Setback for Arvind Kejriwal: 13 AAP councillors in Delhi leave party to float new outfit. Know why
In a major setback to former Delhi Chief Minister Arvind Kejriwal, as many as 13 councillors of the Aam Aadmi Party resigned from the party on Saturday, citing halted development work and rising internal conflict as the reasons for their move.
In the latest political twist at the Municipal Corporation of Delhi (MCD), the 13 AAP councillors announced the formation of a breakaway outfit - Indraprastha Vikas Party, PTI said in a report.
'In the two and a half years since our election, no development work has been carried out. The party was too busy with internal conflicts and blame games,' senior councillor Mukesh Goyal was quoted as saying by PTI.
'We repeatedly raised our concerns with the leadership, but no one listened,' he added.
AAP has not yet issued a statement regarding the setback.
The anti-defection law does not apply to municipal bodies, including the MCD.
While Mukesh Goyal will serve as the president of the Indraprastha Vikas Party, veteran municipal figure Hemchand Goyal will lead the outfit.
Other AAP leaders including Dinesh Bharadwaj, Himani Jain, Usha Sharma, Sahib Kumar, Rakhi Kumar, Ashok Pandey, Rajesh Kumar, and Anil Rana, will be part of the newly floated party.
Mukesh Goyal further alleged that elected councillors were not being allotted budgets to carry out developmental work in their respective wards.
'We want to focus on real work for the people of Delhi. We want the House to function smoothly and ensure that the policies are implemented in public interest,' he stressed while clarifying that the move was limited to MCD.
On April 25, AAP lost control over the MCD months after losing the Delhi Assembly Elections, as the BJP returned to power at the corporation after two years.
BJP's Raja Iabal was elected Delhi's new mayor, while AAP chose to avoid the elections.
Notably, three civic bodies, East Delhi Municipal Corporation (EDMC), North Delhi Municipal Corporation (NDMC), and South Delhi Municipal Corporation (SDMC), were re-unified into a single entity on May 22, 2022, as the Municipal Corporation of Delhi.

Delhi LG nod to act against former PWD official on classroom fund ‘misuse' case
Delhi lieutenant governor VK Saxena has approved disciplinary proceedings against a former Public Works Department (PWD) executive engineer in connection with alleged irregularities in the construction of classrooms under the Aam Aadmi Party (AAP) government. Officials said the LG gave his nod to a proposal moved by the Directorate of Vigilance (DoV) to initiate action under Rule 14 of the Central Civil Services (Classification, Control and Appeal) Rules against SR Meena, who was then an executive engineer in the PWD. Meena is currently posted with the Central Public Works Department (CPWD) in Amritsar. The case dates back to 2018-19 and involves infrastructure projects undertaken under the Centre's Samagra Shiksha Abhiyan, aimed at augmenting school facilities across Delhi. According to officials, a total of ₹38.37 crore was sanctioned for the construction of 226 classrooms in Delhi government schools. 'Instead of constructing 20 classrooms at a school in Tri Nagar, part of the sanctioned amount was used to build a multi-purpose hall at Rani Bagh without the required administrative and financial approvals,' said a senior official at the LG Secretariat, requesting anonymity. 'This constitutes diversion of funds and procedural violation.' The matter surfaced following a public interest litigation (PIL) filed in the Delhi high court by a civil rights group on June 11, 2019. The PIL sought court intervention to ensure that six newly constructed school buildings were handed over for use. This prompted the then chief secretary to initiate an inquiry in March 2024, after the case resurfaced during a review of delayed infrastructure utilisation. A fact-finding report submitted in May 2024 flagged serious lapses not only by the PWD, but also the education department, which failed to conduct proper feasibility studies. 'The department did not verify the availability of unencumbered land before approving the construction, which in some cases led to double allocation of funds for the same space,' the official added. Officials said while proceedings have now been initiated against Meena, the case against another accused officer was dropped as time-barred due to his retirement. This is the latest in a string of actions approved by the LG against officials involved in alleged mismanagement of public funds during previous AAP-led initiatives. Earlier this year, Saxena had cleared action against multiple PWD engineers for irregularities in classroom construction and the renovation of school infrastructure — a project which has been under the scanner since a 2019 CAG audit flagged cost escalations and poor oversight.

