-led government would maintain all existing government agreements for the auto sector, the Conservative leader said Thursday.
'We will honour all agreements for the auto sector that the government has made, but we will not force Canadians to pay a $20,000 tax on automobiles,' Poilievre said at a news conference in Halifax.
'We will continue to support the battery plants, the EVs and the other commitments the government has made, because we don't believe in tearing up agreements.'
The Parliamentary Budget Officer estimated in 2024 that federal support for electric vehicle investment in Canada totalled as much as $31.4 billion, while provincial support was up to $21.1 billion.
But the '$20,000 tax' Poilievre referred to — the focus of his announcement on Thursday — is tied to former prime minister Justin Trudeau's target that zero-emission vehicles should make up
20 per cent of new car sales starting in 2026
, growing to 100 per cent by 2035.
The Conservative leader has now renamed part of the policy the 'Car(ney) tax,' in reference to Liberal Leader Mark Carney.
Poilievre has claimed that if automakers don't meet those quotas, they may be fined up to $20,000 for every vehicle they fall short of that target total — in other words, car manufacturers who sell gas-powered vehicles exceeding the 'Liberal quota' will be slapped with a '$20,000 tax' per vehicle.
'I think they're trying to say not selling enough EVs is the same as selling too many gas cars. And so they're kind of simultaneously saying not enough EVs is a $20,000 fine, and too many gas cars is a $20,000 tax,' said Joanna Kyriazis, the director of public affairs at Clean Energy Canada.
But neither of those claims are accurate, Kyriazis said.
While both B.C. and Quebec have zero-emission vehicle mandates that come with a $20,000 penalty per vehicle that misses the quota, the federal regulations are different.
'Under the federal EV availability standard, there are no monetary penalties for non-compliance,' Kyriazis said.
'The $20,000 that they're referring to is a compliance pathway where if a carmaker cannot meet its requirements in a given year based on how many EVs it makes available for sale in Canada, that carmaker can instead choose to invest in charging infrastructure to earn credits instead,' she said. 'And for every $20,000 invested in charging infrastructure, a carmaker can earn one credit. So it's not a penalty, it's a compliance flexibility.'
Poilievre's suggestion, therefore, that an automaker selling too many gas-powered cars will get hit with a $20,000 'tax' is misleading,
Kyriazis said.
She said that aside from investing in charging infrastructure for electric vehicles, manufacturers can also purchase credits from other automakers — something Poilievre has argued will benefit foreign carmakers like Tesla.
There are also grace periods, Kyriazis said, 'where if an automaker doesn't comply in a given year, they have a couple more years to make it up and earn and sell more EVs in future years.'
'There's a lot of wiggle room in any given year,' she said.
'If they can't earn enough credits in a given year using any of those compliance pathways, then they are at risk of federal prosecution.'
The Conservatives have pointed to research that indicates that the mandate will lead to job losses in the auto sector, and on Thursday highlighted an endorsement from Brian Kingston, the head of the Canadian Vehicle Manufacturers' Association, who said that 'mandating EV sales when the auto industry is under attack from U.S. tariffs is putting the puck in our own net.'
Nevertheless, Poilievre said in Halifax he had 'nothing against electric cars.'
'If you want one, buy one. Free choice. Make your own decision. I encourage you to buy one that's made in Canada.'
In their campaign platform released Tuesday, the Conservatives said they would generate $11.2 billion in revenue over four years from cancelling the mandate.
Kyriazis said her interpretation of that figure is that the Conservatives believe scrapping the policy will lead to economic growth in Canada's auto sector, generating billions in revenue and associated tax revenue for the government.
'But I just want to point to (how) Canada's auto sector started winning when the EV transition started becoming real,' Kyriazis said.
'If we are removing policies that are supportive of the EV transition, that's a bad news story for our auto sector, not a good news story.'

