
Social historian and cultural anthropologist Badri Narayan Tiwari new vice-chancellor of Mumbai's TISS
A copy of an order issued by the GB Pant Social Science Institute relieving him of the charge of its director states that this is consequent upon his appointment as the vice-chancellor of TISS.
Prof Badri Narayan Tiwari, a social historian and cultural anthropologist, will be the first vice-chancellor appointed as per the new regulations that took effect after TISS came under the purview of the Central Government. Till then, the institute was headed by the director picked by a governing body appointed by the Tata Trust, the sponsoring organisation. The governing body used to establish a selection committee that included a nominee from the University Grants Commission (UGC).
In September 2023, Prof Shalini Bharat stepped down from the post of vice-chancellor after completing her term of five years. Professor Manoj Tiwari, Director of the Indian Institute of Management (IIM) Mumbai, was then given additional charge of the TISS vice-chancellor.
UGC rules stipulate that deemed-to-be universities receiving over 50 per cent of their funding from the Government will have their heads appointed by the Central Government.
An executive council has replaced the governing council at TISS, with the government-appointed vice-chancellor serving as its chairperson. The sponsoring body is no longer the primary authority in vice-chancellor appointments.
As per the changes, the Ministry of Education appointed Professor Dhirendra Pal Singh as chancellor of the TISS in April 2024 for five years.
The search process for a new vice-chancellor was ongoing for a long while. After gaining momentum during late 2024, the process again stalled for a while, until Prof Badri Narayan Tiwari's appointment is now finalised.
Educated at the University of Allahabad, Prof Badri Narayan Tiwari earned his MA and PhD in modern history. He was formerly associated with Jawaharlal Nehru University's Centre for the Study of Discrimination and Exclusion. His research spans social history, cultural anthropology and Dalit studies. He has held prestigious fellowships: Smuts (Cambridge), J Gonda (Leiden), HGIS (Amsterdam) and a Fulbright Senior Fellowship (Chicago, unavailing).
Prof Badri Narayan Tiwari received the Bharat Bhushan Puraskar (1991), Banarasi Prasad Bhojpuri Samman (2002), and Kedar Samman (2006), among other awards.

On Wednesday, the CM criticised the SP's 'PDA Pathshala', calling it an attempt to dismantle the education system. 'Respected Kalyan Singh taught children 'G for Ganpati', but the SP government taught them 'G for 'Gadha' (donkey)'.' 'The SP government weakened the very foundation of education, whereas the current dispensation is establishing modern centres of learning such as Atal Residential Schools,' Yogi had said. The PDA Pathshala is a campaign launched by SP workers in protest against the Uttar Pradesh government's school pairing policy. PDA stands for Pichda or Backward, Dalit and Alpsankhyak or minorities. After several cases against the SP workers in various districts, another FIR was registered against SP leader Pooja Shukla in Bakshi Ka Talab area of Lucknow in connection with the 'PDA Pathshala'.

Special Cabinet meeting on Aug 16 to discuss report on SC internal quota in Karnataka
The Karnataka Cabinet on August 7 received the H.N. Nagmohan Das Commission's report on internal reservation for 101 Scheduled Castes in the State, and decided to discuss the report in a special Cabinet meeting on August 16. Copies of the report were given to Ministers to study before a detailed discussion in the special Cabinet meeting on August 16, Law and Parliamentary Affairs Minister H. K. Patil told reporters after the Cabinet meeting. The 1,766-page report has made six recommendations. The commission considered social and educational backwardness, along with adequate representation in public employment, before arriving at a matrix for quota within the 17% reservation for SCs in public education and employment. The report is believed to have recommended 6% reservation for the Dalit left, 5% for the Dalit right, 1% to more than 40 nomadic tribes classified as micro communities, and 1% for Adi Karnataka (AK), Adi Dravida (AD) and Adi Andhra (AA) communities. According to sources, the report has recommended 4% quota for Lambanis, Koramas, Korachas, and Bhovis (touchable communities).

Delhi-Panipat-Karnal RRTS corridor not yet sanctioned by Centre, says Minister Tokhan Sahu
Delhi-Panipat-Karnal RRTS Corridor: The Delhi-Panipat-Karnal Regional Rapid Transit System (RRTS) corridor is not yet a sanctioned project of the Government of India, the Centre clarified on Thursday (August 7). In a written reply in the Lok Sabha, Tokhan Sahu, Minister of State in the Ministry of Housing and Urban Affairs (MoHUA), said: 'The Delhi-Panipat-Karnal RRTS corridor is presently not a sanctioned project of Government of India.' The minister was responding to a query from Lok Sabha MP Satpal Brahamachari, who had asked whether the government had undertaken any consolidated assessment of the stalled or ongoing construction of the corridor through the Sonipat Lok Sabha constituency. He also sought information on whether the Delhi government had released its financial share of Rs 50 crore for the corridor, and whether any Memorandum of Understanding (MoUs) had been signed for the project, along with their details. Responding to questions, Sahu added that the Government of National Capital Territory of Delhi (GNCTD) has released an amount of Rs 50 crore for pre-construction activities of the Delhi-Panipat-Karnal Namo Bharat RRTS corridor. 'A High-Powered Committee (HPC) is envisaged in Memorandum of Understanding (MoU) entered into between Central Government, concerned State Government and the SPV (Special Purpose Vehicle), for the sanctioned RRTS projects, for regular monitoring of transparency, land acquisition status and timelines thereof,' the Union Minister stated. The minister further said that National Capital Region Transport Corporation (NCRTC) is the implementing agency for RRTS corridors in the National Capital Region (NCR) and has submitted the proposal for Delhi-Karnal Namo Bharat RRTS corridor. 'Such proposals are cost intensive; therefore, these undergo intensive examination at different levels in Central Government. After such extensive examination, Central Government considers financial assistance to RRTS projects, based on feasibility of the proposal and availability of resources,' Sahu added. The Regional Rapid Transit Systems have design speed and operational speed potential of 180 Kmph and 160 Kmph, respectively.
