Bulacan has around 30 ‘ghost' flood control projects —Lacson
Senator Panfilo 'Ping' Lacson on Wednesday said that Bulacan was the 'most notorious' province when it comes to anomalies in flood control projects, claiming that a 'well-organized syndicate' was behind the scheme.
In his privilege speech, Lacson said that 28 projects in Bulacan are so-called distinct as they are all worth P77 million.
''Distinct' ang mga budget items na makikita sa GAA at awarded contracts na may pare-parehong halaga para sa magkakalapit man o magkakalayo na proyekto. 'Distinct' dahil ayon sa aming mga informants sa loob ng DPWH at kinumpirma ng ilang contractors, 'coded na budget' ito para mayroong pagkakakilanlan ang mga 'may-ari' ng proyekto. Para sa nakakaunawa, ang ibig sabihin po ay 'akin yan,'' the senator said.
He also mentioned former Bulacan first district engineers allegedly linked to such anomalous projects.
'Ayon sa mga contractors at DPWH officials na nakipag-usap mismo sa akin at aking staff, ang dalawang ito ay halos pareho lang ang pagmamahal sa pera,' Lacson
'Mr. President, sa district engineering office na ito, sa ilalim ng pamumuno ng dalawang nabanggit na opisyal, para sa taong 2024, 28 proyekto ang pare-pareho ang pondo kahit magkakaiba ang specs, disenyo at haba,' he added.
Lacson also named several barangays in Malolos and Hagonoy in Bulacan, where two contractors supposedly had ghost flood control projects.
'Ang dapat sa mga ito ay ipinampupukpok sa pagbabaon ng mga sheet piles. Hindi ito kababalaghan, Mr. President. This is well orchestrated by an organized network of people who abuse their power,' Lacson said.
'May isang grupo sa loob ng 1st district engineering office ng Bulacan na kilalang 'sindikato' ng mga substandard at 'ghost' projects. Ang kanilang modus, manghihiram ng lisensya sa mga suki nilang contractors. Gamit ang lisensya ng contractors, sila na ang mag-i-implement ng projects o kung hindi man, magpoproseso ng mga dokumento para lumabas na 'completed' na ang ghost projects,' he added.
Lacson said that his office is 'willing and ready' to provide the names of the members of such a syndicate in Bulacan's 1st district engineering office, including probable witnesses to testify against them.—LDF, GMA Integrated News

Win Gatchalian: Zero budget for flood control if system not fixed
Senate finance committee chairman Sherwin Gatchalian on Thursday said that no budget will be allocated for flood control projects next year if the Department of Public Works and Highways (DPWH) will not be able to fix its system in addressing the country's perennial flooding problem. Gatchalian also shared the view that there are syndicates behind the anomalous flood control projects, emphasizing that they will just continue abusing the system if the processes are lenient. Budget Secretary Amenah Pangandaman earlier said that the proposed budget for the flood control projects under 2026 National Expenditure Program stands at P274.926 billion. This amount was lower compared with the about P350-billion earmarked in the 2025 General Appropriations Act (GAA). The proposed P274.9-billion allocation for flood control projects was divided between the Department of Public Works (DPWH), which will receive the bulk of the allocation at P272.333 billion, and the Metro Manila Development Authority (MMDA) with P2.593 billion. Senate President Pro Tempore Jinggoy Estrada, meanwhile, believes that 'heads must roll' amid the Senate Blue Ribbon Committee's investigation into the anomalous flood control projects. 'Basta ako, ang paniniwala ko, hindi magpo-prosper ang isang ghost project kung walang cooperation ng COA (Commission on Audit),' Estrada said. (I believe that a ghost project will not prosper without cooperation with the COA.) DepEd seeks DPWH help for students risking lives to cross river in Nueva Vizcaya
Education Secretary Sonny Angara appealed to the Department of Public Works and Highways (DPWH) after a news report showed high school students in Nueva Vizcaya risking their lives daily to reach school by crossing a river on steel cables. In a letter to DPWH Secretary Manuel Bonoan dated August 17, 2025, Angara cited a GMA Regional TV News report on the plight of students from Pinayag National High School in Sitio Macdu, Barangay Pinayag, Kayapa. The students reportedly cling to the cables to cross a river after the bridge in Barangay Latbang was destroyed by Super Typhoon Pepito in November 2024. 'Their story is a stark reminder of the broader infrastructure challenges that continue to affect our public school system,' Angara wrote. "We recognize that sustainable and long-term solutions are urgently needed to make school access safe and reliable', he added. Angara said the Department of Education (DepEd) is counting on closer coordination with DPWH to ensure that classrooms and access routes, especially in geographically isolated and disaster-prone areas, are built to be strong and resilient. He stressed that the request is aligned with President Ferdinand Marcos Jr.'s directive to provide safe and resilient learning environments nationwide. The DepEd chief noted that while the department focuses on delivering quality education, the safety of students going to and from school remains dependent on reliable infrastructure. 'We hope that our agencies can continue collaborating when it comes to urgent infrastructure needs in our schools,' Angara said, adding that DepEd is committed to 'strengthening our partnership with DPWH to ensure that classrooms and access routes are built strong, resilient, and truly conducive to learning.' Imee Marcos takes drug test
Senator Imee Marcos and her staff underwent drug testing following reports of alleged marijuana use by a Senate employee inside the premises of the upper chamber. According to her office, all of Marcos' 38 staff, including her security personnel, were instructed to take a 5-panel drug test for cocaine, shabu, ecstasy, marijuana, and opium. 'Natapos na lahat ng staff ko. Inobliga ko sila at wala namang pumalag. Eh nakakahiya naman, dapat ako nauna eh kaya nga nandito na 'ko,' the senator said in a video posted on her Facebook page on Wednesday. (All of my staff have finished drug testing.
