
Chhattisgarh cabinet approves transfer policy 2025 with focus on transparency & efficiency
RAIPUR: Chhattisgarh cabinet on Wednesday approved the Transfer Policy 2025 and the transfers at district level will be carried out between June 14 to June 25 with the approval of in-charge ministers while the state-level transfers will require departmental ministers' approval.
Applications will be accepted from June 6 to June 13.
Chief Minister Vishnu Deo Sai chaired the cabinet meeting at Mahanadi Bhavan in state secretariat, where multiple policy decisions were approved to improve governance, support local culture, and boost development across the state.
Cabinet approved the Transfer Policy for the year 2025, which will regulate transfers of government employees at both the district and state levels.
According to the decision, the policy mandates a minimum of two years of service for eligibility, with certain exceptions for individuals with serious health conditions, physical or mental disabilities, or those nearing retirement. Transfers from scheduled areas will require replacements, and efforts will be made to fill vacancies in remote districts such as Sukma, Bijapur, and Narayanpur.
Transfers of Class III and IV employees will be capped at 10% and 15% respectively, and probationary employees will not be eligible.
All transfer orders will be processed through the e-office system to ensure transparency. Employees posted in districts on attachment will be considered disengaged from June 5, and further placements will follow the new policy guidelines. Any appeal against transfers must be submitted within 15 days to a state-level committee, and no transfers will be permitted after June 25 without special approval.
Cabinet also approved the renaming of several villages in line with local sentiments and cultural identity.
The village of Damakheda in Balodabazar-Bhatapara district will now be officially known as 'Kabir Dharamnagar Damakheda,' following the Chief Minister's announcement during the Sant Samagam held on February 23 this year. Additionally, Gadhabhatha in Kawardha tehsil has been renamed Sonpur, while Chaandalpur in Bodla tehsil will now be called Chandanpur.
To promote traditional art and culture, the Cabinet approved the allocation of 10 acres of free land in Nava Raipur to the Department of Culture for the establishment of a 'Kalagram.'
This cultural village will serve as a dedicated center for craftsmen, folk artists, and traditional artisans, offering them a platform for showcasing their work and engaging in cultural exchanges. It is expected to become a hub for national-level cultural activities and bolster the visibility of Chhattisgarh's rich artistic heritage.
Government also cleared a proposal to allot 13.47 acres of land in Nava Raipur to establish a National Archery Academy.
This facility will include outdoor and indoor archery ranges, a high-performance training center, and residential facilities such as hostels. It is part of a larger vision to enhance Chhattisgarh's presence in national sports and foster athletic excellence.
In a move to ensure affordable urban housing for lower and middle-income groups, the Cabinet approved the Chhattisgarh Affordable Housing Plot Policy, 2025.
This policy aims to provide reasonably priced land with access to essential infrastructure such as water supply, electricity, roads, and sewage systems. It also seeks to curb illegal land development and promote well-planned, regulated real estate growth while attracting investment in the infrastructure sector.
A new initiative, the 'Chhattisgarh Yuva Ratna Samman,' was also launched to recognize and honour youth and voluntary organizations contributing to social development.
The award will be given annually to one individual and one organization for exceptional work in youth welfare. The individual award carries a medal, certificate, shawl, and a cash prize of Rs 2.5 lakh, while the organization will receive up to Rs 5 lakh.
Additionally, awards of Rs 1 lakh each will be given in categories such as literature, innovation, sports, environment, education, women and child development, health, science, and folk arts.
Only permanent residents of Chhattisgarh aged between 15 to 29 will be eligible, excluding government employees and those in public sector institutions.
In a step to fast-track sports talent development, the Cabinet decided to relax the requirement of a diploma from the National Institute of Sports, Patiala, for the recruitment of coaches under the Sports and Youth Welfare Department for one financial year.
Further, to promote tourism in tribal and rural regions, the Cabinet approved the 'Chhattisgarh Homestay Policy 2025–30.' The policy aims to encourage homestays in remote villages, especially in Bastar and Surguja, to offer tourists authentic cultural experiences. It is designed to create livelihood opportunities for local residents and promote eco-cultural tourism, aligning with the national vision of 'vocal for local.'

