IHC registrar returns Imran's appeal with objections
ISLAMABAD:
The Registrar Office of the Islamabad High Court (IHC) on Wednesday returned appeals of PTI founder Imran Khan and his wife, Bushra Bibi, against their conviction in the £190 million case.
The Registrar Office had raised objection to a absence of a certificate with the appeal that the case was not being heard in any other court. The office asked the PTI lawyers to re-file the appeals after removing the objections.
Meanwhile, an anti-terrorism court (ATC) on Wednesday recorded statement of one more prosecution witness in the case of attack on the gate of the General Headquarters (GHQ) on May 9, 2023, against Imran Khan and others.
The hearing of the May 9 case was held inside Adiala Jail. ATC Judge Amjad Ali Shah rejected the acquittal pleas of three accused – Raja Nasir, Naveed Umar Satti and Saad Siraj. The judge sought CCTV footage related to the case on the next date of hearing on February 1.
During the hearing, the statement of Police Constable Khurram Ali Javed was recorded. So far, 13 witnesses have testified in the court. On the next hearing, the prosecution would present USBs containing digital evidence, and other material related to the case.
Meanwhile, on a plea from Bushra Bibi, wife of PTI founder Imran Khan, for attending the hearing, the court sought reply from the Adiala Jail superintendent whether or not a convict could attend the court hearings under the Jail Manual.
Also the court sent a reference to the Khyber-Pakhtunkhwa Bar Council about submission of power of attorney by PTI leader Mishal Yousufzai despite the suspension of her lawyer's licence. The judge also banned Yousufzai from entering the courtroom.
Also on Wednesday, IHC Justice Inam Amin Minhas issued the written order of the hearing of Imran and Bibi's plea for acquittal in the Toshakhana II case.

PECA Act: Respondents asked to submit comments
ISLAMABAD: The Islamabad High Court (IHC) gave a deadline to the respondents to submit comments in the petitions challenging amendments in the PECA Act. A single bench of Justice Inaam Ameen Minhas on Wednesday heard the petitions of Pakistan Federal Union of Journalists (PFUJ), anchors association and Islamabad High Court Journalists Association (IHCJA). In the petition, counsel of the journalist body adopted the stance that the PECA (Amendment) Act is unconstitutional and illegal; hence, the court should conduct judicial review on it. The petition said the PECA (Amendment) 2025 increased the government control and restrictions on freedom of speech. It said the PECA law violated Article 19 and 19(A) of the Constitution as well. Therefore, it pleaded, the law should be suspended. PECA amendments challenged in SC During the hearing, Advocate Imran Shafiq and other lawyers appeared in the court on behalf of the petitioners. Advocate Shafiq said the federal government has filed its reply only through the Ministry of Interior and the Ministry of Information while the Ministry of Law and Justice, Parliamentary Affairs and the PTA have not submitted any response yet. He informed the bench that the federal government has raised a question on the jurisdiction of this court. He added that the federation has stated that after the 26th Constitutional Amendment, only the Constitutional Bench of the High Court can hear this case. The lawyer said the second objection was raised while giving a reference of a Quranic verse that before spreading the words, do research. The lawyer said the FIRs are being registered against people and the court should hear this case soon. The IHC bench asked whether there is no news going on? Is someone preventing news from being given or published? Riasat Ali Azad advocate prayed the court to issue a stay order that there will be no FIR or arrest against the journalist for reporting the news. He said that the parties are not submitting a response and are taking time from the court. Journalist Mazhar Abbas said that an atmosphere of harassment has been created in the media industry and the journalists are being summoned and harassed by the FIA. The petitioner's lawyer said the parties should be directed to file their replies and provide a copy of the replies to the petitioners in advance before the next hearing. Justice Inaam remarked that even if the response is not filed, the hearing will still be continued. He said that this case would take a long time and therefore, it will be scheduled after Eid. Later, the court deferred hearing of the case till the second week of July. The PFUJ said in the petition that the law infringed international human rights as well as digital rights in Pakistan. The petition read: '…a writ may be issued declaring that the Prevention of Electronic Crimes (Amendment) Act, 2025 is unconstitutional, being violative of the fundamental rights guaranteed