GCAA Publishes New Regulation to Strengthen Aerodrome Crisis Management

The General Civil Aviation Authority (GCAA) has issued a new Civil Aviation Regulation on Aerodrome Crisis Management, introducing a framework to enhance how UAE airports prepare for, respond to, and recover from emergencies. Developed with input from the country's airports and aligned with international best practices, the regulation shifts crisis management from a reactive model to an integrated, performance-driven approach. It is designed to boost safety, ensure business continuity, and maintain operational excellence across the aviation sector. Saif Mohammed Al Suwaidi, Director-General of the GCAA, said, 'This regulation reflects the UAE's commitment to proactive aviation leadership. Our aerodromes will not only be better prepared for crises but will also emerge from them stronger and more unified.' The regulation sets a global benchmark, requiring comprehensive planning, inter-agency coordination, continuous training, and risk-based decision-making. It addresses complex challenges such as pandemics and natural disasters while ensuring scalability for all airports. Eng. Aqeel Al Zarouni, Assistant Director-General for Aviation Safety Affairs, noted the regulation was shaped through extensive consultation with operators and stakeholders. 'It's a forward-looking step that places UAE aerodromes at the forefront of global resilience standards,' he said. This move reinforces the UAE's standing as a safe, resilient, and forward-thinking aviation hub and offers a model framework for the international aviation community. Ministry of Higher Education Enhances Practical Training Standards Across UAE Universities

The Ministry of Higher Education and Scientific Research has issued Ministerial Resolution No. 173 of 2025, establishing a unified framework to govern practical training programmes in UAE higher education institutions. The move aims to align academic outcomes with labour market needs and ensure students gain hands-on skills that meet national development priorities. Dr. Mohammed Al Mualla, Undersecretary of MoHESR, said the resolution 'bridges theory and real-world experience, equipping students with the skills needed to succeed and innovate in the workforce.' He highlighted that the framework enhances transparency, accountability and the overall quality of practical training. The decision introduces clear obligations for universities, including structured training plans, formal agreements with training providers, and monitoring of student performance through assessments and field visits. It also requires safe training environments and qualified supervisors at both educational and provider sites to ensure effective skill development. By fostering collaboration between higher education institutions and public and private training providers, the resolution seeks to deliver high-quality, supervised learning experiences that prepare graduates for key economic sectors. Comprehensive record-keeping, reporting and oversight mechanisms are mandated to guarantee meaningful outcomes. The framework supports the UAE's vision of a knowledge-based, innovation-driven economy, preparing graduates to lead professionally, contribute to sustainable national development, and compete internationally.
