Lawmakers eye ban on online gambling promotions, linkage to e-wallets
Bukidnon Reps. Keith Flores, Jose Alba, Audrey Zubiri, Laarni Roque and Arlyn Ayon made the proposal under their House Bill 721 or the Anti-Online Gambling Promotions in E-Wallet Act.
Under the bill, the following acts of operators of e-wallet mobile applications are deemed illegal:
redirecting users to any online gambling platform, website, or application through links, QR codes, or similar digital means
distributing information online on the placing, receiving, or transmitting of a bet or wager through any online gambling website, platform, or application
displaying, publishing, or hosting online gambling advertisements within their applications or user interfaces
promoting gambling activities online to the general public
Any operator, natural or juridical, of an e-wallet platform or similar digital payment application found to have violated the proposed law will be fined P100,000 to P500,000 and will be given a warning for the first offense.
The penalty for the second offense is pegged at P500,000 to P1 million on top of suspension of operations for 30 days at maximum.
For the third and subsequent offenses, the fine is P1 million to P5 million and permanent revocation of the business license.
If the offender is a foreigner, the person will be deported immediately after payment of fines without further proceedings by the Bureau of Immigration.
"All four of Bukidnon's representatives in Congress are united on making sure gambling operations go back to onsite operations only and without linkages to e-wallets," Flores said in a statement.
'Alongside financial inclusion and the ease of transactions, a troubling social and cultural trend has emerged: e-wallets have become gateways to gambling by providing direct access to digital casinos and sports betting platforms. Economically vulnerable Filipinos are lured into gambling activities that may lead to financial ruin and social harm,' the authors added in their explanatory note.
The lawmakers said that the e-wallets' service of providing loans is also being used by gamblers to continue betting, creating a vicious cycle of debt and dependency.
'Online gambling is a moral, financial, and public health concern. Without proper safeguards, e-wallets risk becoming traps for vulnerable Filipinos. Thus, this bill aims to ensure responsibility and accountability among e-wallet platforms to prevent their exploitation in promoting gambling-related activities and behaviors,' the lawmakers said.—LDF, GMA Integrated News

House bill eyes senior, PWD discounts on top of 'promo offers'
A bill granting 20% discount and 12% Value Added Tax (VAT) exemption to senior citizens and persons with disabilities on top of any "promotional offer" has been filed at the House of Representatives. The proposed measure provides that 'the discount granted to senior citizens and persons with disabilities, including the 20% discount and exemption from the value-added tax (VAT) on goods and services, or the special discount on purchase of basic necessities and prime commodities, will be in addition to any prevailing promotional offers or discounts extended by business establishments, if any, has been provided, but in no way that it will require presentation of booklets in the procurement of goods.' Further, the bill states that a promotion or discount offered by a business establishment to the general public will not be considered in compliance with Section 4 of the Senior Citizens Act as amended and Section 32 of Magna Carta for Disabled Persons as amended. House Bill 16 was filed by 19th Congress House Speaker Martin Romualdez, who was reelected as Leyte Representative in the last elections. Tingog party-list Reps. Andrew Julian Romualdez and Jude Acidre co-authored the bill. 'This bill aims to preserve the preferential treatment accorded to senior citizens and persons with disabilities by mandating the State to adopt an integrated approach on how to make essential programs and other social services available to them in an attainable and convenient manner,' said Romualdez. 'This is in line with the state policy of promoting a just and dynamic social order that shall ensure the nation's prosperity and free its people from poverty,' the authors added. A similar bill covering promos on discounts for purchases made by senior citizens and PWDs was filed in the 19th Congress by then Reps. Joey Salceda of Albay, Rodolfo "Ompong" Ordanes of Senior Citizens party-list, and Alfelito "Alfel" Bascug of Agusan del Sur. This bill was approved by the House on third and final reading in May 2024, but the Senate did not pass a similar measure. 2 men arrested in Las Piñas for selling fake money online
Two suspects were arrested in Las Piñas City for selling fake money online, the Anti-Cybercrime Group (ACG) of the Philippine National Police said Friday. In a statement, the ACG said the suspects, identified as 18-year-old 'Usa' and 30-year-old 'Agila,' were arrested in an entrapment operation on Wednesday. This was in response to the report from the Bangko Sentral ng Pilipinas (BSP) regarding the online sale of counterfeit banknotes. The Northern District Anti-Cybercrime Team conducted cyber patrolling and caught a social media post by one of the suspects offering a counterfeit P1,000 bill for only P150. Seized from the suspects were 150 fake P1,000 bills sold for P22,500 during the operation. The suspects are facing charges for illegal possession and use of false treasury or banknotes and other instruments of credit under Article 168 of the Revised Penal Code in relation to Section 6 of the Cybercrime Prevention Act of 2012. 'The sale of counterfeit currency online undermines our financial system and exploits the trust of unsuspecting citizens. Let this serve as a warning to those attempting to use the internet to circulate fake money,' ACG chief Police Brigadier General Bernard Yang said. Marcos, Canada PM discuss trade, Vancouver festival attack in phone call
President Ferdinand Marcos Jr. and Canadian Prime Minister Mark Carney spoke by phone on Thursday to discuss several matters, including the car-ramming attack in Vancouver that killed several Filipinos in late April. ''Had a very good conversation with Prime Minister Mark Carney of Canada,'' Marcos said in a social media post. ''We discussed how our two nations can further strengthen and deepen cooperation in trade, defense, and maintaining peace in our region. I also conveyed our gratitude for Canada's swift assistance to the Filipino community in Vancouver following the tragic incident at the Lapu-Lapu Day Festival,'' he added. In a separate statement, Carney's office said the two leaders ''reflected on the Lapu-Lapu Day tragedy in Vancouver earlier this year and expressed their deep condolences to all those affected.'' The April 26 festival, held to honor Lapu-Lapu, who led the defeat of Portuguese explorer Ferdinand Magellan in a battle in 1521, turned into a scene of tragedy after an SUV driver plowed into a crowd in Vancouver's Sunset neighborhood. A Reuters article said that the deceased were between the ages of 5 and 65. Canadian prosecutors later charged the suspect, Kai-Ji Adam Lo, with at least eight counts of second-degree murder. Both Marcos and Carney also ''agreed on the importance of a free and open Indo-Pacific and of the efforts of both Canada and the Philippines to uphold the rules-based international order and security in the region,'' the prime minister's office said.
