
Karnataka HC directs release of four accused persons in connection with Chinnaswamy Stadium stampede
BENGALURU: The Karnataka High Court on Thursday ordered the release of four individuals associated with the Royal Challengers Bangalore (RCB) victory celebration event who were arrested following the stampede at Chinnaswamy Stadium on June 4. The tragic incident claimed 11 lives and injured over 50 people.
The four people released are Nikhil Sosale, Marketing and Revenue Head of Royal Challengers Sports Private Limited (RCSPL); Sunil Mathew, Director of DNA Networks Private Limited; Kiran Kumar S, Event Manager at DNA Networks; and Shamant N P Mavinakere, a freelancer linked with DNA.
Justice S R Krishna Kumar passed the order while hearing their bail petitions. However, the court directed the accused to surrender their passports. A detailed order is yet to be released.
The arrests, made on June 6, have drawn criticism from various quarters, and the court's decision is being seen as a setback to the Bengaluru city police and the state government. Public anger has been high over the handling of the stampede, which happened during celebrations of RCB's performance in the IPL.
Lawyers representing the arrested argued that the arrests were politically motivated and carried out on the instructions of Chief Minister Siddaramaiah. They also claimed that no proper investigation was conducted and no evidence was presented before arresting the petitioners.
On the other hand, the state government told the court that all legal procedures were followed. It said the accused were informed of the reasons for their arrest as required under Supreme Court guidelines.
Karnataka govt submits sealed response in suo motu case
Meanwhile, in a related case, the Karnataka government submitted a sealed report to the High Court in response to a suo motu public interest litigation concerning the stampede.
Advocate General K Shashikiran Shetty submitted the sealed cover before a bench led by Acting Chief Justice V Kameswar Rao and Justice C M Joshi. The report was in response to nine questions the court had asked the government regarding the incident.
The court also directed the state to preserve all original communications between government departments and stakeholders. These records must be kept in the custody of the chief secretary.

Royal Challengers Bengaluru's senior official, Nikhil Sosale, who was arrested over the June 4 stampede during the team's maiden IPL title triumph celebrations, has been granted interim bail by the Karnataka High Court, according to ESPNcricinfo. More than a week after the incident, Sosale and two officials from DNA Networks, the event management company associated with RCB, were released on specific conditions, the most notable of which was the surrender of their passports, according to ESPNcricinfo. ESPNCricinfo also reported that Sosale and all RCB officials who are part of the management team are likely to undergo an internal investigation by the parent company, Diageo. The incident occurred when thousands of fans gathered to catch a glimpse of their favourite players. Eleven people lost their lives and several were injured in a stampede outside Bengaluru's M Chinnaswamy stadium as a huge crowd of nearly 3 lakh people had gathered to witness the victory celebration of RCB. The Karnataka Police had filed an FIR against the Karnataka Cricket Board Administrative Committee, RCB, among others, concerning the stampede incident. Last Saturday, two top Karnataka State Cricket Association (KSCA) officials, secretary A. Shankar and treasurer ES Jairam, resigned, citing "moral responsibility." KSCA President Raghuram Bhat confirmed the development, saying that the resignations were discussed and accepted during an emergency meeting. He assured that the cricket body will cooperate with the investigation. "When the inquiry takes place, we have already told the government and the High Court that we will never shy away from anything that is there. We are ready to cooperate with the investigation," Bhat told reporters. The Bengaluru Police also filed the first information report (FIR) against the popular IPL franchise last Thursday, as per ESPNCricinfo. The police have said that RCB was not given permission to conduct the event at the stadium. RCB has been listed as the first accused in the FIR, along with DNA Entertainment, the franchise's event partners, and the KSCA, which controls the stadium. RCB expressed "heartfelt condolences" to the families of the deceased in a statement, and since then has resorted to silence over the matter.

'Refund Excess Ticket Charges Or Face Action': Madras High Court Warns Cinema Halls
Last Updated: The theatre owners cannot fleece the movie goers by collecting excess amount from them, court said. Against cinema theatre owners flouting government-fixed ticket rates, the Madras High Court has directed Tamil Nadu authorities to take prompt action against such violators and ensure refund of excess amounts charged from moviegoers. The order came in a writ petition filed by G Devarajan, who alleged that several cinema theatres across Tamil Nadu were collecting more than the permitted price for tickets, especially during the first four days after a new movie's release. He pointed out that films like 'Vivegam" had seen inflated pricing, in clear violation of government norms. The petitioner had urged the court to issue a writ of mandamus directing state officials—including Tahsildars, Collectors, and officials from the Commercial Tax and Home Departments—to crack down on this 'cheating practice" and ensure that the overcharged amounts were returned to the public. During the hearing, the state's Additional Government Pleader informed the bench that a dedicated monitoring committee was already in place. This committee regularly inspects theatres, monitors compliance, and recommends action wherever overcharging is detected. Justice N Anand Venkatesh, however, emphasised that merely forming a committee was not enough. Observing that such violations often occur during the high-demand phase immediately after a film's release, he directed that the committee take active steps whenever complaints are received. The court said that if a theatre is found collecting more than the approved rates, it must not only face appropriate action but also refund the excess collected. 'When the Government has fixed a rate which is revised from time to time, the theatre owners cannot fleece the moviegoers by collecting excess amount," the court stated, while adding that the committee must respond promptly to complaints and enforce the rules strictly. Justice Venkatesh concluded the proceedings by disposing of the petition but with clear directions for future monitoring. Plea Claims "Extra-Judicial Ban" On 'Thug Life' In Karnataka, Supreme Court Issues Notice
Hearing a petition which claimed an "unconstitutional and extra-judicial ban" had been imposed on Kamal Haasan's film 'Thug Life' in Karnataka, the Supreme Court has issued a notice to the state government. The notice, the court said, was being issued considering the urgency of the situation. The Karnataka Film Chamber of Commerce had threatened to ban the release of the film over the actor's statement that Kannada was "born out of Tamil". Certain groups have also threatened theatres in Karnataka and asked them not to screen the film, because of which it was released worldwide on June 5, but not in the state. The Karnataka High Court had earlier suggested that Mr Haasan apologise. The actor has said his statement was misunderstood and that he deeply respects the Kannada language, but has not issued an outright apology. Hearing the petition on Friday, the partial working day bench of the Supreme Court noted it has been argued that the film, which was duly certified by the Central Board of Film Certification (CBFC), is not being allowed to be screened in the state of Karnataka. "The so-called ban under threats of violence comes from terror and arson against cinema halls targeting linguistic minorities. Considering the urgency shown, we issue notice to the respondent," the bench said. The plea states that the "ban" stems not from any lawful process, but from a deliberate campaign of terror, including explicit threats of arson against cinema halls and incitement to large-scale communal violence targeting linguistic minorities. It also alleges that the inaction of the State against the non-state actors allegedly inciting violence has led to the violation of Articles 14 (right to equality), 19(1)(a) (right to freedom of speech and expression), 19(1)(g) (right to practice any profession) and 21 (right to life and personal liberty) of the Constitution of the filmmakers, exhibitors and the viewing public.
