Will removing fluoridation reduce your water bill? Here's what cities say
SALT LAKE CITY (ABC4) — Utah's proposed ban on fluoridation has begun to send ripples throughout Utah as cities, towns, and water districts are anticipating the governor's signature on the proposed measure.
— or Fluoride Amendments — was passed by the state legislature and sent to the governor in what will be the nation's first ban on water fluoridation. During an interview with Inside Utah Politics, the governor indicated to ABC4.com that he intends to sign the measure into law.
While the ban was being discussed in the legislature, lawmakers spoke about the savings residents and cities will see once fluoridation stops. Sen. Kirk Cullimore (R-Utah County), the bill's Senate sponsor, told law makers during a debate on Feb. 20 that one of the reasons for the bill was to '[reduce] unnecessary costs' for people.

However, how much money will residents actually save on their water bills if fluoridation is banned? The answer — not that much. However, the question is a little more complicated than a water bill. Fluoridation has effects on city budgets as well and its elimination can help save money on those budgets. We spoke to several water districts and cities, and this is what they told us.
When it comes to your monthly water bill, fluoridation isn't a major contributor to your bottom line. Cities like Riverton, South Jordan, and West Jordan import their water from other sources and only maintain the infrastructure that gets the water to your faucet. In situations like this, cities don't need to fluoridate and just need to test the water to see if it's up to the recommended 0.7 milligrams per liter.
Of the eight towns and water districts ABC4.com was able to reach in Salt Lake County, six said that costs wouldn't change. Water Pros INC, who supply a majority of the water in Draper, said that residents could see 'less than 90 cents per month' in savings as a result of the ban.
Sandy City told ABC4.com that residents might see an initial increase in their bills as a result of removing their water fluoridation systems. This is due to the leftover fluoride they will have to dispose of, along with removing the infrastructure used to fluoridate the water. However, Sandy City also said that residents would see savings in the long term after these systems were removed — which brings us to the other side of the coin.
Cities and water districts will see larger savings on account of the ban than residents will, however, there will be initial costs before those savings will be realized.
Sandy City told ABC4.com that they do not know how much it will cost the city to remove their current fluoridation infrastructure, and to dispose of the fluoride they currently have on hand. According to the city, it costs $53,600 to add fluoride into the city's water supply. Of that amount, $21,840 goes to an employee to monitor the systems, $28,200 to maintain it, and $3,600 for the computer systems that add fluoride into the water.
With the fluoridation ban, the city will no longer have to pay that amount, along with no longer needing to run tests to make sure the levels are up to standard. This would be consistent for any city or district that fluoridates their water. They will also no longer have to purchase the fluoride, which begs another question: Where will the fluoride that cities and districts have on hand go?
Jordan Valley Water Conservancy District, a water district that supplies the water to several cities in Salt Lake County, shared with ABC4.com that it hopes to use up its supply before the May 7 deadline goes into effect.
'Jordan Valley Water anticipates it will use about 90% of its remaining fluoride supply by the time the law takes effect in early May,' a spokesperson for JVWCD said in a statement. 'I don't have the exact costs for the disposal of the remaining fluoride, but it will be minimal compared to our operating budget.'
Fluoride stock left on hand cannot be resold or given off. According to Teresa Gray, resell isn't viable when dealing with remaining fluoride, saying that it's 'not really a viable option.''We have them at our wells throughout our distribution system,' Grey told ABC4.com. 'And so, part of that cost that we need to look into is what is the transportation cost going to be?'
According to JVWCD, they currently have 7,500-10,000 gallons of fluoride on hand, and they hope to have 1,500 gallons by May 1st. Before the ban, the district would typically order between 7-10 days before they needed to use the fluoride, however that varies depending on the time of year.
The cost of fluoride varies. According to JVWCD, their typical purchase ranges from $3.63 to $9.40 per gallon. So, if 1,500 gallons of fluoride remained by the May 7 deadline, the district could face a loss between $5,445 to $14,100. This cost can vary for each township or district depending on supply on hand and how much is used by the deadline. Midvale, for example, expects to have less than 500 gallons on hand by the May 7 deadline.

