WHO says Israeli forces attacked its Gaza facilities and detained staff
The UN agency said its staff accommodation was struck three times, causing a fire and significant damage.
"Israeli military entered the premises, forcing women and children to evacuate on foot towards Al-Mawasi amid active conflict. Male staff and family members were handcuffed, stripped, interrogated on the spot, and screened at gunpoint,' WHO said.
Two agency personnel and two family members were detained during the raid. According to WHO chief Dr Tedros Adhanom Ghebreyesus, three were later released while one staff member remained in Israeli custody.
'WHO demands the immediate release of the detained staff and protection of all its staff,' Dr Tedros said.
The UN agency said its main warehouse in Deir al-Balah, located within an Israeli-declared evacuation zone, was damaged in a separate strike on Sunday, triggering explosions and a fire inside the facility. The Israeli military is yet to respond to these allegations by WHO.
The UN agency vowed to continue and expand its operations in the area, a critical centre of humanitarian aid distribution during more than 21 months of war.
Deir al-Balah is densely packed with Palestinians displaced by Israeli bombardment and evacuation orders.
Israeli tanks entered the city's southern and eastern neighbourhoods on Monday for the first time since the conflict began.
Tank shelling in the city hit homes and mosques, killing at least three people and injuring several more, according to medics. Gunfire was reportedly heard throughout the day and thousands of people fled on foot or using donkey carts, eyewitnesses said.
More than 25 countries, including the UK, France, Canada, Japan and Australia, issued a joint statement on Monday urging an immediate end to the war. The signatories criticised Israel's restriction of aid, describing it as 'dangerous' and a violation of international humanitarian law.
'The Israeli government's denial of essential humanitarian assistance to the civilian population is unacceptable,' they said. 'Israel must comply with its obligations under international humanitarian law.'
Israel's foreign ministry rejected the statement, saying it was "disconnected from reality and sends the wrong message to Hamas'.
US ambassador to Israel, Mike Huckabee, also rejected the statement from many of Washington's closest allies, denouncing it as "disgusting" in a post on X and saying they should instead pressure the "savages of Hamas'.
The broader Israeli assault across Gaza left at least 130 Palestinians dead and over 1,000 wounded over the past 24 hours, Gaza's Hamas-run health ministry said on Monday.
The cumulative death toll from Israel's war on the besieged territory exceeded 59,000, with widespread destruction of infrastructure and displacement of people.
Israel launched a ground and air assault on Gaza after nearly 1,200 civilians and soldiers were killed and 251 taken hostage during a Hamas attack on 7 October 2023.
The UN's top humanitarian officials have raised the alarm over a collapsing healthcare system and rising malnutrition in Gaza due to the Israeli war and siege, particularly among children.
WHO said Gaza's health sector was 'on its knees' amid critical shortages of fuel, medicines, and medical equipment.
UN spokesperson Stéphane Dujarric confirmed two UN guesthouses were also hit in the latest Israeli strikes, despite all parties being informed of their protected status.
'These locations – as with all civilian sites – must be protected, regardless of evacuation orders,' he said.
UN secretary general António Guterres expressed deep concern over what he called an accelerating breakdown of humanitarian conditions. 'The last lifelines keeping people alive are collapsing,' he said, according to the spokesman.
The head of the UN humanitarian office in Gaza, Jonathan Whittall, who Israel said would not have his visa renewed, described the situation as 'conditions of death', calling the suffering preventable and 'intentional'.
'Israel has the obligation to allow and facilitate by all the means at its disposal the humanitarian relief provided by the United Nations and by other humanitarian organizations,' he said.

Dutch to ban far-right Israeli ministers over Gaza
The Netherlands will ban two far-right Israeli ministers from entering the country, in the latest European response to the rapidly deteriorating situation in Gaza, the country's foreign minister said. The ban and other measures were announced in a letter Foreign Minister Caspar Veldkamp sent to lawmakers late Monday evening, declaring 'The war in Gaza must stop.' The ban targets hard-line National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich, key partners in Prime Minister Benjamin Netanyahu's coalition. The pair are champions of the Israeli settlement movement who support continuing the war in Gaza, facilitating what they call the voluntary emigration of its Palestinian population and the building of Jewish settlements there. Britain, Australia, Canada, New Zealand and Norway imposed financial sanctions on the two men last month. Later on Tuesday, leaders will meet in Brussels to discuss a European Union response, including evaluating a trade agreement between the bloc and Israel. The Netherlands wants part of that agreement to be suspended. Ben-Gvir and Smotrich remained defiant. In a statement on social media, Smotrich said European leaders were surrendering to 'the lies of radical Islam' and that Jews may not be able to live safely in Europe in the future. Ben-Gvir said he will 'continue to act' and said that in Europe 'a Jewish minister from Israel is unwanted, terrorists are free, and Jews are boycotted.' Pressure has been mounting on the Dutch government, which is gearing up for elections in October, to change course on Israeli policy. Last week, thousands demonstrated at train stations across the country, carrying pots and pans to signify the food shortage in Gaza. The government will also summon the Israeli ambassador to the Netherlands to urge Netanyahu to change course and 'immediately take measures that lead to a substantial and rapid improvement in the humanitarian situation throughout the Gaza Strip,' Veldkamp wrote. After international pressure, Israel over the weekend announced humanitarian pauses, airdrops and other measures meant to allow more aid to Palestinians in Gaza. But people there say little or nothing has changed on the ground. The U.N. has described it as a one-week scale-up of aid, and Israel has not said how long these latest measures would last. Israel asserts that Hamas is the reason aid isn't reaching Palestinians in Gaza and accuses its militants of siphoning off aid to support its rule in the territory. The U.N. denies that looting of aid is systematic and says it lessens or ends entirely when enough aid is allowed to enter Gaza. Netanyahu and his former defense minister, Yoav Gallant, are currently wanted by the International Criminal Court for crimes against humanity. The men are accused of using 'starvation as a method of warfare' by restricting humanitarian aid, and of intentionally targeting civilians in Israel's campaign against Hamas in Gaza. Member states of the ICC are obliged to arrest the men if they arrive on their territory.

