North Korea's Kim Yo Jong says South Korea has 'dual personality'
South Korea and its ally the United States kicked off joint military drills this week, including testing an upgraded response to heightened North Korean nuclear threats.
Pyongyang regularly criticises such drills as rehearsals for invasion and sometimes responds with weapons tests, but Seoul and Washington say they are purely defensive.
Since entering office in June, Lee's government has sought to improve relations between the neighbours which are still technically at war following their 1950-1953 conflict, though top North Korean officials have been quoted by state media dismissing overtures made by the South's liberal president.
Lee this week ordered his cabinet to prepare a partial step-by-step implementation of existing agreements with North Korea, and South Korea has begun removing loudspeakers that had been blaring anti-North Korea broadcasts along the border.
"Lee Jae Myung is not that man to change this flow of history" of confrontational ambition, Kim said, adding "the (South Korean) government continues to speak rambling pretence about peace and improving relations in order to lay the blame on us for inter-Korean relations never returning again," according to KCNA.
The remarks follow North Korean leader Kim Jong Un's statements, carried by KCNA on Tuesday, which called U.S.-South Korea military exercises an "obvious expression of their will to provoke war" and underscored his country's need to rapidly expand its nuclear armament.

The current fighting is the most intense in years and culminated earlier this year when M23 rebels captured major cities in the east of the country for the first time in more than a decade. The group took control of Goma and Bukavu, along with a dozen smaller towns, earlier this year and has consolidated its hold by appointing loyalists to senior administrative positions. The draft peace deal — whose authenticity was confirmed to AP by M23 — would be the culmination of a U.S. sponsored attempt at peace that began with a signing ceremony between Congo and Rwanda in Washington last month. In statements on Tuesday, the Congolese government and M23 accused each other of violating the ceasefire. The accusations come after a deadline for a peace deal set for Monday expired. The M23 rebel group is the most prominent armed group in the conflict, and its major advance early this year left bodies on the streets. With 7 million people displaced in Congo, the United Nations has called it 'one of the most protracted, complex, serious humanitarian crises on Earth.'

Trump takes revenge on pro-transgender K-12 schools with most brutal punishment yet
The Trump administration is seeking to punish some school districts for supporting transgender students. Five schools in northern Virginia may lose all federal funding for rejecting an agreement with the Department of Education to terminate pro-transgender policies. The department announced Tuesday that school districts for Alexandria City, Arlington County, Fairfax County, Loudoun County and Prince William County have been placed on high-risk status. These schools earned the wrath of Trump because they have not reformed policies allowing transgender students to use restrooms and locker rooms that correlate to their gender identity. The department is reportedly seeking to suspend $50 million in federal funding to these school districts over alleged civil rights violations, according to Politico. Since the election, Trump has vocally opposed transgender inclusivity policies at federally funded institutions, including K-12 schools and universities. On his first day in office Trump signed an executive order requiring federal departments to define gender based on sex. Trump Education Secretary Linda McMahon is leading the charge on this effort after these school districts rejected their policies for dealing with transgenderism. 'States and school districts cannot openly violate federal law while simultaneously receiving federal funding with no additional scrutiny,' said McMahon in a statement. 'The Northern Virginia School Divisions that are choosing to abide by woke gender ideology in place of federal law must now prove they are using every single federal dollar for a legal purpose.' The agency accused school districts of violating Title IX for signing their proposed resolution by the August 15 deadline. However, the districts under fire claim they are not in violation of Title IX – an education law meant to stop schools from sex discrimination. Loudoun County Public Schools spokesperson Dan Adams said the school district does not believe it has violated Title IX. 'LCPS disputes that we have engaged in activity that would warrant being characterized as a 'high-risk' grantee and will consider appropriate next steps,' said a spokesperson for Loudon County Public Schools in a statement to Politico. 'Moreover, LCPS will continue to expend federal funds consistent with federal law and remains committed to its mission of empowering all students to make meaningful contributions to the world.' However, an official with Prince William County Public Schools claimed it has 'not yet received any official notice from the Department of Education.' The Education Department's actions are in line with the administration's latest attacks against D.C. area institutions. Trump has launched a massive crime crackdown on the capital with the National Guard and took over the city's John F. Kennedy Center for the Performing Arts after firing the entire board. More recently, Trump's White House has gone after the Smithsonian Institution for being too 'woke.'
