Submit proposal on state's health policy urgently: Maha Minister tells officials
Minister Abitkar, who chaired a high-level meeting, also gave instructions on the inclusion of contractual employees working under the National Health Mission in government service and the early submission of a proposal for an increase in their honorarium.
He also asked the administration to follow up on the government decision of the Women and Child Welfare Department regarding the inclusion of employees under the Pradhan Mantri Matru Vandana Yojana.
'There should be transparency in the transfer process of medical officers. Administrative transfers of medical officers, who have served for more than eight years, should be done through counselling, and after that, the transfer on request should be made. Also, transfers of officers in the S-23 pay scale should be done by looking at their report cards, and inter-district transfers of community health officers should be done first before May 31. They should be given a convenient district and then carry out intra-district transfers,' said the minister.
He added that to ensure that the government has the maximum number of Class I medical officers, these posts should be filled up immediately by following up with the Maharashtra Public Service Commission (MPSC).
He said that a legal firm should be appointed to amend the Bombay Nursing Home Act and other laws, adding that the bill should be presented during the upcoming monsoon session of the state legislature.
Abitkar further instructed to present a proposal to the Cabinet to provide an incentive allowance to medical help desk employees and to pay Rs 20 instead of Rs 5 to ASHA workers for issuing Ayushman Bharat cards.
He also asked the administration to set up medical help desks in Kolhapur, Chhatrapati Sambhaji Nagar and Mumbai.
The minister directed that the Public Health Department should prepare a 150-day action plan and submit it by May 20, 2025. He further instructed to submit a detailed proposal for launching the Rural Cleanliness and Health Campaign in the state, as well as to start Cancer Day Care Centres at 17 places as announced by the Central government in its budget and to start TB-free Panchayats and Tobacco-free Schools campaigns.
'A proposal should be submitted for providing special facilities to doctors working in tribal and remote areas. A supplementary demand of Rs 44 crore for setting up a new laboratory on the lines of the Central government's NIV should be submitted to the Finance Department by May 31. Instructions were given to look into the availability of land in Kolhapur or Pune for the PM Medicity Program, considering the availability of 50 acres of land and the airports,' he said.
He added that the department should immediately submit a proposal to the finance department by May 31.

The launch event was attended by several dignitaries, including Assembly Speaker Ch Ayyanna Patrudu, ministers P Narayana and Y Satya Kumar, along with MP Kesineni Shivnath, MLA Tenali Sravan Kumar, Dr Undavalli Sridevi and other prominent leaders and officials. Trust board members, including Dr Dattatreyudu Nori and Nara Brahmani, were also present. In his remarks, Balakrishna expressed his gratitude to all donors and supporters, emphasising that the project would carry forward the hospital's legacy of compassion and excellence. In a 1st in India, Goa to negotiate lower prices for life-saving therapies
Representative image PANAJI: In a move aimed at giving people greater access to high-cost medical treatment for cancer and rare diseases, Goa rolled out an innovative pricing policy for life-saving therapies. Under the policy, the state govt will procure drugs, medical equipment, and diagnostics from pharmaceutical firms at a lower negotiated price from the listed price, enabling budget allocation to cater to more patients or support a longer duration for therapies. Vishwajit Rane, health minister, said on Wednesday the govt is the first in the country to adopt this policy framework, which enables confidential pricing agreements between govt and pharmaceutical innovators. The rollout is likely to begin with lung cancer treatment. Innovative therapies for diseases like cancer, rare genetic disorders, and autoimmune conditions can cost upwards of Rs 50 lakh per year, making them difficult for most patients, he said. "Goa's adoption of this pricing policy is a vital and timely step to advance health equity in the state. This value-based approach to pricing will improve access for patients and marks a new era focusing on helping more patients," Rane said. The healthcare system must be better equipped to handle the growing burden of cancers and rare disease cases, Rane said. A committee chaired by the additional or joint secretary of health and comprising the dean of GMC, director of health services, and pharmacy heads will be constituted to recommend appropriate pricing for approval by govt. The committee will also be empowered to negotiate with firms to secure the best rate for patented drugs and equipment after signing agreements.

1 2 Lucknow: Deputy Chief Minister Brajesh Pathak on Wednesday presented the 'health vision document' in the Assembly. He outlined the govt's ambitious roadmap to make the state number one in every sector, particularly healthcare. Pathak said the vision of 'Viksit Bharat 2047' goes beyond infrastructure such as buildings and roads. It encompasses ensuring health, dignity, and equitable opportunities for every citizen. "Prime Minister Narendra Modi is advancing on the path of development guided by the mantra of 'Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas'. Our priority is to provide quality healthcare to all without financial hardship," he told the House. The document presented the govt's goals, achievements, and policy priorities for 2027, 2030, and 2047. Pathak said the National Health Policy 2017, which focuses on affordable, quality healthcare for all, preventive care, and primary health services, forms the core of state policy. Under the Ayushman Bharat scheme, each family receives annual coverage of up to Rs 5 lakh. Uttar Pradesh, Pathak said, emerged as a frontrunner in implementing the scheme, along with the Ayushman Bharat Digital Mission, Ayushman Bharat Health Infrastructure Mission, and eSanjeevani telemedicine services. By 2027, the govt aims to provide treatment coverage to every family, achieve 100% e-KYC for eligible households under PM-JAY, distribute gold cards, integrate state-level fraud risk monitoring with helplines, and expand digitisation across the health sector. All Ayushman Arogya Mandirs will be equipped with biomedical lab networks, and public health laboratories will be strengthened. Greater use of telehealth services and expansion of medical education are also planned. By 2030, targets include reducing maternal and infant mortality rates, improving disease control, and raising the quality of medical education. So far, 5.34 crore Ayushman cards have been issued under the Pradhan Mantri Jan Arogya Yojana and the Mukhyamantri Jan Arogya Yojana, benefiting 70.36 lakh patients with free treatment worth Rs 11,123 crore.
