Andhra Pradesh government assures to protect workers' rights despite increased working hours

Vijayawada: State govt has assured that it is committed to protect the rights of the workers despite increasing the daily working hours from 8 to 10 as the weekly cap of 48 hours will remain in force.
The amendments to the labour laws have been initiated to allow better scheduling, especially during peak business periods, without increasing overall workload. Similarly, changes to overtime rules, replacing the monthly 50-hour cap with a 144-hour quarterly limit, will provide seasonal flexibility without raising annual overtime, said govt.
Labour commissioner MV Seshagiri Babu explained that the amendment to Section 73 only exempts very small establishments (with fewer than 20 workers) from select provisions, while key protections remain fully in force including women's safety during night shifts, paid leave, holidays, and registration.
"Central laws on wages, termination, gratuity, and child labour will continue to apply and be enforced. These reforms are part of a broader effort to modernise labour regulations, support small businesses, and align with contemporary work practices especially in sectors with fluctuating footfalls like retail and services," he explained.
Seshagiri Babu said that it is a fact that the daily working-hour limit for employees in shops is proposed to be increased from 8 hours to 10 hours.
However, it is important to highlight that the weekly limit remains unchanged at 48 hours. This means that employees cannot be made to work more than 48 hours in a week, ensuring that the overall workload does not increase and workers are not overburdened. This change is aimed at providing greater scheduling flexibility for businesses and employees alike, particularly to meet seasonal or peak demand without breaching weekly work-hour protections.
However, the labour commissioner did not elaborate whether the department has manpower to check the workload of the workers on a daily and weekly basis.
The proposed amendment to Section 73 of the AP Shops and Establishments Act seeks to exempt commercial establishments employing fewer than 20 workers from most provisions of the Act, while retaining key safeguards such as registration, women's safety during night shifts (Section 23), paid leave (Section 30), and mandatory holidays (Section 31). This ensures that core worker rights remain fully protected despite the broader exemption.

Panaji: The state electricity department, through its contractor Digismart Networks Pvt Ltd, has begun implementing the smart meter project for the state, where 7.5 lakh electrical meters will be replaced with smart meters. 'There will be no concept of monthly bills. A consumer-friendly app will send regular notifications to the public. The benefits to consumers and the department will be multifold,' he said. 'Users will be able to check the actual consumption, sitting anywhere in the world. Consumers will also have access to daily, weekly, and fortnightly consumption records on the app. The app will alert the user in case the load increases above the sanctioned load and if one needs to apply for an increase in load,' Hede said. During power failure, the restoration time will be cut as the blackout will be communicated directly to the central server, he said. The system will also inform the department about the voltage profile of consumers in case of low or high voltage and help improve the quality and reliability of power. It will also help the department accurately forecast the load requirement, which will help in better load scheduling, the superintending engineer said. 'As we buy power from the power exchange, we have to be very accurate. If we ask for more power, we have to pay for it even if we don't consume it. Similarly, if we ask for less power, we will have to pay charges for overdrawal.' First a survey will be conducted to check the feasibility of installing the meters depending on the location. Margao: The long-pending feud between the sopo contractor and fish-carrying vehicles entering the SGPDA wholesale fish market reached the office of the chief officer of Margao Municipal Council (MMC) on Friday, as trawler owners complained about alleged overcharging and extortion by collection agents. A delegation comprising Savio D'Silva, Jose Philip D'Souza, and other boat owners met with chief officer Melwyn Vaz to address mounting grievances against the municipality-appointed sopo contractor's collection practices at the wholesale fish market complex. The meeting comes amid ongoing tensions that previously led to clashes between fish suppliers and sopo collectors. 'Collection of sopo from vehicles bringing fish to the wholesale fish market is illegal. They can't collect sopo from vehicles which come to supply fish to the vendors,' said Savio D'Silva, a fishing trawler owner, while speaking to the media after the meeting. 'Sopo is collected by the municipality from persons doing business in its jurisdiction, and this is the practice prevalent across Goa.'
