
UAE deepening ties with global financial institutions: Maktoum
Sheikh Maktoum Bin Mohammed Bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and President of the Dubai International Financial Centre (DIFC), on Thursday met with Masahiro Kihara, President and Group CEO of Mizuho Financial Group, one of Japan's largest financial institutions.
The meeting took place at The Ruler's Court in Dubai. During the meeting, Sheikh Maktoum reaffirmed the UAE's commitment to deepening ties with leading global financial institutions as part of its strategic vision to expand its role as a pivotal player in the international financial industry.
Sheikh Maktoum noted that the UAE's robust infrastructure, streamlined regulations and progressive business environment offer global financial firms an ideal platform to tap into fast-emerging growth opportunities across the Middle East, Africa and South Asia (MEASA) region.
The discussions highlighted Dubai's ambitious roadmap for the growth of its financial sector, including plans to enhance capital market depth and liquidity, and establish the city as one of the world's top four financial centres, in line with the Dubai Economic Agenda D33.
The meeting also highlighted Dubai's pro-business policies, which continue to attract leading financial institutions and foster new partnerships across the world.
Furthermore, the meeting discussed potential pathways for expanding Mizuho Financial Group's engagement in the region and opportunities to collaborate in vital financial sectors, including emerging areas driven by new financial and digital technologies.
They also discussed Dubai's growing role as a gateway for Japanese companies seeking to scale their global footprint, particularly in the MEASA region.
The meeting was attended by Mohamed Bin Hadi Al Hussaini, Minister of State for Financial Affairs; Helal Almarri, Director General of the Dubai Department of Economy and Tourism (DET); Essa Kazim, Governor of DIFC; and Hesham Abdulla Al Qassim, Vice Chairman and Managing Director of Emirates NBD.
Mizuho Financial Group, headquartered in Tokyo, provides integrated financial and non-financial solutions combining banking, securities and asset management capabilities through its global network spanning major international markets.
The Group serves a diverse client base including large corporations, financial institutions, public sector entities and individuals. As of December 31, 2024, Mizuho Financial Group reported total assets of approximately ¥285 trillion. The Group employed over 52,000 employees as of 31st March 2024. Mizuho's operations in Dubai are anchored by its subsidiaries, Mizuho Bank and Mizuho International, both of which have offices in DIFC.
Last month, Sheikh Maktoum received C S Venkatakrishnan, Group Chief Executive of Barclays, one of the world's leading financial institutions. The meeting was held at His Highness's office in Dubai.
During the discussions, Sheikh Maktoum highlighted the UAE's goal to further enhance its financial ecosystem to ensure it remains one of the world's most innovative, resilient, and competitive.
The meeting explored how enhanced collaboration with Barclays could unlock new growth opportunities, particularly by capitalising on the emirate's strengths in infrastructure, regulations, and digital transformation.
He also emphasised Dubai's role as a strategic base for international financial institutions seeking to expand their reach in regional and emerging markets.
'We are focused on cultivating long-term strategic partnerships with global financial institutions like Barclays that advance the UAE's financial ecosystem and accelerate our broader economic objectives. We are also committed to supporting them in expanding their business in regional and international markets using the UAE as a strategic platform. This strategy is aligned with the goals of the Dubai Economic Agenda D33 to double the city's GDP and position it among the world's top three urban economies and top four global financial hubs by 2033,' Sheikh Maktoum said.

