AP HC seeks SECI affidavit on solar power rates amid row over AP's 7,000 MW deal

VIJAYAWADA: The High Court on Wednesday directed the Solar Energy Corporation of India (SECI) to submit a detailed affidavit clarifying the rates at which it supplied solar power to other States at the time the Andhra Pradesh government agreed to purchase 7,000 MW of solar power at Rs 2.49 per unit.
The court also instructed SECI to provide details of orders issued by the Andhra Pradesh Electricity Regulatory Commission (APERC) in this regard. Further hearing was adjourned to September 3.
The directive came during the hearing of public interest litigations (PILs) filed separately by TDP leader and current Finance Minister Payyavula Keshav and CPI State secretary K Ramakrishna. The petitioners challenged the Central Electricity Regulatory Commission's (CERC) approval for the State's power distribution companies to purchase 7,000 MW of solar power from SECI at Rs 2.49 per unit.
Advocate General Dammalapati Srinivas, representing the State government, informed the court that APERC had approved the purchase of solar power at a finalised rate of Rs 2.42 per unit, following the court's authorisation. He argued that the petitioners could challenge the rate if they had objections.
The SECI's counsel stated that the agreement with Andhra Pradesh was for supplying 7,000 MW at Rs 2.42 per unit, while other States were supplied power at rates ranging from Rs 2.01 to Rs 2.52 per unit.
The petitioners' counsel argued that Andhra Pradesh's agreement to purchase solar power at Rs 2.49 per unit was higher than the rate offered to Gujarat, where SECI supplied power at Rs 1.99 per unit.

1 2 Visakhapatnam: The GVMC is planning to soon launch construction work on three working women's hostels in Vizag. GVMC officials recently conducted site inspections at the proposed hostel locations in Mudasarlova and Madhurawada. Land is currently being acquired for the construction of the third hostel in the Gajuwaka area. The Andhra Pradesh govt had earlier granted administrative sanction for these hostels. The hostel at Mudasarlova, adjacent to the BRTS road, will be built on two acres, while the facility at Madhurawada will come up on approximately 1.1 acre. The Greater Visakhapatnam Smart City Corporation Limited (GVSCCL), a special purpose vehicle established to implement the Vizag smart city project, will oversee the development under the public-private partnership (PPP) model. Under this model, ownership of the hostels will remain with the state government, while a private entity will manage operations and maintenance. With an approved capital outlay of Rs 172 crore, the proposal was submitted under the Union govt's special assistance to states for capital investment scheme for 2024-25 and has received formal approval. According to officials, the hostels will be equipped with modern amenities, ample parking, food courts, and spaces for recreational and cultural activities. Chief Minister Bhupendra Patel on Saturday inaugurated 1,240 development projects worth Rs 278 crore to be carried out by the state government in 14 tribal districts of Gujarat. During the event, the CM also inaugurated 1,282 works worth over Rs 200 crore under various schemes to be implemented by the Tribal Development Department in 14 tribal districts. Along with this, the individual scheme benefits worth Rs 125 crore were distributed to 6,20,846 tribal beneficiaries across the state. On the occasion of Raksha Bandhan, tribal women tied rakhis to the Chief Minister. On the occasion, CM Patel paid respect to the statue of Birsa Munda. He also took lunch with a tribal family from Mandvi. 'PM Narendra Modi has started the system of celebrating November 15 as 'Tribal Pride Day' in memory of freedom fighter and tribal leader Birsa Munda from the year 2021. In 2025, his 150th birth anniversary is being celebrated across the country,' the CM said. Saluting Birsa Munda, who fought against the British rule for the independence of the country and the rights of the tribal community, CM Patel said, 'Due to the works and sacrifice of Birsa Munda, even today he is worshipped by the tribal community as 'Dharti Aaba' i.e. 'Father of the Earth' and 'God'. Birsa Munda had launched an armed rebellion called 'Ulgulan' (great movement) against the British rule for the land and forest rights of the tribals and had awakened consciousness, courage and valour among the tribals with the loud slogan of 'Abua Dishum.. Abua Raj…' i.e., 'Our country, our rule'. The struggle of Birsa Munda and the sacrifice made by him at the age of just 25 are a golden page in the history of the great revolutionaries of the tribal communities of India.' He said that projects worth Rs 24,000 crore under the Pradhan Mantri Janjatiya Adivasi Nyay Maha Abhiyan (PM-Janman Yojana) have been implemented. In the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, five crore citizens of the tribal community in 63,000 villages of the country have been covered for social infrastructure facilities. He said that by providing scholarships to 1 crore tribal youths, their path to a bright future has been strengthened. CM Patel said, 'The state government has provided scholarships worth Rs 4,300 crore to tribal students. Forest rights papers have been issued for 68,169 hectares of land in the state under the Forest Rights Act. The state government has provided scheme benefits to 4,265 villages in 102 talukas of 21 districts under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan.' Minister of State for Tribal Development Kunwarjibhai Halpati said that the Prime Minister implemented the Vanbandhu Kalyan Yojana for the development of the tribal community during his tenure as Gujarat Chief Minister, as a result of which the overall development of the tribals has become possible.