by the Constitution, due process, fair trial, and the concept of regulatory independence, as well as the doctrines of fairness, proportionality, reasonableness, and constitutional limitations or restrictions, hence void, and liable to be struck down.' Therefore, the PFUJ prayed that the respondents may be restrained and prevented from employing the coercive powers under the Prevention of Electronic Crimes (Amendment) Act, 2025, in general, and against the journalist community, in particular till final disposal of the instant petition. At its current pace, cement offtake this year is likely to end up roughly at the same level as last year. Domestic dispatches are estimated to have declined by around 6 percent, but total dispatches have been buoyed by a 24–25 percent rise in exports. Despite muted local demand, cement companies have remained largely profitable, thanks to strong domestic pricing and controlled coal costs. The upcoming budget, however, could bring even better news. After quietly dissolving former Prime Minister Imran Khan's flagship initiative—the Naya Pakistan Housing Development Authority (NAPHDA)—Prime Minister Shehbaz Sharif now appears poised to introduce a housing finance subsidy, echoing Mera Pakistan Mera Ghar (MPMG) scheme in structure, but likely introduced with less fanfare. In its four years of operation, NAPHDA had planned 156,000 housing units, of which only about 58,000 were completed. Of these, 31,000 were financed through MPMG. Given the original target of 5 million homes, progress has been disappointing. It's worth noting, however, that many of the projects under NAPHDA were not initiated by the authority itself but were pre-existing schemes absorbed into its portfolio. The current administration does not appear keen on launching a massive, centrally managed housing initiative—which, considering NAPHDA's bureaucratic pitfalls and Pakistan's fiscal constraints is probably wise. Instead, the government is planning a modest, targeted mark-up subsidy for 200,000 homes. That's a small and manageable start. Banks already have mechanisms in place to assess mortgage applications, owing to their experience with MPMG. According to BR estimates—since the SBP did not disclose borrower figures—approximately 78,000 mortgages were issued between 2020 and 2022, tied to Rs100 billion in loan disbursements (read: 'Now you see it, now you don't'). With limited data, it's difficult to assess the full impact of the scheme. But if Sharif's plan delivers financing for 200,000 homes through the formal banking channel, it would be more than double of what the MPMG ever achieved. And double is better, right? One cannot possible say. The fact is, whether a subsidy scheme will be impactful and add valuable output to the housing market or not, is a question for another day or another political era.. We will have to wait for the Budget 2026 announcement to see the exact modalities of the subsidy—who the scheme will target, and how it will be executed. What's certain increase housing credit will spur demand for construction materials, and cement stands to gain the most which the industry will undoubtedly welcome.

PTI's rigging claims baseless, shameful: Azma
LAHORE: Punjab Information Minister Azma Bokhari has said that Pakistan Tehreek-e-Insaf (PTI)'s claim of election rigging after suffering a clear defeat by 39,000 votes is extremely shameful and tantamount to denying reality. She stated that according to the FAFEN report, 116 polling agents expressed satisfaction with the electoral process. She added that the people of Sambrial have out rightly rejected and cast away the anti-state narrative of the PTI founder. She said that the people of Punjab now vote for and strongly support Maryam Nawaz's politics of public service, as the Pakistan Muslim League (N) is the only party with a genuine vision for development, stability, and public welfare. Responding to PTI leader Waqas Akram's press conference, Azma Bokhari stated that PTI faced a humiliating defeat in the Sambrial by-election. As per FAFEN's report, presiding officers duly provided Form 45 to polling agents, and out of 121 interviews conducted, 116 polling agents confirmed their satisfaction with the voting process. She noted that the vote share of the Pakistan Muslim League (N) in Sambrial increased from 41% to 59%, while PTI's vote share dropped from 35% to 29%. These statistics are enough to open the eyes of so-called intellectuals and analysts who continue to push PTI's narrative, she said, adding: 'Blaming the police and district administration instead of accepting defeat is a long-standing habit of PTI.' She reiterated that the people of Sambrial have firmly rejected the founder of PTI's anti-state rhetoric. The people of Punjab now vote for Maryam Nawaz's politics of service and continue to support it.
