Malaysia Poised To Become Major Healthcare Hub, Says MBSB IB

KUALA LUMPUR, July 21 (Bernama) -- Malaysia is poised to become a major healthcare hub, driven by quality care, advancing technologies, and the growth of the hospitality sector, said MBSB Investment Bank Bhd (MBSB IB).
In a note today, the bank said that the healthcare sector is undergoing a transition due to evolving national healthcare needs.
'Malaysia is progressing from a developing to a high-income nation, and its healthcare system is grappling with the complexities that accompany this shift.
"The epidemiological transition from communicable to non-communicable diseases, coupled with an ageing population, reflects a maturing society that now faces diseases of affluence and lifestyle," it said.
MBSB IB noted that challenges are no longer merely about basic access, which has largely been achieved in Peninsular Malaysia, but now concern quality, efficiency, equity, and sustainability amid rising costs and demand.
Malaysia is not rigidly adhering to a single ideological model – whether fully public or private – but is instead adopting a pragmatic, dual-tier system with increasing public-private partnerships, it said.
The bank said strong government support forms the backbone of the sector.
'The government's continued heavy subsidisation of public healthcare and its active pursuit of universal health coverage through various initiatives, such as PeKaB40, Skim Perubatan Madani, and the National Health Fund, demonstrate a firm commitment to ensuring that healthcare remains a right for all citizens, not merely a privilege.
'This is reflected in the Budget 2025's allocation of RM45.3 billion for the domestic healthcare sector. The willingness to address high out-of-pocket expenses also highlights a focus on financial risk protection for the population,' it said.

KKDW Committed To Improving SOPs For Selected Pre-Q Procurement Method

PUTRAJAYA, July 24 (Bernama) -- The Ministry of Rural and Regional Development (KKDW) is committed to improving the standard operating procedures (SOPs) and guidelines, for the implementation of the Selected Pre-Qualified Open Tender Procurement (Selected Pre-Q Procurement or TTPKT) method. This follows the remarks and recommendations made by the National Audit Department (JAN) in the 2025 Auditor General's Report (LKAN) Series 2, on the activities of ministries, departments, statutory bodies, and federal government companies. According to KKDW, the Selected Pre-Q Procurement method has been implemented in accordance with the guidelines issued by the Ministry of Finance (MOF). 'This method is a pilot initiative introduced to accelerate the implementation of infrastructure projects for the benefit of the people. Naturally, as a new pilot approach, it is not without its shortcomings,' the ministry said, in a statement, today. In addition, KKDW has adopted best practices from the Public Works Department (JKR), which serves as the primary Technical Department. KKDW clarified that there were no financial implications or losses to the government based on the audit findings. However, the ministry acknowledged that several areas require improvement. The ministry also welcomed and concurred with the Auditor General's recommendation that, should the government decide to continue with the Selected Pre-Q Procurement method, necessary enhancements must be implemented to address current shortcomings. 'KKDW remains committed to ensuring that all procurement processes for rural development are carried out with full accountability and transparency, in line with sound public financial management and best governance practices,' it added. The 2025 Auditor-General's Report (LKAN) Series 2, tabled in the Dewan Rakyat on July 21, revealed that three ministries failed to meet the objectives of implementing the Selected Pre-Q Procurement method, which was intended to expedite procurement processes and accelerate project implementation, including high-impact projects and those under the Jana Wibawa initiative, which were later cancelled.

463 Media Practitioners, Veterans Receive Benefits From Tabung Kasih@HAWANA

GENERAL PENAMPANG, July 24 (Bernama) -- A total of 463 media practitioners and veterans nationwide have received benefits from Tabung Kasih@HAWANA initiative aimed at helping those facing life difficulties and health problems, said Communications Minister Datuk Fahmi Fadzil. He said efforts to support and channel assistance to media personnel facing health challenges or life difficulties would continue to ease their burden. "We will increase our efforts with media associations and clubs in the states to help more media practitioners who are eligible to receive this assistance. "So far, we have not spent the funds allocated from the two previous HAWANA programmes, with a contribution of RM1 million announced by the Prime Minister last year," he told reporters here today. Earlier, Fahmi presented a contribution to Sabah State Information Department photographer Vicky Sylvester Matanjang, 52, who suffered serious injuries in a road accident in March. Also present were Communications Ministry secretary-general Datuk Mohamad Fauzi Md Isa, and Malaysian National News Agency (Bernama) chief executive officer Datin Paduka Nur-ul Afida Kamaludin. The accident caused Vicky to suffer fractures in six of his left ribs and left hand, requiring him to undergo continuous physiotherapy treatment. Vicky has served for 18 years at the Information Department since joining the service in 2007. Fahmi said Vicky is the 24th recipient to benefit from Tabung Kasih@HAWANA initiative in Sabah.
