is already showing signs of fatigue. Following a lower-than-expected 6 per cent growth in 2024, the region's economy is forecast to slow to 5.8 per cent in 2025, with trade barriers, investor unease, and financial volatility dampening momentum. The World Bank noted that activity in South Asia is decelerating amid rising global trade barriers, heightened policy uncertainty, and financial market volatility. India's current economic performance has been uneven. While construction and services remained steady, and agricultural output rebounded after droughts, industrial output growth has slowed. Investment growth is also projected to weaken in the coming fiscal year, driven in part by surging global policy uncertainty. Still, the medium-term outlook remains cautiously optimistic. Growth is expected to recover to 6.6 per cent in FY26-27 and FY2027-28, helped by a strong services sector and a potential rebound in exports. However, the projection for FY26-27 has also been revised slightly downward to 6.5 per cent, 0.2 percentage point below earlier estimates. The report emphasizes that while a global recession is unlikely, the decade may still end with the weakest seven-year growth stretch since the 1960s. To counter the drag from rising trade frictions, it advises developing nations to diversify trade relationships and strengthen fiscal policies focused on vulnerable populations.
