Malaysia's 5G rollout: Progress, benefit & future challenges

MALAYSIA is making significant strides in its 5G network roll-out, positioning itself as a regional leader in next-generation connectivity.
As of December last year, the country's 5G coverage reached 82.4% of populated areas, a notable increase from 68.8% in
August 2023.
Public adoption of 5G services has surged, with user penetration rising to 53.35% by the end of 2024, more than doubling from 24.6% the previous year. This rapid uptake reflects growing consumer confidence and the increasing availability of 5G-compatible devices.
The expansion of 5G infrastructure promises numerous advantages for both consumers and businesses. In the healthcare sector, initiatives, such as the Future Health 4 All programme, are leveraging 5G to enhance digital monitoring and screening capabilities, aiming to improve patient care and accessibility.
Meanwhile, on the business front, particularly for key industrial hubs such as Selangor and Johor, 5G offers opportunities to adopt advanced technologies such as automation and the Internet of Things (IoT). However, Communications Minister Datuk Fahmi Fadzil has noted that many SMEs have yet to fully utilise 5G's potential, indicating a need for increased awareness and support.
Understanding 4G vs 5G
While 4G networks were primarily designed for mobile phone use, 5G represents a significant evolution in mobile networking, offering enhanced capabilities across various sectors.
One of the most notable and obvious differences is speed, where 5G is able to deliver data rates up to 20 gigabits per second (Gbps), vastly surpassing 4G's maximum of 1Gbps.
Latency, or the delay before data transfer begins following an instruction, is another area where 5G outperforms 4G. While 4G networks typically experience latencies of around 30 to 70 milliseconds, 5G aims to reduce this to as low as 1 millisecond. This reduction is crucial for applications requiring real-time responsiveness, such as autonomous vehicles and remote surgeries.
Additionally, 5G networks are designed to handle a significantly higher number of connected devices per square km compared to 4G, making them ideal for densely populated areas and the growing ecosystem of IoT devices, such as Selangor, Johor, Penang and other similarly dense cities.
This increased capacity ensures more stable and reliable connections, even in crowded environments such as stadiums or urban centres.
Progress thus far
Despite the progress, the 5G rollout faces several challenges. The initial focus on urban areas has left rural regions with comparatively lower coverage. For example, as of July last year, Sarawak and Sabah had 5G coverage of 62% and 68.6%, respectively. Efforts are underway to expand infrastructure in these areas, but terrain and logistical issues pose ongoing obstacles.
Additionally, the government's decision to introduce a dual-network model aims to foster competition and reduce monopolies in the telecommunications sector. U Mobile's partnership with China's Huawei and ZTE to develop Malaysia's second 5G network exemplifies this approach.
As Malaysia continues to advance its 5G infrastructure, the focus will likely shift towards ensuring equitable access across all regions and encouraging industries to integrate 5G technologies into their operations. The government's commitment to expanding coverage and fostering a competitive environment sets the stage for a more connected and technologically advanced nation.