Famine is 'playing out' in Gaza, warns global hunger monitor
UNITED NATIONS/GENEVA, July 29 (Reuters) - Famine is "playing out" in the Gaza Strip, a global hunger monitor said in an alert issued on Tuesday as international criticism of Israel intensifies over rapidly worsening conditions in the Palestinian enclave. "The worst-case scenario of Famine is currently playing out in the Gaza Strip," said the Integrated Food Security Phase Classification (IPC) alert. "Mounting evidence shows that widespread starvation, malnutrition, and disease are driving a rise in hunger-related deaths." The IPC alert does not formally classify Gaza as being in famine. Such a classification can only be made through an analysis, which the IPC said it would now conduct "without delay." The IPC is a global initiative that partners with 21 aid groups, international organizations, and U.N. agencies, and assesses the extent of hunger suffered by a population. War has raged in Gaza between Israel and Palestinian militants Hamas for the past 22 months. Facing global condemnation over the humanitarian crisis, Israel said on Sunday it would halt military operations for 10 hours a day in parts of the Palestinian enclave and allow new aid corridors. For an area to be classified as in famine, at least 20% of people must be suffering extreme food shortages, with one in three children acutely malnourished and two people out of every 10,000 dying daily from starvation or malnutrition and disease. "Immediate action must be taken to end the hostilities and allow unimpeded, large-scale, life-saving humanitarian response. This is the only path to stopping further deaths and catastrophic human suffering," the IPC alert said. The latest data indicated that famine thresholds have been reached for food consumption in most of the war-torn Palestinian enclave - where some 2.1 million people remain - and for acute malnutrition in Gaza City, the alert said. "Formal famine declarations always lag reality," David Miliband, head of the International Rescue Committee aid group, said in a statement ahead of the IPC alert. "By the time that famine was declared in Somalia in 2011, 250,000 people - half of them children under 5 - had already died of hunger. By the time famine is declared, it will already be too late," he said. The IPC has classified areas as being in famine four times: Somalia in 2011, South Sudan in 2017 and 2020, and Sudan in 2024. The IPC says it does not declare famine, but instead provides an analysis to allow governments and others to do so. The IPC's independent Famine Review Committee - which vets and verifies IPC findings that warn of or identify a famine - endorsed the Gaza alert on Tuesday. The last IPC analysis on Gaza, issued on May 12, forecast that the entire population would likely experience high levels of acute food insecurity by the end of September, with 469,500 people projected to likely hit "catastrophic" levels. "Many of the risk factors identified in that report have continued to deteriorate," the Famine Review Committee said in the alert on Tuesday. "Although the extreme lack of humanitarian access hinders comprehensive data collection, it is clear from available evidence that starvation, malnutrition, and mortality are rapidly accelerating." Israel controls all access to Gaza. After an 11-week blockade, limited U.N.-led aid operations resumed on May 19 and a week later the obscure new U.S.-based Gaza Humanitarian Foundation - backed by Israel and the United States - began distributing food aid. The rival aid efforts have sparked a war of words - pitting Israel, the U.S. and the GHF against the U.N., international aid groups and dozens of governments from around the world. Israel and the U.S. accuse Hamas of stealing aid - which the militants deny - and the U.N. of failing to prevent it. The U.N. says it has not seen evidence of mass aid diversion in Gaza by Hamas. The IPC alert said 88% of Gaza is under evacuation orders or within militarized areas. "People's access to food across Gaza is now alarmingly erratic and extremely perilous," it said. The IPC and the Famine Review Committee were both critical of the GHF efforts in the alert issued on Tuesday. The IPC said most of the GHF "food items are not ready-to-eat and require water and fuel to cook, which are largely unavailable." The Famine Review Committee said: "Our analysis of the food packages supplied by the GHF shows that their distribution plan would lead to mass starvation." The GHF says it has been able to transport aid into Gaza without any being stolen by Hamas and that it has so far distributed more than 96 million meals. The IPC alert said an estimated minimum of 62,000 metric tonnes of staple food is required every month to cover the basic food needs of the Gazan population. But it said that according lk;;m;.;lkl;' to COGAT, the Israeli military aid coordination agency, only 19,900 MT of food entered Gaza in May and 37,800 MT in June. The war in Gaza was triggered on October 7, 2023, when Hamas killed 1,200 people in southern Israel and took some 250 hostages, according to Israeli tallies. Since then, Israel's military campaign has killed nearly 60,000 Palestinians, according to Gaza health authorities.