Channi slams Bhagwant Mann, Kejriwal as ‘anti-Dalit'
Ludhiana: Former Punjab chief minister Charanjit Singh Channi claimed that both the Aam Aadmi Party (AAP) and Arvind Kejriwal were anti-Dalit and poor people. Referring to the party not appointing a Dalit deputy chief minister, as promised before the 2022 assembly elections, Channi claimed that CM Bhagwant Singh Mann and AAP national convener Arvind Kejriwal did not participate in the programmes organised in the memory of Dalit gurus. Channi said that Kejriwal projected himself as a common man by wearing slippers and travelling in auto-rickshaws, but soon after coming to power, he started travelling in helicopters and staying in luxury hotels. On Wednesday, Channi said, a government programme was organised in Jalandhar on the occasion of Kabir Jayanti and both Mann and Kejriwal were supposed to attend it. However, he claimed that despite being in Jalandhar, both returned without attending the event. He added that Kejriwal and Mann spent time in a friend's factory after inaugurating a park located about three kilometres from the Kabir Jayanti programme venue. He also said that the Kabir Bhawan was constructed during the Congress government at a cost of Rs 12 crore. Channi claimed that the AAP government did not pay attention to cleaning of the sarovar at the Bhagwan Valmiki Teerth in Amritsar, which, had been made using the machinery procured by the Congress government at expense of crores. The former CM said that the AAP government did not implement the project of building a research centre on the life of Dr Bhimrao Ambedkar for Rs 100 crore at the Technical University in Kapurthala. He claimed that during his tenure as CM, he presented a cheque of Rs 25 crore to the Dera Sachkhand Ballan management to build a study centre devoted to Guru Ravidas's teachings at Dera Ballan, the holy place of Guru Ravidas. Channi alleged that the cheque was taken back by Kejriwal. On the eve of Lok Sabha elections, Kejriwal and Bhagwant Mann reached the dera to present the same cheque but the amount of Rs 25 crore has not been released to the dera so far, he claimed. "I genuinely want to ask CM Mann and Kejriwal what their issues are with poor and Dalit people," Channi asked. He said that before the assembly elections, votes were collected by filling forms promising to give Rs 1,000 per month to women but after 40 months, women had not received anything. New Delhi: After a gap of two and a half years, the standing committee of got its chairperson and deputy chairperson, with BJP's Satya Sharma and Sunder Singh being elected to the respective positions on Thursday. The 18-member committee is the key panel that controls the finances of the civic body. Any project above Rs 5 crore needs its approval. Due to the absence of the committee, many policy matters and projects related to sanitation got stuck. Sharma, a councillor from Gautampuri in northeast Delhi, also served as the mayor in the erstwhile East Delhi Municipal Corporation. Sharma, a three-time councillor, polled 11 votes while AAP-nominated Praveen Kumar received seven votes. Deputy mayor candidate Singh also received 11 votes against seven votes by AAP's Mohini Jeenwal. BJP has a clear majority in the standing committee with 11 members. One of the projects that was delayed due to the non-formation of the committee was a redevelopment plan for Hari Nagar depots I and II, which function as CNG bus depots accommodating 230 buses. A multilevel structure has been proposed that would increase bus parking capacity to 384 vehicles while creating 2 lakh square feet of commercial space on upper floors for sale. Several development projects over Rs 5 crore are also waiting for a nod, including finalising an agency for door-to-door garbage collection in the central and west zones, opening a dog park, engaging a new toll tax operator, and Shahjahanabad Interpretation Centre. The standing committee, comprising elected councillors, possesses substantial financial and administrative authority. It has six members directly chosen from the MCD house while the remaining 12 members represent the 12 municipal zones. It serves as the initial platform for examining administrative, monetary and operational matters. The committee holds the crucial role of preliminary examination and endorsement of proposals. Any proposal rejected at this stage does not advance to the house. The measure ensures that the house, under the mayor's leadership, can only deliberate on matters that have received prior recommendation from the standing committee.