India's telecom regulator in May proposed satellite service providers pay 4% of their annual revenue to the government for offering services. Starlink had lobbied India not to auction spectrum but just assign licences in line with a global trend, saying it is a natural resource that should be shared by companies. The Cellular Operators Association of India in a May 29 letter to the telecoms ministry sought a review of those pricing proposals, saying traditional players pay higher upfront auction charges for telecoms spectrum which make their payments to the government for spectrum roughly 21% higher, when compared to what satellite players would pay. "Price per MHz should be equivalent or at least comparable for both, especially when used to reach the same consumers for identical services," said the letter, seen by Reuters. "Satellite services can offer competitive and affordable alternatives to terrestrial broadband," it added. Reliance, led by Asia's richest man Ambani, and Airtel didn't respond to Reuters' request for comment. Starlink was not immediately available for comment. A senior Indian government source told Reuters on Wednesday the telecoms ministry is still reviewing the pricing recommendations made by the regulator, adding such industry concerns have been raised in the past. Telecom players like Reliance Jio are concerned they will be offering similar wireless broadband services as satellite providers but paying much more, said an industry source with direct knowledge of the situation. Reliance and others have spent nearly $20 billion in recent years to get 5G spectrum via auctions to offer telecom, data and broadband services. Ambani's company unsuccessfully lobbied New Delhi for months to auction satellite spectrum, and not allot it administratively as Musk's Starlink wanted. Though Reliance and Airtel have signed distribution deals in March for Starlink equipment, they will continue to compete with Musk's offerings to customers once launched. The process of Starlink getting a license is "nearly complete", telecoms minister Jyotiraditya Scindia told The Print news website on Tuesday. KUALA LUMPUR, June 4 — Communications Minister Datuk Fahmi Fadzil has expressed his readiness to hold further discussions with Minister in the Prime Minister's Department (Law and Institutional Reform), Datuk Seri Azalina Othman Said, to strengthen the regulation of social media platforms in Malaysia. Fahmi said the meeting is vital following Azalina's recent proposal to amend existing laws, including requiring parents and guardians to monitor their children's online behaviour and participate in digital safety awareness and education programmes. He said that these measures will take into account the experience and approaches of the Malaysian Communications and Multimedia Commission (MCMC) and the Ministry of Communications in handling various issues related to digital platforms and social media in the country. 'I will be meeting Datuk Seri Azalina to explore possible ways, based on MCMC's and the Ministry's experience dealing with social media platforms, on what we can do,' Fahmi told reporters after the Hawana 2025-Bernama Strategic Partners' Appreciation Ceremony and Official Launch of Bernama Motorhome at Wisma Bernama here yesterday. Present were Communications Ministry secretary-general Datuk Mohamad Fauzi Md Isa, as well as Malaysian National News Agency (Bernama) chief executive officer Datin Paduka Nur-ul Afida Kamaludin and editor-in-chief Arul Rajoo Durar Raj, who is also Hawana 2025 project director. KUALA LUMPUR: The latest on the Malaysian Media Council (MMC) will be announced during the summit of the coming National Journalists' Day (Hawana) 2025, says Datuk Fahmi Fadzil ( pic ). The Communications Minister said the MMC was set up with the clear mission of defending media freedom, ensuring fair and responsible reporting, and serving as a channel for the people to air grievances against the media in a civil manner. He said the other notable achievement was when the Dewan Rakyat passed the Malaysian Media Council Bill 2024 in February. 'After more than 50 years of discussion, our country has finally succeeded in establishing the Malaysian Media Council, a self-regulatory body that brings together all types of media, including print, broadcast and digital,' he said at the Hawana 2025-Bernama Strategic Partners' Appreciation Ceremony and Official Launch of Bernama-Motorhome at Wisma Bernama here yesterday. Fahmi said with the setting up of the MMC and other initiatives, the government was laying a strong foundation for the future of the Malaysian media. Themed 'Journalism in the New Era: Embracing AI, Safeguarding Ethics', Hawana 2025 will be held at WTC KL from June 13 to 15 with the highlight of the celebration to be officiated by Prime Minister Datuk Seri Anwar Ibrahim on June 14. More than 1,000 media practitioners, representatives of local journalist associations and media representatives from Asean member countries have been invited to bring together the professional media fraternity and industry experts while exchanging ideas and forging strategic relationships. Fahmi said the Bernama (Amendment) Act 2024 was gazetted on May 14 covering entities disseminating news via newspapers, publications, radio, TV and other mass communication platforms, including electronic and digital media. 'This amendment also aims to ensure Bernama's structure and functions are in line with developments in information and communications technology, as well as meeting the needs of the increasingly complex media industry,' he said. Meanwhile, May 29 has been gazetted as National Journalists' Day in conjunction with the publication of the first edition of Utusan Melayu newspaper that day back in 1939. At the event, Fahmi also launched the Bernama Motorhome-Mobile Studio, making it the first local media agency to utilise a recreational vehicle with mobile broadcast studio facilities that can be deployed to quickly disseminate news.