Dubai office rents soar amid tight supply, strong demand
Dubai's office market is thriving, driven by strong demand, limited supply, and a surge in rental prices, positioning the emirate as a global hub for business and innovation. According to Savills' latest Dubai Office Market report, average year-on-year rental price growth soared 45 per cent across various sub-segments in 2025, with key business districts like the Dubai International Financial Centre (DIFC), Business Bay, Downtown Dubai, and TECOM leading the charge. DIFC, in particular, boasts an impressive occupancy rate of 98 per cent, underscoring the intense competition for premium office space. The city's Grade A office spaces are in high demand from both regional and international occupiers, fueled by Dubai's strategic appeal as a gateway to the Middle East, Africa, and Asia. Savills reports a 4.9 per cent increase in net effective occupier costs in Q1 2025, encompassing base rent, fit-out expenses, and other leasing costs. This places Dubai as the eighth most expensive prime office market globally, with average costs of $148.90 per square foot per annum. 'This growth reflects confidence in Dubai's long-term positioning,' said Toby Hall, head of Commercial at Savills. 'Companies view Dubai not just as a regional base but as a global node for innovation, finance, and enterprise.' Core sectors such as financial services, consulting, and technology and media are driving demand, accounting for the majority of market transactions. However, the supply of quality office space remains critically low, with Cushman & Wakefield Core projecting an undersupply until 2027-2028. While new office supply is set to double in 2025, adding 1.66 million square feet, much of this is already pre-leased due to unrelenting demand. DIFC alone will contribute nearly one-third of the city's office supply over the next three years, with most spaces expected to be occupied before completion. Dubai's office market holds the second-highest global occupancy rate at 92 per cent, projected to exceed 94 per cent by the end of 2025. In 2024, office rents surged by 22 per cent year-on-year, with forecasts predicting an additional 10-12 per cent increase in 2025. This growth is fuelled by an influx of new businesses and foreign companies drawn to Dubai's status as a trade, tourism, and financial hub. A CBRE report highlights that the chronic undersupply of quality space in prime locations has intensified competition, pushing rental rates up by over 20 per cent annually and creating challenges for tenants during lease renewals. Despite the tight market, landlords are adapting to meet evolving occupier needs. In established districts, where Grade A stock is scarce, property owners are offering tailored leasing terms, enhanced amenities, and refurbishments to attract tenants. In Business Bay, some strata landlords are now quoting rents comparable to DIFC, reflecting a broader uplift in perceived value across sub-markets. Meanwhile, lease renewals remain a popular choice for businesses, particularly outside DIFC, where Rera rental protections provide stability in a rising cost environment. Occupiers are also prioritizing functional layouts and long-term adaptability over expansive or elaborate office designs, optimizing space usage to align with modern workplace trends. While the outlook for Dubai's office market remains robust, with strong fundamentals and sustained occupier interest, the persistent undersupply poses challenges, as new deliveries in 2025 — approximately 100,000 square metres — are unlikely to alleviate pressure significantly. Most of these spaces will be pre-leased, leaving little room for new entrants or expanding businesses.

United Arab Bank launches strategic rights issue to raise up to Dh1.03 billion
United Arab Bank PJSC (UAB), listed on the Abu Dhabi Securities Exchange (ADX) announced that it proposes to increase its issued share capital by an amount up to Dh1,031,275, from Dh2,062,550,649 up to Dh3,093,825,974 by way of the rights issue offered to the existing shareholders of the bank. Further, UAB has published an invitation to its shareholders to subscribe for new shares. Frequently asked questions relating to the rights issue will be made available on UAB's website ( on or around today's date. The new shares will be issued at an issue price of Dh1 per new share. The terms and launch of the rights issue were approved by the UAB's general assembly meeting held on March 6, 2025, following the approval of the board of directors of the bank held on February 4, 2025. The necessary regulatory approvals have been obtained for this transaction. UAB intends to use the net proceeds raised from the rights issue to strengthen its capital base and to support future growth of the business of the bank. The holders of rights, which includes shareholders of UAB and any persons who purchased rights during the rights trading period, will be entitled to exercise their rights to subscribe for new shares at the issue price commencing on July 4, 2025 and ending on July 17, 2025. The new shares will be allocated to eligible persons on July 24, 2025. Refunds will be given to eligible persons, who did not receive the number of New Shares that they subscribed for, on or around July 24, 2025. Commenting on the announcement, Shirish Bhide, CEO of United Arab Bank said the rights issue represents a significant milestone in the bank's journey towards its next phase of growth. 'It is an important step in strengthening United Arab Bank's capital position and reinforces our long-term commitment to sustainable growth.