'Sadly, certain companies in the gun industry have known about this issue for decades and have done nothing meaningful to address it,' Gabriel said. 'This common-sense legislation will ensure that the gun industry is held accountable and that we're doing everything we possibly can to protect our communities from mass shootings.' AB 1127 is supported by organizations like Moms Demand Action for Gun Sense in America, Everytown for Gun Safety Action Fund, and Voices for Progress. However, other groups such as the National Association for Gun Rights and Gun Owners of California Inc. are in opposition. 'AB 1127 is a blatant attack on your right to own one of the most common self-defense firearms in America,' Gun Owners of California said on social media before the bill passed through the Assembly. 'This bill targets semiautomatic pistols used by millions of law-abiding gun owners—and it's being pushed under the false pretense of 'safety'.' 13th measles case of 2025 in the state confirmed in Woodland
( — The 13th California measles case of this year was confirmed in Woodland on Friday afternoon by the Yolo County Health and Human Services, according to the Office of the County of Yolo. Their vaccination status is unknown. 'Prior to two cases reported in 2024 among Yolo County residents who traveled internationally, the county had not seen a measles case since 2015,' officials said. Officials confirm there are no additional local cases that have been identified thus far, but acknowledge the measles that was detected in wastewater samples collected from the Sacramento Regional Wastewater Treatment Plant in mid-May and early June. 'Only a small portion of the wastewater processed at the plant originates from West Sacramento,' officials said. 'Although the June detections may be linked to this individual, the May wastewater detections cannot be.' The source of the earlier detections is being investigated. Officials said it is possible that another unknown person with measles was in the area. The county informs the community that the person visited the Sutter Davis Hospital while infectious and may have exposed patients, visitors and healthcare providers. Precautions to take to avoid dangers from the summer heat The hospital identified patients and staff who may have been exposed and is notifying them. Meanwhile, officials said the hospital took all the necessary safety precautions and notified Yolo County Public Health once measles was suspected. Visitors present at the time the patient was at the hospital, however, have not been identified. Anyone who was at the hospital during the following days and hours is asked to contact Yolo County Public Health's Communicable Disease Program at 530-666-8670. Yolo County Public Health said the person visited Sutter Davis Hospital, Emergency Department, 2000 Sutter Place in Davis on: May 31-June 1, between 10:12 p.m. and 1:42 a.m. June 2, between 2:42 p.m. and 1:23 a.m. 'This case of measles in our community is a good reminder that while international travelers and those traveling to outbreak areas within the U.S. are at highest risk of measles, residents can also encounter measles during travel to non-outbreak areas or even within our local community,' said Dr. Aimee Sisson, Yolo County Public Health Officer. 'It is important to check your measles vaccination status to make sure you are protected against measles infection.' Officials said vaccinations against measles fell globally during the pandemic, and the disease surged throughout the nation. The county reminds the community that measles can be prevented with a measles, mumps, and rubella vaccine (MMR), or a measles, mumps, rubella, and varicella vaccine (MMRV). The symptoms of measles begin eight to 10 days after exposure and typically start with a fever, cough, red and watery eyes and a runny nose. The person infected will then experience a rash that starts from the head and spreads downwards, three to five days after the initial symptoms. 'Measles can result in serious complications and even death for young children and vulnerable adults,' said the county. Highland approves golf carts on 25 mph city roads
HIGHLAND, Utah (ABC4) — Golf carts are now conditionally allowed on Highland streets after the city council voted on an ordinance Tuesday. Four out of five councilmembers voted in favor of allowing golf carts on 25 mph roads in Highland, with Councilmember Scott Smith objecting due to safety concerns. The ordinance passed with a few restrictions, namely that golf carts are only allowed on city roads with speed limits of 25 mph and under, drivers must be at least 18 years of age, and no driving after dark. Utah House Majority leader resigns to take new role in Governor's Office The council also added penalties for cart owners who allow minors to drive a golf cart on city roads. Penalties would also be given to those who drive under the influence. The council's debate was between personal liberty and safety, with concerns centered around children on laps and speeding vehicles on the same roads as carts. 'The problem is we have neighborhood after neighborhood come in here complain about speeding, so no one follows the 25 mph,' Smith said. 'I just think we've got to be really careful because they're going to be competing at a lower rate with cars that are going 25 plus … So what street is really safe is my question.' Councilmembers in favor of the ordinance argued that this is 'a desire of our residents,' with many community members expressing interest in driving golf carts to visit neighbors or go to church and parks. Councilmember Ron Campbell said in his argument for the ordinance. Smith, who is a physician, said he is 'very concerned' about safety issues and isn't against liberty just because he thinks this is an 'act of foolishness.' Ultimately, Smith said he would support what the majority votes for. The council decided to pass the ordinance and look at it after some time to see if changes needed to be made to the regulations.
