Police added that 71-year-old Martha Jane Phillips is also facing two counts of manslaughter for her alleged role in furnishing a vehicle to a minor without a driver's license.
Authorities said the multi-vehicle crash happened on State Highway 109 at the Morrison Bluff Bridge at around 11:15 p.m. on May 30.
According to ASP officials, a Chevrolet Camaro, driven by the 16-year-old, was traveling southbound on Highway 109 at over 150 miles per hour when it rear-ended a Toyota RAV4, driven by 20-year-old Mackenzie Arthur.
The collision, officials said, forced the RAV4 into the northbound lane where it collided head-on with an oncoming 18-wheeler.
Officials said Arthur and her 17-year-old sister, Maddie Arthur, were killed in the crash.