Bastar is now known for digital transformation, not fear: Chhattisgarh CM Vishnu Deo Sai
New Delhi [India], June 7 (ANI): Chhattisgarh Chief Minister Vishnu Deo Sai met Prime Minister Narendra Modi in New Delhi on Friday. During the meeting, he presented the changing face of Bastar, highlighting peace and development initiatives, and also briefed the Prime Minister about the recently held Su-Shasan Tihar (Good Governance Festival) in Chhattisgarh. During his visit to Delhi, the Chief Minister also called on Union Home Minister Amit Shah at his residence, where they discussed key issues, including state development and anti-Naxal operations. The Chief Minister stated that Bastar, once known for guns and landmines, is now witnessing the rise of mobile towers -- not just as tools of communication, but as symbols of progress and trust. He informed that in the past one and a half years, the state government has established 64 new forward security camps in the region. These camps have not only enhanced the sense of safety in nearby villages but have also brought mobile network connectivity to previously remote areas. A total of 671 mobile towers have been activated so far, with 365 of them providing 4G services. This marks the beginning of a digital revolution in tribal regions. 'Today, these mobile towers signify more than just connectivity,' the Chief Minister said. 'They represent a future where children and youth in Bastar are now part of the digital world. Where earlier they had to travel to cities to prepare for exams or access education, now the same opportunities are available in their own villages through online platforms. Young people in Bastar are shaping their own futures using smartphones,' he said. He also highlighted that villages around these security camps are now receiving basic amenities like electricity, drinking water, healthcare, and education. Under the Niyad Nellanar scheme, 18 community services and 25 government welfare schemes are being implemented simultaneously in 146 identified villages. The Chief Minister briefed the Prime Minister on the success of Su-Shasan Tihar, during which hundreds of grievance redressal camps were organised. From MPs to MLAs, public representatives directly visited villages to address people's concerns. At these camps, citizens received services such as ration cards, Aadhaar updates, pensions, health check-ups, school admissions, Ayushman cards, PM Awas, and Ujjwala gas connections -- all under one roof. CM Sai also presented a detailed account of Chhattisgarh's initiatives and innovations in the field of water conservation. He emphasised that the state is working in mission mode to tackle water scarcity, combining community participation with technological interventions at every level. The Chief Minister informed the Prime Minister that due to changing climate patterns, the number of rainy days in Chhattisgarh has reduced from around 100 to just 65 annually. In response, the state has launched a unique initiative titled 'Water Conservation Initiative - Chhattisgarh's Model for a Secure Future'. As part of this model, innovative water-saving methods are being adopted in villages. Where rainwater earlier flowed away, efforts are now being made to capture and store it. Technologies like GIS mapping and the Jaldoot mobile app are being used to identify critical areas in need of water infrastructure. Most significantly, women are playing a central role in this campaign. Women's groups are actively involved in cleaning and deepening ponds, reviving traditional water bodies, and promoting water stewardship in their communities. This collective effort is helping ensure clean and sufficient water in rural areas. Chief Minister Sai also informed the Prime Minister about the Nalanda Campus -- India's first 24x7 hybrid public library. Built at a cost of Rs 18 crore, the campus includes an e-library, youth tower, health zone, and solar-powered infrastructure. Over 11,000 students have benefited so far, with more than 300 successfully clearing UPSC and CGPSC exams. He also shared details about the Prayas model, which provides free coaching to underprivileged and tribal students for national-level exams such as IIT-JEE, NEET, and CLAT. So far, 1,508 students from this initiative have secured admission in prestigious institutions across India. Chhattisgarh CM meets Union Home Minister Amit Shah, shares achievements of anti-Naxal operations
New Delhi [India], June 6 (ANI): Chhattisgarh Chief Minister Vishnu Deo Sai met Union Home Minister Shri Amit Shah in New Delhi on Friday. According to the Chief Minister's Office (CMO), during the meeting, the Chief Minister provided a detailed briefing on the state's recent successes in anti-Maoist operations and the ongoing development initiatives in the Bastar region. CM Sai informed the Home Minister that the anti-Naxal campaign has reached a decisive phase with the state's renewed strategy and the continued support of the Centre. Intensive operations conducted over the past one and a half years have yielded significant results, including the surrender of 1,428 Maoists, a remarkable increase compared to the previous five years. He further stated that 205 encounters occurred during this period, eliminating 427 Maoists, including top leaders such as Baswaraju, the Maoist general secretary, and Central Committee member Sudhakar. The state has also established 64 new forward security camps, substantially strengthening the security grid in the affected regions. The Chief Minister noted that the areas surrounding these security camps are now rapidly gaining access to basic services like electricity, drinking water, healthcare, and education. Under the 'Niyad Nellanar Yojana', 146 villages have been identified where 18 types of integrated community services and 25 government schemes are being actively implemented, leading to a noticeable increase in local trust in the government machinery. Union Home Minister Amit Shah appreciated the Chief Minister's detailed progress report and lauded the Chhattisgarh government's decisive action against Maoist violence. Maoist leader killed in gunfight with security forces in Chhattisgarh
A central committee member of the banned Communist Party of India (Maoist) was killed in a gunfight with security forces in Chhattisgarh's Bijapur district on Thursday, said Chief Minister Vishnu Deo Sai. The member identified as Gautam, alias Sudhakar, had a bounty of Rs 40 lakh on his head, according to The Hindu. The central committee is the highest decision-making body of the Communist Party of India (Maoist). The gunfight began on Wednesday after a joint team of security forces acted on intelligence reports indicating the presence of suspected Maoist leaders in the Indravati National Park area, Bastar Range Inspector General of Police P Sundarraj told PTI. The Special Task Force, District Reserve Guard, both units of the Chhattisgarh Police and Commando Battalion for Resolute Action – a specialised unit of the Central Reserve Police Force – were involved in the operation, Sundarraj added. He said that an AK-47 rifle, along with a large cache of explosives, weapons and ammunition, was recovered during the operation. Sai stated on Thursday that apart from Sudhakar, ' several other ' suspected Maoists were killed during the security operation. He did not confirm the number of suspected Maoists killed. Sudhakar allegedly led the banned Communist Party of India (Maoist)'s technology team and the Regional Political School, an ideological training school for recruits, Sundarraj told The Hindu. This comes two weeks after Nambala Keshav Rao, the leader of the banned Communist Party of India (Maoist), was killed in a gunfight with security forces on May 21. The police have stated that 186 suspected Maoists have been killed in gunfights with security personnel in the Bastar range in 2025. In 2024, 217 suspected Maoists were killed by security forces across Chhattisgarh. Malini Subramaniam has reported for Scroll that while many of those killed in Chhattisgarh's Bastar region in 2024 were declared by the police to be reward-carrying Maoists, several families dispute the claim. The families claim that the persons killed were civilians.