BBC bosses have drawn up plans to win over Reform UK voters, according to editorial meeting minutes. Minutes from a meeting of the broadcaster's editorial guidelines and standards committee from March show that BBC News CEO Deborah Turness gave a presentation in which she discussed plans to alter "story selection" and "other types of output, such as drama" to win the trust of Reform voters. The minutes, which were reported by The Byline Times, also show the committee identified "the importance of local BBC teams" to their plan to win over supporters of Nigel Farage. There is reportedly a belief that the corporation's news and drama output is creating "low trust issues" with Farage backers. The minutes states: "The CEO, News and Current Affairs provided the Committee with a presentation on plans to address low trust issues with Reform voters. READ MORE: "The committee discussed the presentation. Committee members recognised the importance of local BBC teams in the plan, given their closeness to audiences. "Directors discussed how story selection and other types of output, such as drama, also had a role to play. An update on progress would return to a future meeting." The committee includes former GB News executive Robbie Gibb, who is also a former director of communications at Number 10 and an outspoken Brexiteer. Gibb was appointed to the board by former Conservative Prime Minister Boris Johnson in 2021. He was identified by former BBC Newsnight presenter Emily Maitlis in 2022 as an 'active agent of the Conservative party'. Farage has repeatedly used his own GB News platform to attack the BBC, calling it a 'political actor' and threatening to boycott the corporation. In language also used by the BBC Editorial Committee, the Reform leader suggested that BBC editors were using 'story selection' in order to target his party. In an incident last year, Farage refused to appear on the BBC until the broadcaster apologised for allowing members of the public to ask him questions during a special episode of Question Time. The BBC has previously been criticised by some viewers for heavily featuring Reform UK politicians on its programmes, despite the party only having a handful of MPs. In July last year, sociology professor Tom Mills – author of The BBC: The Myth of a Public Service – claimed the BBC were giving such a platform to Farage because they are such a big part of a 'political establishment which has drifted to the right'. 'I think the simple answer to why they [the BBC] like Nigel Farage is they are much more comfortable with an anti-establishment figure on the right than the left. It's as simple as that," he said. 'He's on their political spectrum and the political spectrum for the BBC runs from the centrists out to Nigel Farage. 'They still see those guys [like Farage] as being rogue figures of the establishment, but they are just given legitimacy by the fact that there's lots of voices they [the BBC] see to be legitimate in these media organisations which speak from a similar sort of perspective.' Rail campaigners are battling for £1.5m government cash in the upcoming Spending Review to make a business case for a railway link in Devon. TavyRail campaign group would like to see a five-mile (8km) section of track between Tavistock and Plymouth reinstated. Services to Tavistock ended in the 1960s during the cuts by Dr Richard Beeching when the railways were restructured. The Department of Transport (DfT) said it was "committed" to delivering transport infrastructure to "boost growth and opportunity". It added: "The Government inherited an extremely challenging financial position, and these projects will be considered as part of the upcoming Spending Review." TavyRail said only £1.5m of the project's £150m budget was needed to complete its business case and obtain necessary reports, with the remainder not required until construction in 2028. Richard Searight, Tavyrail chairman, said the initial outlay would pay for experts to consider whether the line to Plymouth via Bere Alston would be "practical and value for money". He said by 2028 the government would hopefully be in a "more secure" financial position. The previous Conservative government said savings from scrapping the northern leg of the HS2 project could be used to reopen the line between Plymouth and Tavistock. Devon County Council (DCC) submitted a business case for restoring the line in 2022, with hourly trains to Plymouth via Bere Alston. In 2024, the Labour government outlined plans to cancel or shelve a number of rail projects because they were promised without funding or a plan to deliver them. Deputy mayor of Tavistock, Anne Johnson, who is also vice-chairman of TavyRail, said housing plans had been agreed "off the back of the railway" and there was a "desperate need" for it to go ahead. Steve Hipsey, Mayor of Tavistock, said: "The current estimate is that we have about 1,600 people commuting into Plymouth every day along the A386, and that can't be a good thing in terms of sustainability and carbon emissions."
