Govt plans to replace NCEA

The government is proposing replacing all levels of NCEA, the main qualification for secondary school students in New Zealand.
Prime Minister Christopher Luxon and Education Minister Erica Stanford made the announcement in Auckland this morning.
Under the proposal, level 1 of NCEA (National Certificate of Educational Achievement) would be replaced with foundation literacy and numeracy tests.
Levels 2 and 3 would be replaced with a New Zealand Certificate of Education and an Advanced Certificate.
Students would be required to take five subjects and pass at least four to get each certificate.
Marking would be out of 100 and grades would and range from A to E.
The changes would be phased in from next year, with the new certificates in place for year 12 from 2029 and year 13 the following year.
Luxon said evidence showed NCEA was inconsistent and did always deliver what students needed.
'"This is about making sure our national qualification opens doors for every young person, whether they're heading into a trade, university, or straight into work," Stanford said.
Consultation on the proposal begins next month.
The proposal includes:
• Removing NCEA Level 1, requiring students to take English and Mathematics at Year 11, and sit a foundation award (test) in numeracy and literacy
• Replacing NCEA Levels 2 and 3 with two new qualifications (The New Zealand Certificate of Education at Year 12 and the New Zealand Advanced Certificate of Education at Year 13)
• Requiring students to take five subjects and pass at least four to attain each certificate
• Marking clearly out of 100 with grades that make sense to parents like A, B, C, D, E
• Working with industry to develop better vocational pathways so students are getting the skills relevant to certain career pathways
• The new qualification will be underpinned by a new national curriculum for Years 9-13 that will clearly outline what students need to learn in each subject and when, providing more consistency.

She said there is already a reform process in place, which the government is using and shifting across. "There will likely be future budgets when we're looking at the feed pathways, the vocational pathways, we know there will be a little bit there," she said. Photo: RNZ / Calvin Samuel Stanford said New Zealand will continue to use AI as a marking tool, as it already been used for literacy and numeracy corequisite exams. "We're extraordinarily advanced in terms of the rest of the world," she said. "Many other countries can't even dream of where we're at the moment - digital exams, AI marking." AI marking was as good, if not better than human marking, she said. Stanford said the tool would be crucial to moving away from NCEA Level 1. "You've got to remember we are dropping Level 1 so there is a whole year of internal and external assessments that will go all together," she said. "If we didn't have AI, this is something that probably wouldn't be possible without a massive injection for NZQA. "But we do have AI, it is coming, and it is getting better and better every year ... and I'm confident that will help (teachers) mark quicker." "There's a couple ways we're using the word 'standard'. Essentially, the way we want to be using it now is the standard is the curriculum," she said. "Teachers will be very used to marking an assessment, or an essay for example as a mark out of 100 ... it does give a lot more clarity to students on how they can improve, and also to parents really importantly." Education Minister Erica Stanford will field questions from the site of her old high school following the Government's decision to radically overhaul New Zealand's main secondary school qualification. The press conference at Auckland's Rangitoto College will be live-streamed from the top of this article around 11.30am. Yesterday, the Government announced the decades-old NCEA scheme would be abolished completely and replaced with two new qualifications at Year 12 and 13. Under the new system, Year 11 students will face what is being called a 'Foundational Skills Award' with a focus on literacy and numeracy. English and mathematics will be required subjects for students at this year level. Year 12 and 13 students will seek to attain the New Zealand Certificate of Education (NZCE) and the New Zealand Advanced Certificate of Education (NZACE) respectively. Under the proposal, students currently doing NCEA continue. Students who are Year 8 today will be the first affected by the changes which begin in 2028. Students would do a mix of internal and external exams that add up to a mark out of 100, replacing the current achieved, merit and excellence rankings. That figure aligns to a letter grade such as A, B or C. For example, a student who received 85/100 in English would get an A while 50/100 in History would get them a C. Opposing political parties have been critical, saying the Government is rushing through the radical changes. Labour's education spokeswoman, Willow-Jean Prime, said 'rushing changes through now for political expediency isn't the answer'. She said schools and parents told her they were concerned about 'how hasty' the proposed changes were. 'Previous rushed overhauls have led to students being the guinea pigs for failed change – like national standards – so we must get this right." The Green Party's education spokesman, Lawrence Xu-Nan, said NCEA was not perfect but it recognised learning took place in different ways. 'Today's announcement is another classic case of the Government favouring one-size-fits-all approaches. Our education system is too important to be reduced to a single, rigid framework that will leave many behind. 'We haven't seen any clear case for the scrapping of NCEA - the Government has not made it. We remain entirely unconvinced this is what our school system needs. In fact, it risks throwing the baby out with the bathwater.'
