Sindh budget proposes 15% hike for 32 public universities
The Sindh government has approved a 15 per cent increase in the annual grant for the province's public sector universities, raising the total allocation from Rs34 billion to Rs40 billion for the fiscal year 2025–26.
According to officials, the summary for the increase—submitted by the Higher Education Commission Sindh—was approved by Chief Minister Murad Ali Shah ahead of the provincial budget presented on June 13. The enhanced grant has been incorporated into the annual budget.
The recommendation to increase the grant was made by a committee headed by former NED University vice chancellor Dr Sarosh Hashmat Lodi. With this approval, all 32 public universities in Sindh will see a corresponding 15% rise in their individual funding allocations.
Following the increase, the grant for the University of Karachi will now stand at Rs3.554 billion, while the University of Sindh in Jamshoro will receive Rs3.410 billion. NED University of Engineering and Technology will receive Rs2.578 billion, and Mehran University of Engineering and Technology will get Rs2.149 billion.
The grant for Dow University of Health Sciences has been raised to Rs1.294 billion, while Jinnah Sindh Medical University will receive Rs1.176 billion. The grant for Liaquat University of Medical and Health Sciences has been increased to Rs1.595 billion.
Among business schools, Sukkur IBA University will receive Rs1.916 billion, and IBA Karachi has been allocated Rs692 million. The Sindh Agriculture University, Tandojam, has been allocated Rs2.259 billion.
Other allocations include Rs498 million for Government College University Hyderabad, Rs1.812 billion for Dawood University of Engineering and Technology, and Rs1.645 billion for Shah Abdul Latif University Khairpur.
Additionally, Sindh Madressatul Islam University will receive Rs684 million, Karachi Metropolitan University Rs284 million, and Shaheed Benazir Bhutto University, Lyari, Rs376 million.

Speaking to media outside the Supreme Court Karachi Registry, Wahab said propaganda was being spread using old videos regarding the new canal supplying water from Hub Dam to the city. "After 22 years, it is due to the efforts of the Pakistan Peoples Party (PPP) that the city is receiving additional water," he said. He stated that the project, completed at a cost of Rs12.8 billion within a record time of 10 months, is ready for inauguration. The mayor clarified that work on the project has been completed and that trial runs are standard procedure before launching large-scale initiatives. 'Such issues are common in concrete work, and the purpose of testing is to detect and resolve problems beforehand,' he said. Wahab added that a one-year warranty period has been set post-completion, under which the contractor is responsible for any required repairs. He dismissed allegations against the project as baseless. 'All standards were maintained during construction. The noise of propaganda is drowning out the news of additional water supply to the city,' he said. He said the Hub Dam had previously supplied 100 million gallons of water daily to Karachi, but due to a 45-year-old transmission system, the supply had fallen to 60 million gallons per day. 'The new canal project will again deliver 100 million gallons of water daily,' he said. 'After this, the old canal will be repaired. Once both systems are functional, the water supply from Hub to Karachi will be doubled.' The project is expected to benefit residents of District West, Keamari, and Central. Commenting on federal funding, Wahab referred to earlier statements by the Governor of Sindh. 'He said on TV that Rs40 billion have been received from the federal government. I remind him that he had promised Rs100 billion. If Rs40 billion have been received, transfer them to the KMC account and serve the city.' He also criticized the Muttahida Qaumi Movement (MQM), saying that 'China-cutting,' land commercialization, and resource plundering are remnants of its era. 'We also remember the body bags, extortion, and kidnappings for ransom,' he said. 'The city's fundamental problems began during MQM's time.' Wahab expressed his willingness to work with other parties for the city's development. 'The city's hopes are tied to its political leaders,' he said. 'We want chaos to end. Everyone must work together for the betterment of Karachi.' He added, 'I am ready to sit with MQM, Pakistan Tehreek-e-Insaf (PTI), or Jamaat-e-Islami for the betterment of the city.'

Punjab to build homes for those who build industry
The Punjab cabinet has approved a plan to provide 1,220 residential flats to industrial workers. Chief Minister Maryam Nawaz said while presiding over a cabinet meeting, "Workers will get flats in the Labour Complex Sundar, Kasur, and Labour Colony Taxila through balloting." She rejected a proposal to collect price of the flats from workers and directed the authorities concerned to take immediate steps to build 3,000 more apartments for the industrial labourers. The cabinet also approved an increase in the minimum monthly salary of workers in skilled, semi-skilled and other categories to Rs40,000. It approved, for the first time in Punjab, comprehensive rules for the safety of workers. The CM said, "Punjab should approve Occupational Safety and Health Rules 2024." She directed then authorities concerned to ensure safety of employees working on sewerage lines and at construction sites. She directed the labour department to form an enforcement force to ensure the safety of workers. She highlighted, "Just making laws is not enough; implementation is necessary at all levels. Lives of poor workers and labourers are also precious. We will ensure their safety at all cost." The provincial cabinet also approved the draft of the Punjab Restriction on Employment of Children Rules 2024 to prevent child labour. The chief minister announced a reward of Rs50,000 each for rescue workers performing flood duties. The cabinet lauded Rescue 1122 for flood relief operations after torrential rains. An allocation of Rs2.6 billion to the Provincial Disaster Management Authority (PDMA) for the rehabilitation of flood-affected people was approved. It also approved official assessment of grade V and exams of grade VIII students in Punjab. The provincial cabinet approved lifelong pension to employees' widows. The chief minister directed the relevant authorities to establish regular industries for prisoners. She said, "Prisoners working as laborers will also get wages." She also issued directives to introduce a third-party monitoring system in jails. She ordered promotion of investment in the province by approving the establishment of petrol pumps upon the submission of six documents instead of the current 16. She said, "Investors will be able to get NOC by applying online." The cabinet approved the implementation of a uniform procedure for the appointment of treasurers, registrars and controllers of examinations in government and private universities. Chief Minister Maryam Nawaz directed the relevant authorities to take necessary steps for monitoring the audit reports across Punjab. The cabinet agreed to a proposal regarding hiring for the appointment of vice chancellors and a condition of 80% marks. The CM said an artificial intelligence-based traffic management system would be implemented on the province's roads within 90 days. She directed the authorities to ensure immediate implementation of a load management system and approved the establishment of WASA in five divisions. The CM said Water and Sanitation Agencies would be established in 13 more cities. The cabinet approved paid internships for nurses in government hospitals. The CM announced that 99% recovery of Kisan Card loans had been achieved in the first phase.

She emphasised that enacting laws alone is not sufficient—implementation and enforcement at every level are essential, as the lives of poor workers are invaluable. Government officials further approved child labour restrictions via the Punjab Child Labour (Prohibition) Rules 2024, unified appointment procedures for key university administrators, AI‑based traffic systems set to roll out within 90 days, expansion of WASA services to 13 new cities, paid internships for hospital nurses, and various legislative measures covering recruitment, telecom leasing, sugarcane research and local government acts.
